At the beginning of the meeting, the members of the Provincial Party Committee listened to and gave their opinions on two projects: Developing commercial infrastructure in Nghe An province in the period of 2016 - 2020; Developing health care work in the direction of socialization to improve the quality of disease prevention, medical examination and treatment and health care for the people of Nghe An province in the period of 2016 - 2020.

Highly agreeing with the two draft projects, at the meeting, the Executive Committee members also suggested that the Commercial Infrastructure Development Project should add some regions and localities; The planning and development of commercial infrastructure should be linked to the development of each region; The development of traditional markets should be suitable to the needs of the people. At the same time, it is necessary to identify the subjects in implementing the project.

Regarding the project to develop commercial infrastructure in Nghe An province in the period of 2016-2020, comrade Nguyen Thi Minh Sinh - Deputy Head of the Provincial Party Committee's Organization Committee suggested: The project's content has not focused on proposing policy mechanisms, which is an important basis to promote investment attraction.

Speaking about the content of the project on commercial infrastructure development, Comrade Hoang Viet Duong - Vice Chairman of the Provincial People's Council emphasized: The important issue is that the content of the project must clarify the current status of planning work. The general status of commercial infrastructure in Nghe An is unclear and is still spontaneous or integrated into urban development service planning. Therefore, it is necessary to clearly identify the current status of planning to orient future planning - Comrade Hoang Viet Duong said.

Regarding the project to develop health care, members believe that it is necessary to calculate and build a specific roadmap for socialization. It is necessary to supplement solutions in human resource development; encourage the socialization of medical equipment in public health facilities but there must be clear regulations, especially the price of medical services; the planning of the health care network also needs to be clearer.

In addition to paying attention to solutions in socializing medical examination and treatment, it is necessary to pay attention to disease prevention, including plans to build nursing homes; Strengthening state management to improve the effectiveness of socialization.

Comrade Bui Dinh Long - Secretary of Nam Dan District Party Committee said: In recent times, the health sector has been interested in building and investing in facilities and equipment for medical examination and treatment. However, by 2015, Nghe An was in a state of overload in hospitals, some hospitals were 150% overloaded but were not allowed to contract more workers. By 2020, to meet the health care needs of the people, more than 2,000 doctors are needed, 3,000 staff are needed. Thus, the sector needs more than 800 doctors.

Commenting on the Project on developing health care towards socialization, improving the quality of disease prevention, medical examination, treatment and health care for people in Nghe An province in the period of 2017-2020, comrade Nguyen Thi Hong Hoa - Principal of the Provincial Political School suggested: The Project needs to pay attention to investing in medical examination and treatment facilities for the elderly. At the same time, there should be specific policies and solutions to improve the quality of human resources for the health sector such as having policies to attract young doctors, good degrees and training, retraining to improve local human resources.

Comrade Nguyen Thi Hong Hoa suggested that it is necessary to strengthen the state's management, inspection and supervision of socialized healthcare models to avoid waste and improve the effectiveness of medical examination and treatment.

Concluding the meeting, Provincial Party Secretary Nguyen Dac Vinh emphasized that the Prime Minister has concluded in the planning that Nghe An has an international border gate, an international airport, and an international seaport, so the project to develop Nghe An province's commercial infrastructure must be consistent with this planning and placed in the province's general infrastructure development planning.

The Provincial Party Secretary also noted that the Department of Transport needs to supplement the traffic network planning in implementing the project. At the same time, he emphasized: to successfully implement the project, it is necessary to clearly define the role of the Department of Industry and Trade, the project needs to develop specific implementation policies and mechanisms. Besides adhering to the planning, in the process of implementing the project, it is also necessary to be flexible and closely follow the needs and developments of reality.

Regarding the project to develop health care in the direction of socialization, the Provincial Party Secretary requested to closely follow the circulars and regulations of the State to build a roadmap to effectively implement the autonomy mechanism in health facilities, on the one hand, improve the quality of medical examination and treatment, and at the same time reduce the budget burden for the State. Develop specific mechanisms and policies to attract and improve human resources for the health sector.
