The project to upgrade National Highway 7 from km 0 to km 36 (in Dien Chau Town, passing through Yen Thanh District and ending at the east of Do Luong District Bridge) is 32.5 km long. Of which, 3 sections are planned for 3 districts: Dien Chau, Yen Thanh, Do Luong, designed with a scale of 4 lanes for motor vehicles, 2 lanes for rudimentary vehicles, and a median strip. The project is implemented with government bond capital, with a total investment of 1,113 billion VND, of which the construction cost is 573 billion VND, and the site clearance cost is 248 billion VND. The entire project is divided into 11 construction packages, including 2 bridge construction packages and 9 road construction packages. The project is invested by Road Management Board 4. It is known that of the 11 packages, 7 have been implemented, however, due to capital difficulties, most of the construction units have stopped working. For example, the contract of Phu Nguyen Hai Company Limited to construct from km 30 to km 36 (Dien Chau Town) worth more than 17 billion VND, up to this point the company has only completed the concrete structure, and has not dared to construct other items due to lack of capital; The contract package of Joint Stock Company 471 (a joint venture with a contractor in Hanoi) from km 4 to km 9 worth 58 billion VND, started in June 2010, according to the contract it will be completed in 2012, up to this point, the Company has just completed the structure, finished the roadbed, the equipment and machinery are "covered" and over 30 workers are unemployed. Hoa Hiep Company Limited is the only construction unit struggling to carry out the construction. The Company is constructing from km 27 to km 32, mobilizing over 24 excavators, rollers, and paving machines to build the road, using trucks to water the road surface every day. Due to the weak roadbed structure, the Company had to dig deep to replace the soil, the estimated additional cost is over 4 billion VND. At this time, the aggregate has been spread over 90%, ensuring the passage of vehicles.

We, the people, urgently need the project to be completed quickly to restore peace". Mr. Hoang Manh Tri - General Director of Road 4 Project Management Board said: Up to this point, the project has only disbursed 124 billion VND (of which 50 billion VND is for site clearance). The Management Board has tried every way to solve and remove the lack of capital, but it is very difficult, currently capital sources are only prioritized for urgent projects. To ensure smooth traffic, the Management Board has directed contractors to leave machinery to level subsidence and subsidence areas and support traffic when incidents occur.
