Provincial Party Secretary: Be more persistent, creative, and innovative in implementing Resolution No. 26 of the Politburo

On the morning of June 19, in Vinh City, Comrade Nguyen Dac Vinh - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation, disseminated the content of Notice No. 55 - TB/TW dated April 20, 2019 of the Politburo on the 5-year review of the implementation of Resolution No. 26-NQ/TW of the 11th Politburo on the direction and tasks for the development of Nghe An province until 2020 and the Implementation Plan of the Provincial Party Committee Standing Committee to key leaders of the province and sectors and localities.

In front of key leaders of the province, sectors and localities, the Provincial Party Secretary said that the Politburo had a very positive assessment of Nghe An after 5 years of implementing Resolution No. 26.

Accordingly, in recent times, especially in the last 5 years, the Party Committee, government and people of all ethnic groups in Nghe An province have made efforts to overcome difficulties, strived to rise up with high determination; closely coordinated with central departments, ministries and branches to implement Resolution 26 of the Politburo, achieving many comprehensive and outstanding results.

The economy grew quite rapidly, with gross regional domestic product (GRDP) increasing by an average of 8% in the 5 years 2014 - 2018; in 2018 compared to 2013, the economic scale was 1.44 times higher, and GRDP per capita increased by 1.57 times.

The economic structure has shifted in the right direction, the proportion of agriculture, forestry and fishery has decreased to 20.50%, the proportion of services has increased rapidly. Budget revenue in 2018 reached 14,052 billion VND, an increase of 1.74 times compared to 2013. The new rural construction program has achieved many results, the whole province has 218/431 communes meeting new rural standards (50.58%).

On the afternoon of March 21, 2019, at the Party Central Committee headquarters, the Politburo had a working session with the Standing Committee of Nghe An Provincial Party Committee on the preliminary review of 5 years of implementing Resolution No. 26/NQ-TW on the direction and tasks for the development of Nghe An province until 2020. On April 20, 2019, the Politburo issued Notice No. 55 - TB/TW on the preliminary review of 5 years of implementing Resolution No. 26 - NQ/TW of the 11th Politburo on the direction and tasks for the development of Nghe An province until 2020.

However, Nghe An still has some limitations, some basic goals and targets by 2020 are difficult to complete, such as: economic growth rate, GRDP per capita, budget revenue. Vinh city's development is not commensurate with its position and potential. Infrastructure has not met development requirements, especially in the Western region.

Some social issues are still being resolved slowly. The security and order situation in some areas and sectors is still potentially complicated. The leadership capacity of some Party committees and organizations is not high; the effectiveness of inspection, supervision, and anti-corruption work in some areas is still low.

The Politburo agreed to adjust the implementation period of Resolution No. 26 to 2023. At that time, a summary of 10 years of implementation will be conducted and the Politburo will study the possibility of issuing new conclusions or resolutions.

More creative, more innovative

Provincial Party Secretary Nguyen Dac Vinh said that General Secretary and President Nguyen Phu Trong made a very important affirmation at the meeting between the Politburo and the Provincial Party Standing Committee: Nghe An is on the right track.

This is reflected in two aspects. First of all, the issuance of Resolution No. 26 on the direction and tasks for the development of Nghe An province until 2020 is completely correct. And the remaining aspect is that Nghe An must persistently implement the goals of Resolution No. 26 with a more creative and innovative spirit.

In order to achieve such results, the entire political system, each agency, unit and locality have made comprehensive efforts and seriously implemented Resolution No. 26 for 5 years. However, according to the Provincial Party Secretary, there are issues that need to be continued to be concerned and considered, such as in Party building work, although it has been performed well compared to the general level and has been recognized by the people, as evidenced by the Provincial Governance and Public Administration Performance Index (PAPI) 2018, Nghe An ranked 4th nationwide.

However, besides the achieved results, there are still party members whose performance is not good; their pioneering and exemplary spirit is not high, and there are even cadres and party members who violate the law.

Therefore, in the coming time, it is necessary to continue to improve the quality and effectiveness of Party building work; in particular, each cadre and Party member must continue to change their awareness and better perform their duties and tasks to better serve the people. "The ultimate measure of Party building work is the level of trust of the people," the head of the Provincial Party Committee affirmed.

In addition, the province also focuses on economic development to meet the people's expectations for faster and stronger development. To do so, Nghe An "must cherish and care for each economic sector"; both attracting large foreign and domestic enterprises to invest in large projects; and caring for and helping the province's business force, production households and people to develop production.

Recalling the main contents of Uncle Ho's last letter to the Party Executive Committee of Nghe An province on July 21, 1969, in which he advised to practice democracy, develop the economy, and care for people's lives, Provincial Party Secretary Nguyen Dac Vinh emphasized the general spirit that the province must focus on making a breakthrough in socio-economic development and taking care of people's lives better and better.

Also at the Conference, Comrade Nguyen Thi Thu Huong - Member of the Standing Committee, Head of the Provincial Party Committee's Propaganda Department, disseminated Resolution No. 35-NQ/TW of the Politburo on strengthening the protection of the Party's ideological foundation, fighting against erroneous and hostile views in the new situation; and at the same time disseminated Plan No. 14-KH/TW of the Secretariat on implementing Resolution No. 35-NQ/TW of the Politburo.
