Save when young to live well when old
On the 6th of every month, Ms. Nguyen Thi Loan (70 years old, block 5, Ha Huy Tap ward, Vinh city) "happily" goes to the block 6 cultural house - one of the two local pension and social allowance payment points to receive her pension. According to Ms. Loan: "Although my pension is not much, it is enough to ensure my life, without having to depend on my children and grandchildren. This is also the result of many years of working and participating in social insurance."
“Receiving pension is very convenient, it can be in cash at the Cultural House or through a personal account. Personally, I prefer cash because I can meet friends and chat. My husband likes to receive it through ATM. Whenever I go to Ho Chi Minh City to visit my children and grandchildren, I come here to apply to have my salary transferred via ATM card. If I don’t have an ATM account, opening a card is also very simple, there are commercial bank employees who come to the payment point to do it for us.”

The pension regime includes two processes: contribution and enjoyment. The contribution process is calculated from the time the employee begins participating in social insurance and the enjoyment process begins from the time the employee retires from work.pensionuntil death. This is the right of workers after a period of working, accumulating and participating in social insurance, helping them have financial support as well as health care when they reach retirement age. In addition, relatives will enjoy funeral expenses and survivor benefits when the worker passes away. The retirement regime helps ensure social security and life for workers when they are old.

With many new regulations on voluntary social insurance such as: No ceiling age for participation; flexible contribution levels and methods, suitable for the economic conditions of the majority of people in rural areas, the State supports the contribution level from 2018 for participants; especially the birth of Resolution 28-NQ/TW on reforming social insurance policies, towards universal social insurance, now any worker, whether a farmer or a freelancer,... has the opportunity to enjoy retirement benefits.
Thanks to the promotion of propaganda work, many workers in the informal sector in the province have been aware of "Saving when young to live well when old" by participating in voluntary social insurance. According to information from Nghe An Provincial Social Insurance, as of August 2020, the whole province had 63,942 people participating in voluntary social insurance, an increase of 17,202 people compared to the same period in 2019.
“My family is a farmer, life is difficult, we have to worry about today's meal and tomorrow's meal. In recent years, thanks to my children working abroad, life has improved. With money, my children have considered taking care of their parents. They plan to pay for their parents for 10 years, then make up for the remaining 10 years at once, so when I turn 60, I will have a pension like everyone else.”

Vietnam has officially entered the population aging phase, currently 12% of the population is aged 60 and over; this rate is forecast to increase to 18% by 2030 and about 23% by 2040. To ensure social security and life for the elderly in the face of the challenge of population aging, in recent years, the Party, the State, and the Social Insurance agency have implemented many breakthrough solutions to rapidly increase the number of people participating in social insurance.
However, the rate of workers enjoyingretirement benefitsIn fact, the number is still low. In the province, there are currently 163,288 people receiving monthly pensions and social insurance benefits, accounting for 37.9% of the elderly in the province. Of which, the number of people receiving monthly pensions and social insurance benefits from 80 to 99 years old is 21,612 people - equivalent to the time of receiving monthly pensions and social insurance benefits from 25 to 44 years (for women), from 20 to 39 years (for men); the number of people receiving pensions from 100 years old and above is 304 people - equivalent to the time of receiving pensions and social insurance benefits from 45 years (for women) and 40 years (for men).

To change the above problem, according to Mr. Luong, people should not push the responsibility of taking care of old age to society but must be conscious, accumulate and "save" when young to ensure life when old. If not working in an agency, organization or unit, workers can still participate in social insurance by participating inVoluntary social insuranceBy saving just 5,000 VND/day, people can participate in voluntary social insurance and receive retirement benefits when eligible.
Monthly pension is adjusted to increase according to consumer price index; health insurance card is issued throughout the pension period; In case of unfortunate death, relatives are entitled to funeral allowance (10 times basic salary) and death benefit.
Mr. Nguyen Van Luong also warned that a very dangerous trend of "harvesting unripe rice" is happening. That is, some people who have paid social insurance for less than 20 years have received social insurance at once. When receivingone-time social insurance, the employee will lose the opportunity to receive pension. In addition, the one-time social insurance recipient must accept a huge disadvantage. With the rate of 22% of monthly salary contributed to the pension and death fund, the total contribution for one year is 2.64 months of salary; while the one-time social insurance benefit for each year of social insurance contribution is only equal to 2 months of salary. Thus, the employee loses 0.64 months of salary.

Mr. Luong also emphasized that pension levels are adjusted periodically every year according to the consumer price index and economic growth rate... In these cases, the Social Insurance does not encourage receiving one-time social insurance payments because of the goal of ensuring sustainable social security for the people.Nghe An Provincial Social InsuranceA consulting team has been established in the province and districts to advise those who register for one-time social insurance benefits to carefully consider the options before making a decision.
Implementing Resolution No. 28-NQ/TW on reforming social insurance policies of the 12th Party Central Committee towards the goal of universal social insurance, the Party and the State have been gradually taking measures to support and facilitate people to participate in social insurance and enjoy retirement benefits. For example, since July 1, the National Public Service Portal has officially provided voluntary social insurance payment services in addition to 725 other public services. Thus, people can continue to pay voluntary social insurance at home. And according to the upcoming roadmap, the State will also make amendments such as shortening the social insurance payment period to facilitate social insurance participants to enjoy retirement benefits earlier.
