The meeting was attended by leaders of several departments, ministries, branches and 14 provinces and cities in the region. Proposal to continue prioritizing the creation ofinfrastructure breakthroughNorth-South, East-West traffic
The working session is very important to contribute to the careful and quality preparation of documents and reports on the economic and social aspects of the 5 years serving the 14th National Congress of the Party.
Delegates focused on discussing and evaluating the results of implementing the Resolution of the 13th National Party Congress, the 10-year socio-economic development strategy (2021-2030), the Resolution of the Party Congresses of the provinces in the North Central and Central Coast regions; at the same time, proposing approaches, solutions, and key tasks in the next 5 years (2026-2030).
Speaking at the meeting, contributing to the results of socio-economic development in the 5-year period (2021 - 2025), Secretary of Nghe An Provincial Party Committee Thai Thanh Quy commented: The leadership, direction and administration from the Central to local levels are all very urgent, drastic, flexible and effective.
The spirit of reform, development and innovation from the Party Central Committee, the Politburo, the Government, especially the Prime Minister, has spread to ministries, branches and localities to resolve difficulties, obstacles, bottlenecks, and unblock resources; especially through responding to the Covid-19 pandemic, promoting economic recovery, directing key national projects... has created very important premises to serve the country's development in the coming period.

Since the beginning of the term, the implementation of socio-economic development tasks has encountered many difficulties and challenges that far exceeded forecasts and were difficult to predict; however, with the great efforts of the entire political system, the socio-economic situation of our country has achieved many important achievements such as: increased economic scale; increased national brand value; results in the development of transport infrastructure, especially the expressway system; increased human development index; good performance in social security work;...
According to the Secretary of Nghe An Provincial Party Committee, the above indicators need to be emphasized in the context of comparison with the growth and recovery of the world and regional economy. While many economies have negative growth, Vietnam has maintained its growth momentum, higher than the forecasts of many international organizations.
In particular, during this term, the Politburo issued 6 Resolutions on socio-economic development and ensuring national defense and security in socio-economic regions until 2030, with a vision to 2045; the Government promptly issued action programs to implement the Politburo's Resolutions.
“That has demonstrated the special attention of the Party and Government to the development of the regions, which is an important political basis for building new mechanisms and policies, in order to exploit and promote all potentials and advantages to the fullest so that the region and localities in the region can develop quickly and sustainably in the coming time,” said the Secretary of the Nghe An Provincial Party Committee.
Believing that in the 2026 - 2030 period, favorable conditions will still be fundamental, but there will still be many difficulties and challenges, Nghe An Provincial Party Secretary Thai Thanh Quy suggested that it is necessary to continue focusing on perfecting institutions and laws, as this is still a bottleneck in many terms.
Accordingly, it is necessary to resolutely remove overlaps, inadequacies, and impracticality, especially legal regulations in areas such as investment, finance, land management, forestry, public-private partnership methods, etc. to unlock resources, create favorable conditions for investment, business, start-ups, innovation, creativity, and promote socio-economic development.
At the same time, Nghe An provincial leaders suggested continuing to research, build and perfect institutions, mechanisms and policies for regional development to ensure legal regulations; priority mechanisms and policies with regional characteristics in sectors and fields for effective implementation.
The Secretary of Nghe An Provincial Party Committee also proposed continuing to have solutions to create breakthroughs in infrastructure development, especially key national infrastructure projects, inter-regional road traffic projects, expressways, aviation, high-speed railways, etc.

“If in the 2021-2025 period, we have created a breakthrough in the expressway network, then in the 2026-2030 period, we need to focus on creating a breakthrough in the North-South high-speed railway and urban railway lines,” Provincial Party Secretary Thai Thanh Quy proposed.
At the same time, strengthen and create more breakthroughs in investing in East-West traffic connections to shorten the development gap between the Eastern Delta region and the Western mountainous regions; connect foreign traffic with Laos and Northeast Thailand such as: Hanoi - Vientiane expressway...
Regarding resource mobilization, in addition to public investment, the Secretary of Nghe An Provincial Party Committee suggested that in the new term, it is necessary to research and perfect to create major institutional breakthroughs in mobilizing, allocating and using socialized resources for development.
Regarding human resources, Provincial Party Secretary Thai Thanh Quy expressed his opinion on two aspects. First of all, it is necessary to provide more specific guidance and have a clearer mechanism to protect and help cadres and civil servants at all levels and sectors to promote their creative role, dare to think, dare to do, and confidently perform their duties according to Conclusion No. 14-KL/TW dated September 22, 2021 of the Politburo on the policy of encouraging and protecting dynamic and creative cadres for the common good; Decree No. 73/2023/ND-CP dated September 29, 2023 of the Government.
On the other hand, there should be a strategy to train high-quality human resources to serve the socio-economic development of each locality, region and the whole of Laos.

Concluding the meeting, Deputy Prime Minister Tran Hong Ha highly appreciated the contributions to renew the contents and tasks stated in the 14th Party Congress Documents, especially the new group of issues raised for the whole country, as well as from the characteristics and practices of the localities in the North Central region and the Central Coast.

The Deputy Prime Minister also discussed the contents that local leaders expressed their opinions, in which, regarding the work of institution building, it is necessary to strongly innovate in the direction of creating new development space, promoting the spirit of innovation, creativity, daring to think, daring to do from managers to businesses and people.
At the same time, along with institutionalizing the role, position, and management tools of the Regional Coordination Council for regional connectivity activities in terms of geography, nature, culture, society, economy, etc., localities must proactively unify operating regulations, organize the selection of tasks, and prioritize regional projects and works to implement regional planning and strengthen regional connectivity;...
