SCHOOL'S RECOMMENDATION

Nguyen Trai Primary School has a total land area of ​​8,881.6 m², playground area 6650 m²/1,818 students (average 3.65 m)²/students). Currently, the school has 3 2-storey buildings, 1 3-storey building, with a total of 45 solid classrooms; the multi-purpose building is currently used as a library, computer room, and does not have any functional rooms or subject rooms.

According to the regulations of the Ministry of Education and Training, schools must have classrooms for Science - Technology; Information Technology, Foreign Languages, Music, Fine Arts, libraries, traditional and multi-functional rooms. The system specifications of the Information Technology, Foreign Languages, Science - Technology, Music, Fine Arts, multi-functional rooms... must have an area of ​​not less than 50 m², ensure minimum 1.85 m²/students. Due toclassroom difficultiesCurrently, the school does not have any functional rooms; the multi-purpose hall has been partitioned to be used as classrooms, so teachers do not have any specialized activity rooms; the playground and exercise area for students are still too limited... Therefore, with the current number of students at Nguyen Trai Primary School, it is necessary to double the area of ​​the functional rooms to ensure compliance with regulations.

Quan Bau Ward has a rapid urbanization rate. In recent years, more apartment buildings have been built in the area, the population growth rate is high, and the number of children reaching primary school age is increasing rapidly. Therefore, the shortage of classrooms has become a very urgent problem for parents and teachers, and a solution needs to be found soon.

With the above situation, Nguyen Trai Primary School raised the issue: "From the 2024 - 2025 school year, the school will have to organize rotating teaching, each grade will have one day off during the week and go to school on Saturdays. With this schedule, it will greatly affect the family life of parents, student psychology, research time, and professional activities of teachers"; and have recommendations and proposals. The Party Committee and People's Committee of Quan Bau Ward have a plan to ensure enough classrooms and functional rooms for students to study and develop comprehensively. At the same time, it is recommended that leaders of local authorities at all levels pay attention to investing in repairing and upgrading existing classrooms to become more spacious, clean and beautiful.

4 OPTIONS FROM THE WARD PEOPLE'S COMMITTEE

On June 10, 2024, the People's Committee of Quan Bau Ward sent a document reporting the need to expand the class size of Nguyen Trai Primary School to the People's Committee of Vinh City. Here, the People's Committee of Quan Bau Ward mentioned the current situation of classroom shortage at Nguyen Trai Primary School, and also clearly reported the need for classrooms in the coming time.

Accordingly, in the 2023 - 2024 school year, Nguyen Trai Primary School was approved for 46 classrooms (10 grade 1, 9 grade 2, 11 grade 3, 8 grade 4, 8 grade 5). Compared to the current school size, the school lacks 15 classrooms. Meanwhile, in the ward, a large number of people have settled down and lived in the planning areas, high-rise apartment buildings Kim Thi, Arita, Phu My Trung, Vinh Plaza. In the future, when the apartment buildings Yen Hoa, 389, Phu Nguyen Hai... are completed, the population in the area will continue to increase rapidly, leading to an increase in the number of primary school students. It is expected that in the 2024 - 2025 school year, there will be about 384 children entering grade 1. Nguyen Trai Primary School will lack 3 cultural classrooms and 14 functional classrooms; In the 2025-2026 school year, it is expected that 434 children will enter grade 1. Nguyen Trai Primary School will lack 7 cultural classrooms and 14 functional classrooms...

Therefore, in order to promptly arrange enough classrooms for Nguyen Trai Primary School, the People's Committee of Quan Bau Ward proposed 4 options, recommending the People's Committee of Vinh City and relevant departments, offices and units to consider. Option 1 allows the People's Committee of the Ward to adjust the planning of Nguyen Trai Primary School to have a basis for investing in building more classrooms in the existing campus. According to the People's Committee of Quan Bau Ward, if this option is implemented, it will be proactive in implementing the steps to invest in building new school buildings. However, the disadvantage is that it will reduce the playground for students and the common living space of the whole school; besides, investing in the campus will affect the teaching and learning activities of the school.

Option 2, currently, the Provincial People's Committee has issued Decision No. 171/QD-UBND dated May 24, 2024 to reclaim 2,887 m²Land for educational and training facilities managed and used by the Viet Nhat High Quality Vocational Training Center in Quan Bau Ward. Therefore, the People's Committee of Quan Bau Ward proposed to be assigned this recovered land to make a detailed plan for the construction of Nguyen Trai Primary School, Campus 2. This plan has the advantage oflocation of the land to be recoveredLocated 50m from Nguyen Trai Street, convenient traffic, located in the North of the ward (the current location of Nguyen Trai Primary School is in the South of the ward). If the planning for the construction of a primary school is arranged, it will be very convenient for children of primary school age to go to school; in addition, the current land use planning of the land is DD (educational land), if the planning for the construction of a primary school will be in accordance with the land use planning. However, this option also has the disadvantage that the process of implementing the investment in the construction of the school will take time and have a large amount of work, not being able to solve the shortage of classrooms of Nguyen Trai Primary School in the near future.

Option 3, Quan Bau Ward People's Committee proposed to hand over the AIDS Prevention and Control Center (located in block 9), with an area of ​​about 3,600 m². After merging into the Center for Disease Control of the Department of Health, the facilities are not used; only repairs are needed to ensure teaching and learning, so it has the advantage of ensuring teaching and learning needs in a short period of time. However, the disadvantage is that it involves many units and levels, and there will be problems in the procedures for handling assets after the merger.

With option 4, the People's Committee of Quan Bau Ward proposed to simultaneously implement options 1 and 2. This option will ensure the synchronous implementation of solutions to ensure long-term needs for primary education in the area; expand land funds for education; and receive the support of the majority of people in the area.
