OVERCOMING MANIFESTATIONS OF ADMINISTRATIVE PROCESSING AT THE COMMUNE LEVEL
Asking the first question to more than 1,000 key leaders at the commune level, comrade Thai Thanh Quy - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Head of the Provincial National Assembly Delegation asked the delegates to let them know whether there is a situation of administrativeization in the area; the situation of "copying" the original directives of superiors, formal implementation plans, lack of quality, loose instructions, rigidity, lack of flexibility in management and leadership; not being able to promote the role, leading to not being able to gather the masses and people in the process of performing tasks? and what is the solution to overcome this?

Answering the above question of the Provincial Party Secretary, comrade Phan Ba Ngoc - Party Secretary, Chairman of the People's Committee of Thanh Lien and Thanh Chuong communes, said that in communes, wards and towns, the policies implemented have basically brought about very high efficiency; besides, there are some policies that are still administratively implemented such as: copying, imposing, even lacking practicality in building, promulgating, deploying and organizing implementation, so they have not been put into practice quickly and are not very effective.

The Party Secretary and Chairman of the People's Committee of Thanh Lien Commune, Thanh Chuong District, said that the promulgation of policies by the province and district has a wide scope of adjustment, one policy is implemented by many localities while the conditions of each commune are not the same. Therefore, to effectively implement the policies of the superiors, according to him, two factors are needed: people and implementation process and methods.
Regarding the human factor, comrade Phan Ba Ngoc stated that leaders and managers must have equal capacity, must not be bureaucratic, must be open-minded, take advantage of everyone's intelligence, and be democratic in planning, deploying and organizing implementation.
As for the process and implementation method, according to the Party Secretary and Chairman of Thanh Lien Commune People's Committee, when approaching, it is necessary to study carefully. Because the level of commune officials has some issues of updating, and their understanding is not up to the level of the issued policies.
At the same time, it is necessary to carry out effective implementation, especially not to copy or impose the general principles of the province or district on one's locality, otherwise it will lead to inadequacies; along with that, it is necessary to grasp the local conditions to have tasks and solutions to implement locally that are both in line with the policy and highly effective; at the same time, the plan must be implemented promptly and synchronously.

Comrade Cao Xuan Diep - Deputy Secretary of the Party Committee, Chairman of the People's Committee of Son Hai Commune, Quynh Luu said that there is still a lack of exemplary behavior, violations of discipline and administrative discipline, especially fear of work, avoidance of responsibility, lack of determination in handling work among a number of cadres and civil servants, including commune-level leaders and managers; especially related to specialized civil servants in areas such as: land management, resources, finance, and justice.
Comrade Cao Xuan Diep said that the above-mentioned problems stem from the lack of awareness of Party regulations and State laws; the low awareness and responsibility of some cadres and civil servants regarding their positions; some cadres and civil servants have not studied hard to improve their qualifications, expertise, and professionalism; they are still afraid of conflicts, do not dare to do things, or are afraid of making mistakes, afraid of taking responsibility, so they are still hesitant in performing their tasks. There are some very capable leaders who follow the mindset of being afraid of "losing votes", so they still avoid and shirk responsibility.
The system of documents and regulations of the Party and State is still constantly changing, overlapping, and lacking in uniformity, so that cadres and civil servants do not fully or promptly absorb them.
Some positions that are transferred to new locations do not have enough time to grasp the situation but still have to handle administrative procedures for the people, so they are still afraid of making mistakes and do not dare to do it, specifically in the fields of land administration, construction, and justice.
On the other hand, during this time, the policy of merging commune-level administrative units was being implemented, so some cadres and civil servants still had a lack of determination in their work and were afraid of conflicts in performing their duties; at the same time, the leadership team and civil servants were basically local people, so there was still a state of respect for brothers and relatives.
He also said that the commune level is the last administrative level, so the workload is very large. A civil servant is in charge of many fields while being professionally trained in only one field, so he faces difficulties in performing his duties; the direction, guidance, supervision, and inspection of superiors are sometimes not timely.
From the above situation, comrade Cao Xuan Diep - Deputy Secretary of the Party Committee, Chairman of the People's Committee of Son Hai commune, Quynh Luu suggested that it is necessary to do a good job of political and ideological education, propaganda, and dissemination in a flexible and timely manner of Party regulations and State laws for cadres and civil servants with limitations and weaknesses.
At the same time, it is important to pay attention to the inspection, supervision and urging of the performance of public duties by cadres and civil servants, especially those with the above-mentioned manifestations; at the same time, strengthen the leadership of the Party Committee and higher-level authorities in deploying and performing tasks at the commune level.
HAVING A FEAR OF REACHING THE NEW RURAL DESTINATION
Agreeing with the delegates' opinion that the new rural area has no end point, the people and the community are the main subjects and core in building the new rural area. However, the Provincial Party Secretary shared some feelings that, when achieving the new rural area, some localities stagnated, were no longer active and enthusiastic. "Do you have that situation in your locality? Can you tell us what the solution is?", the Provincial Party Secretary asked.
Regarding this content, comrade Kha Van Lap - Secretary of the Party Committee of Nga My commune, Tuong Duong district admitted that there was a stagnation in new rural construction due to many reasons.

According to comrade Lap, from the local reality, one of the reasons is the fear of reaching the new rural finish line when according to regulations, communes in regions III and II will be converted to communes in region I when reaching the finish line, so many policies and regimes for people, students, and officials are cut or reduced.
According to the Secretary of the Party Committee of Nga My commune, Tuong Duong district, the solution is to strengthen propaganda and mobilization in many forms to change the thinking and awareness of cadres, party members, and people.
At the same time, it is necessary to exploit and effectively use the mechanisms and policies of the Central and the province; especially mountainous areas such as Nga My commune mainly rely on resources from the mechanisms and policies of the province to create a "push" in economic development, create income for people to escape poverty, build new rural areas; associated with that is to maximize the promotion of local resources: forest land, agricultural land.
In addition to mechanisms and policies to develop production to increase income and escape poverty, the Secretary of the Party Committee of Nga My commune, Tuong Duong district said that it is necessary to continue focusing on building sustainable new rural areas through investing in people, specifically education and training, right now.
Through this forum, comrade Kha Van Lap suggested that the province should consider policies for communes in mountainous and border areas that have reached the new rural finish line such as: supporting health insurance for people, supporting students to go to school... associated with policies to encourage households with will, aspiration, self-reliance, self-reliance, and rising to become the nucleus of economic development in the area; paying attention to upgrading traffic from the commune to the village center.
The third question that Nghe An Provincial Party Secretary Thai Thanh Quy asked more than 1,000 key commune-level officials in the province at the dialogue was to provide an assessment and solution to the assessment that party cells in rural areas are operating with great difficulty because the source of recruitment is increasingly difficult?

Answering this question, comrade Tran Van Sao - Party Secretary, Chairman of the People's Council of Nghi Van commune, Nghi Loc district, from local practice, said that Party building work in rural communes is facing two difficulties: the quality of Party cell activities and Party cell committees; the second is developing new Party members.
Comrade Tran Van Sao said: In rural party cells, there are mainly elderly party members, so they are afraid to join the party cell committee, leading to difficulties in activities. At the same time, the capacity of elderly party members has certain limitations, so the quality of leadership in the party cell is limited.
According to comrade Sao, the solution to overcome this problem that Nghi Loc District Party Committee is focusing on strongly implementing is for comrades of the District Party Executive Committee and the District Party Standing Committee to visit rural Party cells to grasp the situation, encourage, strengthen direction, especially to direct and promote the development of Party members to have the next generation.

The Party Secretary and Chairman of the People's Council of Nghi Van Commune, Nghi Loc District, proposed that it is necessary to study and consider conditions to support rural Party cells and Party cells in special areas with additional operating funds because the current funding for Party cell operations is extremely difficult, while the Party Committee of the commune does not have enough resources to support.
Comrade Tran Van Sao also raised the issue of developing party members, especially party members among the younger generation in rural areas, which is very limited due to going to school or working far away... Therefore, he proposed to study solutions to partially support the costs for the masses to attend Party sympathy classes, or for new party members; as well as to have solutions to arrange suitable study times so that workers preparing to join the Party or new party members can attend classes because they cannot take time off from work at the company or factory during the working day.
