The Broward County Child Care Licensing Office in California released a report on August 5 about violations found in the case of Noah being left in a car. According to the report, Sneed’s body was discovered in the parking lot of Ceressa Kindergarten in Oakland, California on July 29.

The investigation report found that Ceressa Kindergarten did not have a roll call list for the students on the bus, nor did it count the students when they arrived at school. As a result, Noah was left in the van for more than 5 hours in the hot, humid weather.

The female driver of the school bus also failed to follow the procedure when turning off the safety alarm system before letting the children off the bus. According to regulations, drivers are not allowed to turn off this system before opening the door, because its function is to send an alarm signal if a student is left on the bus.

Noah’s mother, Chanese Sneed, said the bus picked him up at around 9 a.m. on July 29 (local time). His body was discovered by a school employee at around 3 p.m. the same day.

"They have to pay for what happened. They have to pay for this irresponsibility," said Teresa Brown, the boy's aunt.

The report concluded that Ceressa Nursery School had committed the most serious violations, but no staff member has been charged in connection with Noah’s death. However, the Broward County Sheriff’s Office is investigating the incident as a possible manslaughter. The facility’s owner has surrendered its license to local authorities.
