Nghe An Provincial Party Secretary Thai Thanh Quy attended the regular December 2023 meeting of the Provincial People's Committee

Attending the meeting at the central bridge were comrade Nguyen Nam Dinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Council; leaders of provincial departments and branches. The conference was connected online to the People's Committees of 21 districts, cities and towns.

ECONOMY CONTINUES POSITIVE RECOVERY TREND

This is a very important meeting to update and evaluate data and results of the province's socio-economic development targets in 2023; at the same time, discuss and agree on key tasks and solutions for 2024.

Nghe An's economy continued its positive recovery trend in the last months of the year; in which the growth rate of the total value of GRDP in the fourth quarter reached 9.7% (the whole year is estimated at 7.14%). This year, the province is determined to collect 18,500 billion VND in budget revenue.

Investment attraction continued to be a bright spot with the total newly granted and adjusted capital reaching VND57,891 billion, far exceeding the yearly plan (VND30,000-35,000 billion). In particular, the total newly granted and increased FDI capital reached over USD1.6 billion.

The fields of education, health, labor, employment, culture, sports and social security work continue to receive attention and direction and achieve positive results.

Administrative reform, discipline and administrative order continue to be promoted. Foreign affairs continue to be actively and effectively implemented. National defense, security, order and social safety are ensured.

At the working session, Chairmen of the People's Committees of some districts, cities and towns reported on the socio-economic situation in 2023 in the locality, and made a number of recommendations and proposals for the province. Leaders of some departments, branches and Vice Chairmen of the Provincial People's Committees made statements analyzing and clarifying a number of contents related to their areas of responsibility, tasks, solutions and requirements set out in 2024.

CONTINUE TO PROMOTE THE SPIRIT OF CREATION AND SERVICE

Speaking at the meeting, on behalf of the Provincial Party Committee Standing Committee, Provincial Party Secretary Thai Thanh Quy assessed that in the context of the world and domestic situation having a profound impact, leading to more difficulties than advantages, more challenges than opportunities, the Provincial People's Committee, directly the Chairman, Vice Chairmen and members of the Provincial People's Committee, operated very smoothly, effectively, and supported each other to complete the tasks together.

In particular, the Provincial Party Secretary acknowledged that the spirit of solidarity and unity continues to be maintained on the basis of sincerity, frankness, not one-sidedness; proactively sticking to the job, worrying, focusing, key points, and thoroughly getting involved. The spirit of creation and basic service is clearly demonstrated by all levels from the province to the grassroots, from the leaders of the Provincial People's Committee to the leaders of the departments and branches that are members of the Provincial People's Committee.

“We respectfully acknowledge and congratulate; at the same time, thank the Provincial People's Committee, members of the Provincial People's Committee, local authorities for working with Party committees at all levels, political systems at all levels, cadres, party members, soldiers, business community, and people in the whole province to strive to achieve very important results in 2023”, the Provincial Party Secretary said after assessing 2023 as a successful year, achieving milestones in a number of important areas.

Regarding the tasks in 2024, Provincial Party Secretary Thai Thanh Quy requested the Provincial People's Committee and members of the Provincial People's Committee to focus on analyzing and forecasting in depth, closely following the world and regional situation to build scenarios, plans for tasks and solutions to implement economic and social development goals closely, correctly and effectively, avoiding confusion and passivity; associated with continuing to maintain the spirit of solidarity and unity, on the basis of the principles of honesty, frankness and constructiveness. Along with that, proactively stick to the work, have a focus and key points to mobilize and use resources effectively for development.

The head of Nghe An Provincial Party Committee especially noted that the implementation process must create consensus and active participation and comments from the people, cadres, party members, elders, media agencies, etc. to create overall strength to carry out the tasks in 2024.

Along with that, the Provincial Party Secretary requested to focus on implementing the Provincial Planning for the period 2021 - 2030, with a vision to 2050; the Action Program of the Government, the Provincial Party Executive Committee to implement Resolution No. 39 -NQ/TW of the Politburo in conjunction with advising the Government to submit to the National Assembly for consideration and promulgation of a Resolution on specific mechanisms and policies in the spirit of Resolution No. 39 before June 2024.

At the same time, prepare the necessary conditions to expand the administrative boundaries and urban space of Vinh city; effectively carry out the arrangement of commune-level administrative units in the 2023-2025 period, in which it is necessary to pay attention to propaganda and mobilization work so that cadres and people of the units subject to arrangement can create consensus, ensuring peace for the people and the area.
Along with that, build a synchronous plan between asset arrangement, use of surplus public assets, arrangement of surplus staff after arrangement to ensure efficiency, avoid waste...; associated with good preparation of personnel work for the grassroots Party congress for the 2025-2030 term.

Resolutely and effectively deploy solutions to promote disbursement of public investment capital and capital for the 3 National Target Programs right from the beginning of the year with the spirit of updating weekly instructions; promptly transfer capital for slow-progressing projects, and transfer investors if implementation is slow; speed up the progress of key projects.

Provincial Party Secretary Thai Thanh Quy also noted the need to continue focusing on improving the investment and business environment, attracting investment, striving to attract FDI next year to continue to be in the top 10 nationwide; especially from the achieved results, it is necessary to analyze the province's outstanding advantages to promote strengths, in order to attract investors more effectively.

The Provincial Party Secretary also requested that administrative reform work must be stronger; in places where there is slowness or stagnation, leaders at all levels and sectors must resolutely transfer people to arrange for other dedicated and responsible people to replace them, in order to resolve the problem quickly, correctly and effectively.

Along with that, it is necessary to pay equal attention to cultural, health, educational and social security tasks; at the same time, master and grasp the situation, absolutely not be passive or surprised, ensuring stability for economic and social development.

BE PROACTIVE IN STICKING UP TO WORK, GETTING STARTED THOROUGHLY FROM THE BEGINNING OF 2024

Concluding the meeting, Chairman of Nghe An Provincial People's Committee Nguyen Duc Trung affirmed that the results achieved in 2023 were due to the very close, specific, substantial and effective leadership of the Provincial Party Committee, headed by the Provincial Party Secretary; at the same time, he expressed his thanks to the local Party Secretaries who have always accompanied the authorities at all levels in implementing the goals and tasks of socio-economic development of the province.

The head of the People's Committee of Nghe An province summarized some experiences through the implementation of tasks in 2023. That is the solidarity and unity in the entire political system, under the leadership of the Provincial Party Committee, headed by the Secretary of the Provincial Party Committee. The leadership and direction are close, effective and substantive. The coordination, supervision and support work of the Provincial People's Council is very active and the coordination of all levels, sectors and localities in advising and directly organizing the implementation of tasks.

This year, the Provincial People's Committee has also strongly improved the progress and efficiency of work processing. The meetings of the Provincial People's Committee have announced the sectors and localities with slow progress in handling work, so the progress and quality of advisory work have changed.

On behalf of the Provincial People's Committee, Chairman Nguyen Duc Trung seriously accepted the 6 very specific and key instructions of the Provincial Party Secretary; at the same time, emphasized a number of additional tasks.

First of all, the Chairman of the Provincial People's Committee proposed to focus on promptly and effectively implementing the resolutions passed by the Provincial People's Council at the 17th Session, especially Resolution 61 on the socio-economic development plan for 2024.

Accordingly, sectors and localities must urgently assess correctly and closely follow the actual situation to develop growth scenarios for 2023 for each quarter and the whole year for each sector, field and locality.

The Department of Planning and Investment shall preside over advising the Provincial People's Committee to issue a Decision on key tasks and solutions to direct and manage socio-economic development in 2024 and coordinate with the Department of Finance to advise the Provincial People's Committee to assign targets on socio-economic plans, State budget estimates, and public investment in 2024 before December 31, 2023.

Regarding key tasks in the first quarter of 2024, the head of Nghe An Provincial People's Committee proposed focusing on organizing the announcement of the Provincial Planning for the 2021 - 2030 period, with a vision to 2050 in early January 2024; developing a plan to implement the Planning.

Focus on effectively implementing the contents of Resolution 39-NQ/TW, the Action Programs of the Government and the Provincial Party Committee to implement Resolution 39; especially closely following the central ministries and branches to soon complete the construction and propose additional mechanisms and policies specific to the province.

The Chairman of the Provincial People's Committee requested to focus on completing the Project to expand the Southeast Economic Zone to have more space and room for development and be worthy of its position and role as one of the driving forces for development of the province.

Regarding the tasks for the first quarter of 2024, comrade Nguyen Duc Trung requested to actively coordinate with the Ministry of Industry and Trade to submit to the Government the contents and plans for implementing the 8th Power Plan, including many contents related to projects on power sources, power grids, and power stations in the province to meet the requirements in the development process.

Regarding the implementation of the public investment plan and budget management, the Chairman of the Provincial People's Committee requested: For the remaining time of 2023, all levels, sectors and localities continue to direct and urge to accelerate the progress of disbursement of public investment plan capital, including the extended capital for 2022 (with disbursement time according to regulations until January 31, 2024) to meet the minimum target of over 95%.

Regarding the 2024 public investment plan, regarding the assigned part, the Chairman of the Provincial People's Committee requested that investors, upon receiving the capital allocation decision, need to assign specific responsibilities to monitor the progress of each project, develop a specific progress commitment plan, and regularly work with contractors to remove obstacles and difficulties to promote disbursement progress.

The Department of Planning and Investment urges investors with new investment projects that have not completed procedures to urgently complete their documents for approval before December 31, 2023. Investors with new projects that have not completed procedures must take responsibility; at the same time, coordinate to deploy detailed allocation of additional capital sources for the 3 national target programs.

Regarding budget revenue, the Chairman of the Provincial People's Committee requested the Department of Finance to coordinate with the Tax Department to review revenue and tax debts in 2023 to strive to achieve the minimum budget revenue target of VND 18,500 billion; at the same time, promptly advise on the implementation of tasks and solutions to effectively collect the 2024 budget right from the beginning of the year.

The Chairman of the Provincial People's Committee also requested attention to the work of site clearance for public investment projects, key projects of the province, and central projects in the area; continue to focus on promoting administrative reform, improving the investment and business environment; expand the administrative boundaries and urban space of Vinh city; arrange administrative units in phase 2; focus on approving the project of job positions to ensure new salary payment from July 1, 2024; effectively implement housing support for poor households...

Preparing to welcome the New Year 2024 and the Lunar New Year of Giap Thin, the Chairman of the Provincial People's Committee requested all levels, sectors and localities to prepare conditions, ensure security, order and social safety to ensure that people celebrate the New Year and traditional Tet happily, healthily, safely, economically, warmly and fully.

Also at the working session, the Provincial People's Committee listened to and gave opinions on many other important contents.
