Provincial Party Secretary: 'Localities achieving new rural status need to be associated with achievements of no outstanding debts'

(Baonghean.vn) - On the morning of July 1, the Provincial Party Executive Committee, term XVIII, held its third meeting to listen to and give opinions on the socio-economic situation in the first 6 months of 2016, give opinions on the project under the key infrastructure program, and pass the Resolution of the Executive Committee on strengthening the Party's leadership in ensuring national security.

The conference was chaired by comrades Nguyen Dac Vinh - Member of the Party Central Committee, Secretary of the Provincial Party Committee; Nguyen Xuan Son - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Nguyen Xuan Duong - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee.

Comrade Nguyen Van Thong - Deputy Secretary of the Provincial Party Committee and Vice Chairmen of the Provincial People's Committee attended the conference.

Reporting at the conference, comrade Le Xuan Dai - Standing Vice Chairman of the Provincial People's Committee said that in the first 6 months of the year, despite complicated weather conditions, epidemics, and mass fish deaths in the Central provinces affecting production and business activities, Nghe An's economy still developed and achieved some remarkable results.

Comrade Nguyen Dac Vinh congratulated comrade Nguyen Xuan Son - Deputy Secretary of the Provincial Party Committee on being elected as Chairman of the Provincial People's Council for the 2016 - 2020 term, and comrade Nguyen Xuan Duong on being re-elected as Chairman of the People's Committee.

The growth rate of total product is estimated at 6.61%, higher than in recent years; Industrial development index is estimated to increase by 9.46% over the same period; Total mobilized capital from society is estimated at 22,558 billion VND. Foreign affairs and investment promotion activities are taking place vigorously.

Overview of the conference.

As of June 15, 2016, new investment certificates have been issued and adjusted for 41 projects with a total registered investment capital of VND 20,174.58 billion. Vocational training, job creation, poverty reduction, and social security have received attention and direction.

In the first 6 months of the year, 35,568 people were recruited for vocational training, creating new jobs for 18,000 people; Poverty reduction work continues to receive attention and direction, accordingly the rate in the whole province in 2015 was 12.1%... Regarding new rural construction, up to now, the whole province has 114 communes meeting 19/19 criteria.

At the conference, the Executive Committee members discussed the socio-economic development situation in the whole province, in which the impact of the complicated situation from the mass fish deaths in the Central region has affected the sea tourism industry of Cua Lo Town, so in the first 6 months of the year, the number of tourists coming to Cua Lo was 1,064,000, reaching over 70% compared to the same period last year.

Some localities are still facing many difficulties in drought prevention, including Hung Nguyen, where 1,000 hectares of rice growing area still lacks enough water.

Comrade Le Xuan Dai - Vice Chairman of the Provincial People's Committee presented the socio-economic report for the first 6 months of 2016.

Delegates also discussed the shortcomings in the construction of new rural areas. Currently, localities that have met the criteria of new rural areas still lack comprehensiveness and sustainability. In particular, the construction of works with large investment capital leads to high debt but low efficiency; the sustainability of cultural institutions and the cultural life of the people still has many shortcomings.

Comrade Nguyen Nam Dinh - Secretary of Cua Lo Town Party Committee reported on the situation of attracting tourism in the Town.

Also in the past time, the administrative reform work has not really been modernized, so there are still concerns among some businesses investing in the province. Many people and businesses are still not really satisfied with the administrative services of the departments and agencies.

Cua Lo tourism only reached 70% compared to the same period.

Although drowning has decreased, it still occurs and the cause comes from the negligence of parents and authorities in localities with many rivers, streams, lakes. The quality of vocational training is also a matter of concern for delegates and they hope that in the coming time, there will be a mechanism to monitor the quality of vocational training in the area.

However, there are still issues that require the efforts of all levels of sectors and localities to achieve better results in the coming time. For projects invested in the area, it is necessary to speed up the progress of site clearance, and all levels of sectors must work together to remove "bottlenecks" in this work; for Cua Lo tourism, all levels of sectors need to work together to promote and propagate tourism.

Regarding the issue of new rural construction, he said that currently some localities have a high level of arrears in basic construction. Therefore, when mentioning achievements of localities that have completed the new rural criteria, it is necessary to "accompany" with double achievements of not having large arrears. Regarding administrative reform, he requested that the sectors need to review their local units to have appropriate monitoring mechanisms to achieve the highest goal of satisfaction of people and businesses.
