Within the framework of the State visit to Vietnam and participation in activities celebrating the 80th anniversary of the successful August Revolution and the National Day of the Socialist Republic of Vietnam, at noon on September 2, at the Government Headquarters, First Secretary of the Central Committee of the Communist Party of Cuba, President of Cuba Miguel Diaz Canel met with Prime Minister Pham Minh Chinh.

Prime Minister Pham Minh Chinh warmly welcomed First Secretary and President of Cuba Miguel Diaz Canel on his State visit to Vietnam and participation in activities celebrating the 80th anniversary of the successful August Revolution and the National Day of the Socialist Republic of Vietnam on the occasion of the 65th anniversary of the establishment of diplomatic relations between Vietnam and Cuba, demonstrating the brotherly and comradely sentiments and the valuable solidarity and support of the Party, State and people of Cuba for the people of Vietnam; affirmed that Vietnam always cherishes and preserves the special friendship between Vietnam and Cuba, an exemplary symbol in international relations, which has been cultivated by many generations of leaders of the Party, State and people of the two countries; and expressed deep gratitude for Cuba's support for Vietnam during the years of national liberation struggle as well as in the cause of national construction and defense of Vietnam today.

The Prime Minister expressed his joy and appreciation for the good results achieved at the talks between the First Secretary and President of Cuba and General Secretary To Lam and the meeting with President Luong Cuong; emphasized that Vietnam always closely follows the situation in Cuba; shared the difficulties and challenges Cuba is facing; and firmly believed that, under the wise leadership of the Communist Party of Cuba, the brotherly country of Cuba will continue to firmly protect the achievements of the revolution and gain new victories in the cause of national construction and development.

President Miguel Diaz Canel expressed his delight at leading a high-ranking delegation of the Cuban Party and State to return to Vietnam and meet Prime Minister Pham Minh Chinh again; on behalf of the Cuban Party, State and people, he sent warm congratulations to the Government and people of Vietnam on the occasion of the 80th anniversary of the successful August Revolution and National Day (September 2); shared good memories of his visits to Vietnam in 2013 and 2018 and expressed his impression of Vietnam's socio-economic development and foreign affairs achievements in recent times as well as the heroic atmosphere at Vietnam's important celebration, saying that these results have always been a great source of encouragement and motivation for the revolutionary cause of the Cuban people.

President Miguel Diaz Canel assessed that the frequent exchange of visits and contacts at all levels between the two sides in recent times has significantly contributed to consolidating and strongly developing the special Vietnam-Cuba relationship; affirmed the desire of the Party, State and people of Cuba to strengthen the special friendship and comprehensive cooperation between the two countries, as well as share experiences gained in Vietnam's Doi Moi process and update Cuba's socio-economic model; thanked the Vietnamese Government and people for their valuable support and assistance in helping Cuba overcome difficulties caused by the embargo and the complicated international context. The Cuban President also highly appreciated the activities of Vietnamese enterprises in Cuba for Cuba's socio-economic development and strengthening bilateral economic relations in a practical manner and taking advantage of the complementary strengths of the two countries.

Prime Minister Pham Minh Chinh affirmed that the Vietnamese Government will continue to implement measures to support Cuba in a practical and specific manner, especially agricultural projects following the business model to support food security in Cuba, as well as other important fields of energy and biotechnology.

The Prime Minister appreciated the two sides' active implementation of high-level agreements, especially those reached during the visit to Cuba by General Secretary and President To Lam in September 2024; and proposed measures to enhance cooperation in the coming time in the spirit of understanding and sharing, accompanying each other for development.

The Prime Minister suggested that the two sides coordinate to implement the agreements reached during this visit, promote the improvement of the effectiveness of bilateral cooperation mechanisms such as the Vietnam-Cuba Intergovernmental Cooperation Committee, political consultation between the two Foreign Ministries, Defense Dialogue, cooperation between the Vietnamese Ministry of Public Security and the Cuban Ministry of Interior; suggested that Cuba continue to pay attention to creating mechanisms and favorable conditions for Vietnamese enterprises to invest and do business in Cuba, promote joint ventures and partnerships between enterprises of the two countries, thereby bringing the bilateral cooperation to a new stage, meeting the potential and desires of both sides.

The Prime Minister and the First Secretary and President of Cuba agreed to continue promoting delegations at ministerial, sectoral, local and business levels to concretize high-level agreements between the two countries; agreed to regularly deploy and improve the effectiveness of bilateral cooperation mechanisms, cultural cooperation activities and people-to-people exchanges in the "Vietnam - Cuba Friendship Year 2025" and the following years; strengthen coordination, exchange of positions and coordination at multilateral forums, mechanisms and international organizations of which the two countries are members; further promote cooperation between political - social organizations and localities of the two countries; strengthen information, propaganda, training and education for the younger generation of the two countries about the tradition of special, exemplary and loyal relations between the two peoples.

The two leaders also agreed to continue to support, prioritize creating favorable conditions and encourage the expansion of participation of organizations and businesses of the two countries in the socio-economic development process of each country; focus on promoting economic, trade and investment cooperation, especially in strategic cooperation areas agreed upon by the two countries' senior leaders, as well as expanding to other potential areas.

At the end of the meeting, Prime Minister Pham Minh Chinh respectfully conveyed his regards to Revolutionary Leader Raul Castro and senior leaders of the Cuban Party and State, and invited Cuban Prime Minister Manuel Marero Cruz to return to visit Vietnam at a suitable time./.
