Provincial Party Secretary: Need to correctly identify the development vision of Nam Dan
(Baonghean.vn) – This is the issue that comrade Nguyen Dac Vinh - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation raised during a meeting with the Standing Committee of the Nam Dan District Party Committee on the morning of January 11.
Also attending were comrades: Thai Thanh Quy - Member of the Central Party Executive Committee, Chief of the Provincial Party Committee Office; Nguyen Huu Lam - Member of the Standing Committee, Head of the Provincial Party Committee's Organization Committee; Dinh Viet Hong - Vice Chairman of the Provincial People's Committee and representatives of leaders of departments, branches and sectors of the province.

The meeting aimed to listen to the results of the implementation of Conclusion No. 11-LK/TU dated March 20, 2007 of the Provincial Party Committee Standing Committee on the results of the implementation of the Resolution of the 24th Nam Dan District Party Congress, period 2005 - 2010 and a number of policies for socio-economic development of Nam Dan district until 2010, taking into account the year 2015 (Conclusion No. 11); discuss and orient the content of the draft Resolution of the Provincial Party Committee Standing Committee on the direction and tasks for the development of Nam Dan district in the period 2017 - 2020, taking into account the year 2025.
On behalf of the Standing Committee of Nam Dan District Party Committee, Standing Deputy Secretary of the District Party Committee Nguyen Lam Son presented the draft report on 10 years of implementing Conclusion No. 11.
After 10 years of implementing Conclusion No. 11, Nam Dan has achieved many important results, with economic growth being quite good, averaging 8.74%/year in the period 2007 - 2016; the economic structure has shifted towards gradually increasing the proportion of industry, construction, and services, and reducing the proportion of agriculture. Total production value in the period 2007 - 2016 increased by an average of 9.99%/year and by 2016 increased 2.3 times compared to 2007. Total budget revenue in the area in the period 2007 - 2016 reached more than 908 billion VND, in 2016 alone it reached 1,243 billion VND, 3.5 times higher than in 2007. |

Infrastructure for transportation, irrigation, electricity and water, cultural, information, sports and school facilities are being focused on.
The new rural development program has achieved important results. By the end of 2016, 18/23 communes had met the new rural standards. The poverty rate by the end of 2016 was 4%, equivalent to 1,627 households.
However, the Standing Committee of Nam Dan District Party Committee also frankly assessed that, compared to the requirements of Conclusion No. 11, the results achieved in some areas are still low, not commensurate with the requirements and attention of the province.
Nam Dan has not yet fully exploited its potential and advantages, has not yet become a well-off district in the country and has not yet become a typical district of the province, especially in education and culture. The economy is developing slowly, not sustainably, and lacks large economic bases to create a breakthrough for development.
Along with that, the work of preserving, embellishing and promoting the value of historical and cultural relics in the area, especially Kim Lien Relic Site associated with the development of tourism services, is still ineffective. The results of new rural construction are not commensurate with the position of a district in the country in building new rural areas.
From that reality, the Standing Committee of Nam Dan District Party Committee proposed that the Standing Committee of the Provincial Party Committee issue a Resolution on the direction and tasks for the development of Nam Dan district in the period of 2017 - 2020, taking into account the year 2025, in order to build this locality to develop according to its potential and expectations.

At the meeting, the departments and Nam Dan district focused on discussing to point out bottlenecks and set development goals. On that basis, solutions were proposed to build Nam Dan to develop to meet expectations.
Based on the analysis that Nam Dan welcomes nearly 2 million visitors each year for sightseeing and tourism, as well as being very close to Vinh city and VSIP Nghe An Industrial, Urban and Service Park, Deputy Director of the Department of Agriculture and Rural Development Nguyen Tien Lam said that Nam Dan agriculture should follow the direction of production to serve trade, tourism and services.
To do so, Nam Dan cannot follow the direction of traditional agricultural production but must build a high-tech agricultural industry, with products serving tourism and consumption needs, as well as attracting tourists to visit and study. From that perspective, comrade Tien Lam suggested that we should invest in farmers who have the will to get rich, on the basis that this locality has more than 800 farms and ranches to build into model farms.
"The province is requested to review the Nam Dan agricultural and forestry planning to orient towards the production of goods, services, trade, and tourism for consumption; as well as having investment resources for research and arranging experts to apply high-tech agriculture," Mr. Lam further proposed.
Agreeing with this development direction, Director of the Department of Tourism Nguyen Manh Cuong proposed that Nam Dan must re-plan services associated with tourism planning; as well as promote tourism promotion.
“We cannot produce results immediately like doing math, we have to promote and advertise in many ways. We have to do it gradually, in addition to the promotion of the province, Nam Dan also has to participate in the promotion” - the head of the provincial tourism industry raised the issue.

Regarding tourism development, Chief of the Provincial Party Committee Office Thai Thanh Quy, former Secretary of Nam Dan District Party Committee, assessed that the most difficult thing for Nam Dan tourism is the district's tourism infrastructure and tourism products.
"To do this, it must be linked to spatial planning for the development of tourist areas, so that investors have the conditions to choose their investments, helping to develop tourism" - comrade Thai Thanh Quy expressed his opinion.
Also at the meeting, Vice Chairman of the Provincial People's Committee Dinh Viet Hong agreed that Nam Dan needs to develop in the direction of building new rural areas associated with developing services and tourism.
Concluding the meeting, Provincial Party Secretary Nguyen Dac Vinh agreed with the district's assessment of 10 years of implementing Conclusion No. 11. However, in order to issue a separate resolution on Nam Dan with specific orientation and vision, in line with the locality's potential as well as the province's development context, the Provincial Party Secretary asked, in the past 10 years, has this locality developed in the right direction, according to its potential? And how does it compare with surrounding localities? Nam Dan is requested to clarify the above issues to have the most complete and in-depth assessment.
The Provincial Party Secretary also frankly raised the issue of why the district's development has not met expectations. Where are the bottlenecks and weak points? Clarify them so that we can build a more suitable direction and tasks for building and developing the district in the coming time.
Going into the specific draft objectives of the Resolution on Nam Dan development in the period of 2017 - 2020, taking into account the year 2025, analyzing the development context of Vinh City, Hung Nguyen, the Hanoi - Vientiane Expressway will pass through the area, comrade Nguyen Dac Vinh suggested that Nam Dan should shape the development direction in order of priority to restructure the agricultural sector towards goods, serving the market, associated with building new rural areas, accelerating the development of tourism, services; increasing investment attraction in labor-intensive light industry, high-tech industry, electronics. On that basis, there will be an order of priority for conditions to focus on investment.

However, to implement the above issues, the Provincial Party Secretary also noted that first of all, it is necessary to do a good job of building a development space plan for the district. “The nature of planning is vision. Therefore, the district needs to quickly implement specific planning to have a vision and development mindset” - the Provincial Party Secretary emphasized.
On the other hand, comrade Nguyen Dac Vinh also noted that the resolution also needs to re-evaluate the work of cadres to have solutions to arrange, assign, train and attract cadres appropriately to improve the quality of cadres, meet the requirements and effectively bring the resolution into life.
Based on that analysis, the Provincial Party Secretary requested that the Provincial Party Committee Office and Nam Dan district work with departments and branches to complete the draft resolution and submit it to the Provincial Party Committee Standing Committee, expected in March 2017.

Along with that, comrade Nguyen Dac Vinh also proposed to study and adjust Decision No. 41 dated July 26, 2010 of the Provincial People's Committee on promulgating a number of mechanisms and policies to support Nam Dan district in socio-economic development until 2020 to suit the new situation; at the same time, Nam Dan needs to study and have projects: on overall planning; restructuring the agricultural sector or building Nam Dan into a model new rural district; developing tourism; re-planning and upgrading the Kim Lien Relic Site.
At the end of the meeting, comrade Nguyen Dac Vinh emphasized the goals: in 2017, Nam Dan will complete the construction of a new rural district; in 2020, complete the upgrading of Kim Lien Relic Site, phase 1 of Dai Tue Pagoda Relic Site; in 2025, achieve the goal of becoming a model new rural district of the whole country.
