This is one of the contents of the Conclusion Notice of the Provincial Party Secretary, Head of the Provincial Steering Committee for Administrative Reform on the results of activities in the first 6 months of the year; orientation of tasks and solutions for the last 6 months of 2024.

Accordingly, at the meeting on August 2, 2024, after listening to the Department of Home Affairs - Standing Agency of the Provincial Steering Committee for Administrative Reform (abbreviated as the Provincial Steering Committee) presenting the draft Report assessing the results of activities in the first 6 months of the year, orientation of tasks and solutions for the last 6 months of 2024 and opinions of the meeting participants, Comrade Thai Thanh Quy - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Head of the Provincial National Assembly Delegation, Head of the Provincial Steering Committee concluded:

About the results achieved:
In the first six months of 2024, with the motto "Choose key tasks - Take decisive action", the Provincial Steering Committee continued to focus on leading and directing decisively, with focus and key points of administrative reform work in the province and achieved some outstanding results, as follows:

Proactively and early promulgation of the 2024 Work Plan, up to now, 24/40 tasks according to the Plan have been completed, reaching 62%; selecting 7 units (4 district-level units and 3 departments and branches) to focus on directing administrative reform (abbreviated as administrative reform); issuing documents requesting branches and levels to focus on directing the implementation of resolutions and directives of the Provincial Party Committee and Provincial People's Committee related to administrative reform in a timely and effective manner.

Focus on effectively leading and directing 6 tasks on administrative reform according to Resolution No. 76/NQ/CP, dated July 15, 2021 of the Government. In which, some tasks achieved good results, with quality, were commended by the Prime Minister, the Ministry of Public Security, and the Ministry of Home Affairs, such as: Being one of 6 localities that effectively implemented, had many models and creative ways in implementing Project No. 06/DA-CP - one of the localities that completed the earliest approval of the Project on quality job positions, ensuring requirements; the implementation of the Project on adjusting administrative boundaries, expanding urban space of Vinh city, the Project on arranging administrative units at district and commune levels for the period 2023 - 2025 was carried out proactively, drastically, exceeding the set schedule and is currently being submitted to the Government for submission to the National Assembly Standing Committee.
The majority of members of the Provincial Steering Committee have spent time leading, directing, and urging assigned units and localities to monitor and effectively implement administrative reform tasks. The Steering Committees for Administrative Reform of units and localities have been proactive, determined, and highly responsible in leading and directing the implementation of administrative reform tasks; the roles and responsibilities of heads of Party committees, heads of agencies, units, and local authorities have become increasingly clear. The entire political system has been mobilized to participate, fundamentally changing perceptions and actions on administrative reform, considering administrative reform as a regular and continuous task, a criterion in annual assessment and classification.
The direction, management and operation of the government at all levels are increasingly drastic, effective and efficient. The decentralization, delegation of authority and assignment of tasks associated with the responsibilities of the leaders are increasingly clear and complete; the satisfaction, recognition and evaluation of the people and the business community towards the state administrative agencies at all levels are improved.

Besides the achieved results, the Notice also frankly pointed out the shortcomings and limitations, which are:
Although there have been many positive changes, there are still a number of cadres, civil servants and public employees who have been reported for violating discipline and administrative discipline, and have been subject to disciplinary action or even criminal prosecution.

Some indicators on administrative reform decreased: Public administration performance index PAPI ranked 25/63 provinces and cities, down 8 places. Provincial competitiveness index PCI in 2023 ranked 44/63, down 21 places, including some component indicators ranked very low such as: Informal costs ranked last in the country; access to land, ranked 55/63; fair competition, ranked 44/63.

The disclosure of administrative procedures in some units and localities is not complete and timely. The rate of records processed through online public services; the rate of online payment, the rate of digitization of administrative procedure records in some units and localities is still low, there is still a situation of work delay, forgetting work, the time to resolve administrative procedures in some areas is still long; the efficiency, quality, and progress of digital transformation have not met the requirements;

The leadership and direction in the 7 units and localities selected for pilot direction are not drastic, the changes in these units and localities are slow, the efficiency of implementing tasks is not high; there is still a situation of administrative procedure settlement being slower than the prescribed time. Some officials and civil servants of the Provincial People's Committee Office, Department of Home Affairs, Department of Natural Resources and Environment, Southeast Economic Zone Management Board, Nghe An Tax Department also reflected that in the performance of public duties there are some manifestations such as harassment, causing trouble, rigid working methods, unscientific, and lacking in persuasion.

At the Announcement, the Provincial Party Secretary and Head of the Provincial Administrative Reform Steering Committee pointed out a number of key tasks and solutions for the last 6 months of 2024:
Focus on directing the drastic implementation, striving to complete the tasks according to the 2024 Administrative Reform Plan to ensure quality and progress, especially at the 7 selected units to have clear changes. Lead and direct to promote propaganda work; reform administrative procedures, create an open investment and business environment and create the "Best, fastest, most favorable" conditions for people and businesses.

The Department of Home Affairs focuses on researching and advising on solutions to promote the application of information technology to assess the satisfaction of people and businesses, the responsibility of leaders; create favorable conditions for people and businesses to contribute comments, recommendations, and promptly reflect on issues in the performance of public duties by officials, civil servants, public employees, and state management agencies.

Promote the effective implementation of resolutions, programs, projects and plans of the Central and the province on administrative reform. In particular, focus on implementing Project No. 06/QD-TTg associated with the responsibility of the head; qualitatively deploy the remaining 22 models in implementing Project No. 06/QD-TTg; agree to select Vinh city as the pilot unit for implementing Project No. 06/QD-TTg. Focus on directing the implementation of the construction of the province's Smart Operation Center.

Regularly and promptly coordinate closely with central ministries, departments and branches to submit to the National Assembly Standing Committee for approval the following projects: Project on adjusting administrative boundaries, expanding urban space of Vinh city and Project on rearranging administrative units at district and commune levels for the period 2023 - 2025.

Strengthen the work of monitoring, inspecting and examining the implementation of administrative reform tasks, compliance with discipline, administrative discipline and public ethics at units and localities. Strengthen the grasp of information and public opinion from many sides. Members of the Provincial Steering Committee proactively work with the units and localities in charge or the Standing Office of the Provincial Steering Committee advise the leaders of the Provincial Steering Committee to work with relevant units and localities to clarify issues when there is information and public opinion. Enhance the responsibility of leaders in handling cadres, civil servants and public employees under their management who show signs of causing trouble and harassment. The Standing Office of the Provincial Steering Committee monitors and grasps the situation of handling cadres and civil servants who have public opinion and feedback at the agencies and units mentioned in this notice, and reports to the Provincial Steering Committee at the meeting at the end of 2024.

Direct the effective implementation of new regulations on assignment and decentralization in state administrative agencies according to Resolution No. 45/NQ-HDND dated July 11, 2024 of the Provincial People's Council; strengthen supervision, inspection and examination after decentralization. Continue to effectively implement the recruitment and reception of cadres, civil servants and public employees, streamline the payroll and reorganize the apparatus. In the immediate future, assign the Department of Home Affairs to control the recruitment of teachers in the province to ensure progress, accuracy, objectivity, transparency and compliance with regulations.

Agreed to add the heads of 05 departments, branches and sectors as members of the Provincial Administrative Reform Steering Committee, including: Department of Natural Resources and Environment, Department of Construction, Southeast Economic Zone Management Board, Nghe An Tax Department, Nghe An Customs Department.
