Prosecuted on two charges, Duong Chi Dung was recommended by the Procuracy for the death penalty.

On the afternoon of December 13, the representative of the Procuracy at the trial of the corruption case at Vietnam National Shipping Lines (Vinalines) presented the indictment against Duong Chi Dung and his accomplices.

Defendant Duong Chi Dung was charged with two crimes: "Intentionally violating State regulations on economic management, causing serious consequences" and "Embezzlement of property".

Accordingly, the representative of the Procuracy proposed the death penalty for the crime of “Embezzlement of property” and 20 years in prison for “Intentionally violating State regulations on economic management causing serious consequences”. The total proposed sentence for Duong Chi Dung is the death penalty.

Defendant Mai Van Phuc - former General Director of Vinalines - former Deputy Head of the Transport Department was proposed to be sentenced to death for the crime of embezzlement of property, 20 years in prison for the crime of "Intentionally violating the State's regulations on economic management causing serious consequences". The total sentence for defendant Phuc is the death penalty.

Defendant Tran Hai Son - former General Director of Vinalines Ship Repair Company Limited was proposed to be sentenced to 19-20 years in prison for the crime of embezzlement; 9-10 years in prison for the crime of "Intentionally violating State regulations on economic management causing serious consequences". The total proposed sentence is from 28-30 years in prison.

Defendant Tran Huu Chieu – former Deputy General Director of Vinalines was proposed to be sentenced to 13-14 years in prison for the crime of embezzlement of property; 9-10 years in prison for the crime of “Intentionally violating State regulations on economic management causing serious consequences”. The total sentence is 22-24 years in prison.

The defendants Bui Thi Bich Loan – former Chief Accountant of Vinalines, Mai Van Khang – former Deputy General Director of Vinashin Ocean Shipping Company Limited under Vietnam National Shipping Lines; Le Van Duong – Inspector, Inspection Sub-Department No. 6 – Vietnam Register; Huynh Huu Duc – former Deputy Head of Van Phong Customs Sub-Department, Khanh Hoa Province – former Deputy Chief of Office of Khanh Hoa Provincial Customs Department; Le Ngoc Trien – Team Leader of Van Phong Customs Sub-Department, Khanh Hoa Province; Le Van Lung – Officer of Van Phong Customs Sub-Department, Khanh Hoa Province were prosecuted for the crime of “Intentionally violating the State’s regulations on economic management, causing serious consequences”. Accordingly, the Procuracy proposed the following sentences for the defendants: Loan: 6-8 years in prison; Khang: 8-10 years in prison; Duong, Duc, Trien and Lung were proposed to be sentenced to 6-8 years in prison.

In this case, Duong Chi Dung was identified as the mastermind, signing the decision approving the policy, approving the investment of the Southern Ship Repair Factory Project, signing the decision approving the purchase of the 83M floating dock, causing a loss of more than 367 billion VND to the State. Dung and his accomplices also embezzled 1.67 million USD, of which Dung himself pocketed 10 billion VND. Duong Chi Dung's crime is particularly serious.

Mai Van Phuc played a leading role, signed the proposal to the Board of Directors to approve the policy, approve the investment of the Project, sign the contract, and sign the payment for the contract to buy the 83M floating dock. Of the embezzled amount of 1.67 million USD, Phuc benefited from 10 billion VND.

Tran Huu Chieu acted as an accomplice, signed documents of the Project Management Board submitted to Mai Van Phuc requesting approval of the Southern Ship Repair Factory Project, purchasing floating dock 83M, was the head of the survey team, signed the survey results report of floating dock 83M submitted to Phuc which was not true to reality to legalize the procedures for purchasing floating dock, requested to initial the payment documents for the contract to purchase floating dock 83M.

Mai Van Khang, acting as an accomplice, participated in the survey team, created and initialed a floating dock survey report that was not true to reality to legalize the survey documents, select a contractor, and sign the contract to purchase floating dock 83M.

Bui Thi Bich Loan played the role of an accomplice, participating in signing the authorization to pay 9 million USD for the illegal purchase of floating dock 83M, causing a loss of nearly 367 billion VND.

Le Van Duong, acting as an accomplice, created and signed a record of inspection and appraisal of the technical condition of floating dock 83M that was not true to reality, helping Vinalines compile survey documents to select a contractor and sign a contract to purchase floating dock 83M.

Huynh Huu Duc, acting as an accomplice, signed the decision to clear the 83M floating dock in violation of regulations. Le Ngoc Trien, acting as an accomplice, conducted a detailed inspection of the import documents of the 83M floating dock and proposed illegal customs clearance. Le Van Lung, acting as an accomplice, participated in the actual inspection of the 83M floating dock and proposed illegal customs clearance.

The Procuracy also requested the panel of judges to force the defendants to compensate for the damage of 367 billion VND. The four defendants Dung, Phuc, Son, and Chieu must jointly compensate for the embezzled amount of 1.67 million USD./.
