Secretary of Anh Son District Party Committee, Thanh Chuong proposed to soon declare drought disaster

On the afternoon of July 10, in the program of the 9th Session of the 17th Provincial People's Council, 10 delegates from the constituencies of Thanh Chuong and Anh Son districts discussed in groups.

Hope Nghe An economy accelerates

Discussing the socio-economic development situation of the province, many delegates expressed concern when the growth rate in the first 6 months of the year reached 7.09%, lower than the period of 2018 (7.39%) and lower than the growth scenario for the first 6 months of the year set at 8.5%. Therefore, the growth target for the whole year of 2019 from 9-9.5% still has many difficulties and challenges.

Mr. Dang Thanh Tung - Secretary of Anh Son District Party Committee, based on the analysis of the above data, proposed that in order to achieve the annual growth target, the People's Committee should focus on removing bottlenecks, making agriculture and industry grow and contribute a high proportion to the growth picture of the whole province; at the same time, soon establish a Public Administration Service Center to reform administration to promote growth.

Secretary of Anh Son District Party Committee also proposed that the Provincial People's Committee should soon declare a drought disaster to have additional resources from the Central budget to support the locality and people to overcome the damage caused by the recent drought. This is also an opinion that Mr. Nguyen Huu Vinh - Secretary of Thanh Chuong District Party Committee agreed with and proposed that the province should have a mechanism to encourage timely drought prevention.

Delegate Ho Dinh Trung - Chief Justice of the Provincial People's Court shared the voters' wishes for the province's economy to accelerate strongly, in which to achieve the annual target, there must be very drastic solutions for direction and management, especially from the Provincial People's Committee. "The Provincial People's Committee must be close to the sectors, the sectors must be close to the grassroots, the grassroots must become the driving force of the entire system to be able to achieve the target", Mr. Trung expressed his opinion on implementing the growth target.

At the discussion session, delegates also proposed many issues such as: resolutely recovering suspended projects; accelerating the collection of tax arrears to increase budget revenue; removing difficulties to speed up the disbursement of capital sources; focusing on attracting investment, especially in agricultural processing projects; paying attention to solutions on staff arrangement and use of facilities after merging villages, hamlets and communes.

Delegates also suggested paying attention to directing the construction of new rural areas in conjunction with timely inspection and supervision to avoid violations, because in reality there are new rural communes that have just been commended at all levels, but later the commune leaders were prosecuted; focusing resources on controlling and eventually ending the African swine fever epidemic; continuing to fight fiercely against drug crimes;...

Focus on removing difficulties and promoting growth

Previously, at the discussion, Vice Chairman of the Provincial People's Committee Le Ngoc Hoa said that he had exchanged some information on investment promotion and attraction with very good signs; at the same time, he said that the Provincial People's Committee has been focusing on removing difficulties for key projects in order to quickly disburse public investment capital, investment from domestic enterprises and foreign direct investment (FDI), contributing to achieving the growth target.

Mr. Le Ngoc Hoa also said that the province is very determined in administrative reform and has chosen this year as the Year of Administrative Reform. One of the solutions to create a breakthrough is to establish a Public Administration Service Center, expected to be put into operation in the third quarter, thereby resolving the pain points in handling administrative procedures. At that time, investors will be able to complete procedures faster.
