Provincial Party Secretary directs to rectify apartment management work

At the meeting of the Provincial Party Standing Committee held on the morning of March 28, the issue of managing apartment buildings in the province, focusing on Vinh City, received many opinions from delegates, especially on fire prevention and fighting (PCCC).

Vice Chairwoman of the Provincial People's Council Cao Thi Hien said that through monitoring in 2017, it was shown that the management of apartment buildings, most concentrated in Vinh City, was still loose, which could lead to many consequences.

In particular, the Vice Chairman of Nghe An Provincial People's Council said that people living in apartment buildings are extremely worried about fire prevention and fighting.

From the above situation, the Vice Chairman of the Provincial People's Council proposed that there should be fundamental, synchronous and complete solutions to manage apartment buildings, especially to enhance the management responsibility of localities.

Regarding this issue, Vinh City Party Secretary Vo Viet Thanh said that there are 54 apartment buildings and 19 urban areas in the city. The locality has also grasped the current situation in the apartment buildings.

However, the management situation is complicated and difficult. The city has proactively contacted investors to resolve the issue, but some investors do not cooperate. "We invited them but they did not come, and they did not answer the phone" - Vinh City Party Secretary said.

Meanwhile, in many apartment buildings, there are many people who come to live, even "parachuting" because they do not have a household registration.

Establishing blocks and neighborhoods for apartment buildings is also difficult. Because according to the current policy, new blocks and neighborhoods are not established, but in some places, when merging with the old neighborhood, the residents of the apartment buildings do not agree. On the contrary, there are old neighborhoods that do not want the apartment residents to merge.

Based on the above reality, the head of Vinh City Party Committee said that this locality is developing a Project and the City Party Executive Committee will also issue a resolution on apartment management in the near future.

Regarding this issue, Chairman of the Provincial People's Committee Nguyen Xuan Duong said that the Provincial People's Committee will establish an inspection team, including representatives of local authorities, a number of related sectors such as fire prevention and fighting and construction to inspect all apartment buildings in the area, to handle and rectify violations, especially fire prevention and fighting, security and order, and establish apartment building management boards...

Concluding this content, Provincial Party Secretary Nguyen Dac Vinh requested the Provincial People's Committee to comprehensively inspect a number of projects in the area; at the same time, rectify the management of apartment buildings in the province with a resolute attitude, focusing on inspecting and strictly handling violations of investors, if any.

Citing the damage caused by the fire at the Carina Plaza apartment building in Ho Chi Minh City, the Provincial Party Secretary emphasized that regarding fire prevention and fighting, if the survey finds that it is really dangerous, there must be a plan to move people to another place to fix it; if it is not dangerous, the investor must commit to fixing it and give a specific completion time.

“First of all, for the benefit of the people, we must take precautions, do not let the people suffer any risks” - the Provincial Party Secretary shared the concerns of the people currently living in apartment buildings; at the same time, he affirmed that the handling also demonstrates the strictness of the law.

Therefore, the head of the Provincial Party Committee requested the Chairman of the Provincial People's Committee to direct the implementation by topic in the form of classifying the number of apartments put into use and the number of apartments under construction. In particular, the province needs to focus on first correcting the apartments that have been put into use, thereby building good apartment management regulations.
