Budget revenue in 2024 is estimated at 24,797 billion VND
Reporting on the socio-economic situation in December and the whole year of 2024, Director of the Department of Planning and Investment Pham Hong Quang said that in 2024, the growth rate of gross regional domestic product (GRDP) is estimated at 9.01%, ranking 13th in the country.
State budget revenue is estimated at VND 24,797 billion, reaching 155.9% of the estimate assigned by the Provincial People's Council and increasing by 15.3% compared to the implementation in 2023.
Agricultural, forestry and fishery production continues to maintain stable growth. Industrial production has strongly recovered, with the industrial production index in 2024 estimated to increase by 15%. Total export turnover is estimated at 3.7 billion USD, of which goods export turnover is estimated at 3.215 billion USD.

As of December 20, 2024, the total public investment plan has disbursed over VND 7,547 billion, reaching 73.35%, expected to reach over 95% by the end of 2024. Investment attraction continues to be a bright spot, with the total newly granted and increased investment capital reaching over VND 61,488 billion; of which FDI capital is expected to reach nearly 1.7 billion USD, the highest ever, in the top 10 nationwide.
The fields of culture, society and social security have received attention and achieved many positive and clear results. Administrative reform has had positive changes; the implementation of Project No. 06/CP has achieved high results. National defense and security continue to be firmly consolidated, social order and safety are ensured.

Speaking at the meeting, Vice Chairman of the Provincial People's Committee Bui Dinh Long requested the districts to review the data of hungry households. On that basis, the districts will allocate budget to immediately organize famine relief for urgently hungry households. If it is beyond their capacity, they will report to the province to issue a support plan with a spirit of urgency.
Appreciating the growth rate, budget revenue, and public investment disbursement, Vice Chairman of the Provincial People's Committee Bui Thanh An requested sectors, localities, and investors to resolutely disburse public investment capital. Districts direct budgetary finance work, especially the recovery of advances and settlement of counterpart funds; step up the fight against waste, with special attention paid to public assets.

Emphasizing the double-digit growth target and budget revenue target, Vice Chairman of the Provincial People's Committee Bui Thanh An requested localities to develop appropriate and drastic growth and budget revenue scenarios right from the beginning of 2025; promptly allocate mechanisms and policies to put them into practice; continue to implement key tasks and major programs.
In addition, the districts have increased site clearance, especially building a progress table and drastically implementing site clearance for Tho Loc Industrial Park Phase 1 and Hoang Mai Industrial Park II; coordinating with sectors to plan new industrial parks.
Build a suitable growth scenario but must be highly determined
Concluding the meeting, Provincial Party Secretary and Chairman of the Provincial People's Committee Nguyen Duc Trung highly appreciated the budget revenue results, which have reached nearly VND25,000 billion so far. Investment attraction has reached over VND61,000 billion, with FDI capital alone reaching 1.648 billion USD.
In addition, the fields of culture - society and social security have achieved positive results. Resolution No. 1243 of the National Assembly Standing Committee on the arrangement of administrative units at district and commune levels has been vigorously implemented. In December, the province has resolutely and actively implemented the summary of Resolution No. 18 in conjunction with the arrangement and streamlining of the apparatus organization according to the direction of the Central Government.

In line with the growth target approved by the Provincial People's Council of 9.5-10.5%, the Provincial People's Committee is determined to achieve over 10%, all sectors and localities must be determined and make great efforts to contribute to the overall growth target of the province and the overall development of the country. In this task, all levels and sectors must resolutely, effectively and promptly implement the Resolutions approved by the Provincial People's Council at the 25th Session.
The Provincial Party Secretary and Chairman of the Provincial People's Committee assigned the Department of Planning and Investment and the Department of Finance to coordinate with sectors and localities to promptly assign socio-economic plan targets, state budget estimates, and public investment before December 31, 2024 to facilitate early implementation.
In addition, the Department of Planning and Investment shall preside over and coordinate with departments and branches to advise the Provincial People's Committee to issue decisions on key tasks and solutions to implement the Socio-Economic Development Plan and the State budget estimate for 2025; determine appropriate growth scenarios, in the spirit of acceleration and breakthrough; advise on the establishment of Working Groups to direct and operate in various fields; synthesize reports to review and remove difficulties and obstacles related to projects for the Provincial People's Committee before January 15, 2025.

In addition to the task of socio-economic development, the head of the Provincial Party Committee and the Provincial People's Committee requested all levels and sectors to focus on carefully and qualitatively preparing the contents to successfully organize the Party Congresses at all levels, towards the 20th Provincial Party Congress and the 14th National Party Congress.
In this task, the document preparation work must be innovative, reducing the evaluation part, increasing the direction and tasks part; introducing new viewpoints and contents into the document. The draft Resolution must be practical, concise, easy to remember, easy to understand, easy to implement and must be accompanied by plans, projects, and action programs for immediate implementation.
At the same time, it is necessary to develop a strict and correct personnel plan, and select staff who meet job requirements.

Emphasizing that drastic implementation has been made, comrade Nguyen Duc Trung also requested all levels and sectors to continue to direct, focus on implementing more drastic and urgent measures to reorganize and streamline the apparatus according to the direction of the Central Government, meeting the plans of the Provincial People's Committee, the Provincial Steering Committee and the Central Government.
During the implementation process, the Provincial Party Secretary and Chairman of the Provincial People's Committee requested that work not be interrupted, and that the wait-and-see mentality not affect the progress and quality of work. Sectors and localities that are not yet subject to reorganization must also proactively review and reorganize their internal apparatus, closely following the plan of the Provincial People's Committee and the Provincial Steering Committee for implementation.
In addition, localities are required to focus on implementing Resolution No. 1243 of the National Assembly Standing Committee. After the reorganization, the new administrative units must operate effectively, meeting the requirements of the people and businesses. During and after the process of reorganizing administrative units and streamlining the organizational apparatus, special attention must be paid to the ideological and psychological work of cadres, civil servants, public employees, and workers.

Provincial Party Secretary and Chairman of the Provincial People's Committee Nguyen Duc Trung requested the departments in the Finance sector and localities to review, evaluate, and carefully analyze revenue items to have a basis for effectively implementing the budget collection task from the beginning of 2025, striving to achieve the minimum level below the target of the 19th Provincial Party Congress in 2025. At the same time, budget spending must be tight, economical, and effective.
In addition, sectors and localities should seriously and effectively implement the direction of the Central Government and General Secretary To Lam on waste prevention and control, especially unfinished projects and works that are at risk of waste and causing budget loss, in order to find solutions to resolve difficulties, free up resources, and promote the effectiveness of projects and works.
In the work of disbursing public investment capital, it is recommended that sectors and localities pay attention, focus, and resolutely disburse, especially the 32 units and investors with low disbursement rates compared to the general level of the province.

For the 2025 public investment plan, proactively implement it from the beginning of the year. For newly started projects, complete procedures before December 31, 2024. At the same time, focus on completing procedures for strategic infrastructure projects such as Cua Lo Deepwater Port, Vinh International Airport, Quynh Lap LNG Thermal Power Plant. At the same time, proactively build key projects and works of the province, sectors and localities in the medium-term public investment plan for the period 2026-2030 in the spirit of focus and key points.
Provincial Party Secretary and Chairman of the Provincial People's Committee Nguyen Duc Trung also requested to take advantage of mechanisms and policies, especially Resolution No. 137 of the National Assembly, to increase resources allocated to implement medium-term public investment projects for the 2026-2030 period and projects under the form of public-private partnerships.
