Provincial Party Secretary requested Hoang Mai to focus on developing education

(Baonghean.vn) - On the morning of September 8, Comrade Nguyen Dac Vinh, Member of the Party Central Committee - Secretary of Nghe An Provincial Party Committee, had a working session with the Standing Committee of Hoang Mai Town Party Committee. Also attending the meeting were Vice Chairman of the Provincial People's Committee Huynh Thanh Dien and leaders of provincial departments and branches.

Overview of the working session.

According to the Secretary of the Hoang Mai Town Party Committee, despite many difficulties in weather and the impact of fish deaths in the central provinces, the socio-economic situation in the first 8 months of the year in Hoang Mai town achieved many positive results. Specifically, 23/24 targets were achieved or increased compared to the plan. The total production value (fixed value 2010) is estimated at 6,204 billion VND, equal to 74.08% of the plan, up 22.86% over the same period.

Industrial and handicraft production value increased by 24.84% over the same period. Major investment projects in production and business achieved progress as planned such as Hoa Sen Steel Factory, Vinatex Garment Factory, Muong Thanh Hoang Mai Hotel Complex, National Highway 48D, etc.

Quynh Lap fishing port (Hoang Mai town) is bustling with boats returning with lots of spotted and anchovy fish.

The value of agricultural, forestry and fishery production in Hoang Mai town increased by 14.03% over the same period. Spring crop production was successful, rice yield reached more than 68.8 quintals/ha, many vegetable production models brought high economic efficiency.

The number of newly built boats under Decree 67 of the Government is the highest in the province with 19, 12 have been launched, including 02 iron-hulled boats and are operating effectively. New Rural Development continues to receive attention, up to now, 1 commune has achieved new rural status (Quynh Lien), 2 communes have achieved 13 criteria and 2 communes have achieved 11 criteria, and at the same time, focusing on directing Quynh Lap commune to complete the criteria to meet new rural standards in 2016.

However, besides the positive aspects, Hoang Mai town still has many limitations such as slow restructuring of crops in agricultural production. Some budget revenues are low. The grassroots inspection committee has not been proactive in detecting and organizing inspections of signs of violations against party organizations and party members. Some grassroots party committees have not paid due attention to building a "smart mass mobilization model". The implementation of Decisions 217 and 218 of the Politburo on social supervision and criticism, and participation in giving opinions on Party building and government building by the Vietnam Fatherland Front and social organizations at some grassroots levels is still limited.

Regarding these limitations, Secretary of the Hoang Mai Town Party Committee Doan Hong Vu said that the reason is that the town was newly established, in the context of many economic difficulties, limited investment resources as well as human resources that have not met the requirements. The starting point is the lack of technical and social infrastructure and low quality. Land management work still has many backlogs from before 2013 (before the district was split). Due to the influence of the complicated situation in the world and in the country regarding the East Sea issues, fish deaths in the Central region and many other issues, the town needs to focus on handling. Resources, especially human resources, have not met the development requirements," the head of the Hoang Mai Town Party Committee analyzed.

Working with the working delegation, Hoang Mai Town Party Committee also made many recommendations and proposals such as decentralizing the decision on location selection for projects with approved planning; Paying attention to ODA projects of the French Development Agency (AFD) and the EU on urban infrastructure construction and climate change response; enhancing urban management capacity for Hoang Mai town (currently the Province is promoting procedures with the Ministry and central branches); Reclaiming land for some projects; Directing the electricity sector to pay attention to building 2 new power stations; Allowing Hoang Mai town to establish a Land Use Rights Auction Council to be proactive in land auctions to create capital sources for investment in the construction of urgent projects, on the basis of the provisions of the Land Law and regulations of the Provincial People's Committee.

The leaders of Hoang Mai town also requested the province to pay attention to directing the coordination between Vietnam Minerals Corporation and the town in compensation for site clearance of Quynh Lap I Thermal Power Plant, especially in ensuring timely payment of funds to the people, investing in resettlement areas, Nui Chay cemetery to serve the site clearance and relocation work...

At the meeting, many leaders of departments and branches highly appreciated the development of Hoang Mai in recent times, especially agriculture. Meanwhile, the province only grew by more than 4% and some localities did not even grow," said Mr. Hoang Nghia Hieu, Director of the Department of Agriculture and Rural Development.

Regarding Hoang Mai's proposals and recommendations, the leaders of the departments and branches basically agreed on the policy. At the meeting, Vice Chairman of the Provincial People's Committee Huynh Thanh Dien and many provincial leaders also spoke and gave many suggestions for Hoang Mai to consider in the upcoming development orientation.

Concluding the meeting, Provincial Party Secretary Nguyen Dac Vinh highly appreciated the development of Hoang Mai in recent times despite many difficulties such as the recent separation and poor infrastructure. However, there are still many areas in which Hoang Mai town has not done well, especially education. "Hoang Mai is aiming for urban development, but an urban area with education quality ranked at the bottom of the province is not acceptable. Whether it is lacking or poor, we must still invest in education," the head of Nghe An Provincial Party Committee emphasized.

According to the Provincial Party Secretary, to develop education, Hoang Mai must pay attention to selecting teachers and investing in infrastructure. "Currently, many students studying pedagogy are very good. It is necessary to build high standards when recruiting as well as encourage and attract talent," said Mr. Nguyen Dac Vinh and suggested that the Department of Education and Training should support Hoang Mai, and mobilize leading leaders of education to the locality to focus on development if possible.

After the speech of the Provincial Party Secretary, comrade Doan Hong Vu said that Hoang Mai Town Party Committee would like to accept the opinion and will try to do better. Thinking that the low quality of education in Hoang Mai is true to reality, Hoang Mai Town Party Secretary said that the reason is that Hoang Mai's starting point is very low. "Before the district was separated, the quality of education here was also very low, such as the preschool department had almost nothing. In the past 3 years, the Town has also tried to invest a lot, also made many efforts but basically has not met expectations", Hoang Mai Town Party Secretary said and informed that currently Hoang Mai High School is the best school in the locality, with a high entrance score in the recent entrance exam.

At the end of the working session, Provincial Party Secretary Nguyen Dac Vinh suggested that Hoang Mai town must focus on investment and have specific policies to improve the quality of teaching and learning at Hoang Mai High School. "As an urban area, there must be a really good school, education must be focused on," the Provincial Party Secretary emphasized./.
