The ward Party Secretary wanted to save money on hosting a wedding party at a restaurant, so he spent 3 million VND to "subscribe to the agency for electricity and water" and then used the headquarters to host 70 tables for guests.

At noon on September 8, the headquarters of the Party Committee, People's Council, Fatherland Front Committee, and People's Committee of Binh Hoa Ward, Thuan An Town (Binh Duong) became a wedding reception hall, welcoming hundreds of guests. Outside, many cars were parked on the sidewalk and roadside.

"The music and the sound of toasts echoed throughout the area. It was a bad image for a state agency," said Mr. Bay, who lives near the headquarters of the Party Committee of the People's Council, the Vietnam Fatherland Front Committee, and the People's Committee of Binh Hoa ward.

The host of the above party was Mr. Vo Van Chau, Secretary of the Party Committee of Binh Hoa ward.
Talking to VnExpress, Mr. Chau said that because he wanted to save money, he borrowed the agency headquarters to host nearly 70 tables for his youngest son's wedding. Most of the guests were ward officials and employees; office staff of neighborhood party cells; the rest were friends and relatives of both families.

"My family planned to have a party at a restaurant but we didn't have time to choose and the prices were too high. Also because September 8 (Sunday) was a holiday and the agency had no activities, I borrowed the ward headquarters grounds to host the party," said Mr. Chau.


According to Mr. Chau, the Party Committee and People's Committee of the ward once allowed that on holidays, if children of officers and employees working in the ward held a wedding, they could use the headquarters as a venue for the party, but had to pay 3 million VND. However, Mr. Chau said that this amount was not the rent for the premises but only supplemented the cost of electricity and water during the wedding.

“My son’s wedding was the second party held at the ward headquarters. Previously, the ward approved the child of a female officer of the ward’s Department of Labor, War Invalids and Social Affairs to hold a party there. This female officer also paid the full 3 million VND to help pay for electricity and water for the agency,” said Mr. Chau.

However, Mr. Chau also acknowledged that choosing the agency headquarters as the venue for the wedding reception "is indeed not appropriate" compared to Decision 308/2005 on regulations for implementing civilized lifestyles in weddings, funerals and festivals issued by the Prime Minister. "If we had known that there would be such troubles and inconveniences, our family would not have hosted the reception at the headquarters. Perhaps this will be the last reception held here," said Mr. Chau.

Previously, also in Binh Duong, a real estate tycoon occupied more than 2 lanes on Tran Quoc Toan Avenue (Thu Dau Mot City), just a short distance from the Hoa Phu Ward People's Committee headquarters, to host a wedding party for hundreds of guests, causing traffic difficulties in the area. To ensure the safety of the reception, the owner also erected 3 construction signs to limit the speed of passing vehicles.
