Having held the position of Principal of Binh Son Secondary School, Anh Son from 2003 - 2008, in 2010, when he retired and returned to his hometown Phong Yen (Hung Hoa), Mr. Le Van The did not allow himself to rest, because according to him, as long as he is healthy, he can continue to contribute.

When he first returned to his hometown, the children of Phong Yen hamlet gathered and played every night, and thefts often occurred in the hamlet. And one thing that surprised him was that the youth union seemed to be inactive, and there were almost no outstanding youth movements in the hamlet. Worried about this situation, in the monthly party cell meetings, he proactively discussed with the Party Committee and the government to come up with solutions to promote the hamlet's movement. With his dedication, responsibility and somewhat bold but highly feasible proposals, he was elected by the villagers to hold the position of Secretary of the Phong Yen hamlet Party cell for the 2012-2015 term.

As a teacher and the President of the Association of Former Teachers, the first task he embarked on was to "revive education". He discussed with the Party Committee and the executive committee of the hamlet, and organized the "study drum beat" movement. According to him, this was not a new movement, but if implemented vigorously, it would improve the quality of learning for the children in the hamlet. At first, people were still unfamiliar with the 2 drum beats at 5 am and 7 pm every day, followed by the radio announcement of the secretary: "It is now 7 pm, students, please sit down at your desks to study".

He went from house to house to persuade the children to sit at the desk to study, the drum beat gradually became effective. The children felt ashamed of the secretary's dedication and focused on their studies, the grandparents and parents were also touched by the heart of the village leader, so they "strictly disciplined" their children. As a result, after months of efforts by the party cell secretary, the synchronous participation of the hamlet executive committee, and the response of the people, the "drum beat to study" in Phong Yen really became regular, the study results of the children in the hamlet had clearly improved. In 2012, for the first time, 5 children in the hamlet passed the university entrance exam, 2 children entered the province's specialized school, many of them were good students. Seeing the success of this model, the Party Committee and the government of Hung Hoa commune launched a spirit of learning the model throughout the commune.

Besides studying, what Party cell secretary Le Van The is concerned about is the security and order situation in the hamlet. Being an area bordering Nghi Thai and Phuc Tho communes, and having an inter-commune road, every night, young people in the hamlet gather to cause disorder and insecurity, thus creating opportunities for theft. To overcome this situation, Mr. The proactively advised the Party Committee, mobilized internal resources of the people in the hamlet, assigned the Youth Union force as the core to install and complete the lighting system; discussed with the Party Committee, coordinated with the local police, established a security and order team, patrolled the hamlet to protect security; arranged guard posts with barriers to prevent strangers from entering the village without reason or identification papers. Thanks to that, the theft situation has decreased significantly, people feel secure in working and producing, and young people are obedient and focused on studying. After 3 months, the hamlet organized a preliminary summary of the movement with rewards and punishments, so the people agreed and responded, voluntarily contributing to the hamlet security fund.

Although he has only been in charge of the work of secretary for 1 year, the initial results of the activities implemented by Mr. Le Van The have made the people of Phong Yen hamlet happy. For him, in his position as a hamlet party cell secretary, studying and following Uncle Ho means contributing to changing the face of his hometown, making people's lives stable and their children successful. Words always go hand in hand with actions, in 2013, Party cell secretary Le Van The was honored by the collective as one of 20 typical individuals in studying and following Uncle Ho in Vinh City.
