Provincial Party Secretary periodically receives citizens in February

At the citizen reception session, the Provincial Party Secretary received 4 citizens and groups of citizens related to environmental issues, citizen background checks, and land disputes.

Regarding environmental issues, Mr. Dao Cong Chau, Mr. Dao Cong Ban, and Mr. Nguyen Ba Ty in Xuan Son hamlet, Bai Son commune, Do Luong district proposed to relocate and resettle households living near the Song Lam Cement Factory who are greatly affected by smoke and dust pollution.

Currently, the authorities have sent a document requesting the Ministry of Natural Resources and Environment to give their opinions, thereby deciding on the resettlement of 14 households within 50m of the factory fence, but there has been no official response on whether or not to relocate.

However, according to the reflection of the 3 households above, although they are not within 50m of the factory fence, they are close to the emission source, the chimney. Specifically, according to the district survey, Mr. Dao Cong Chau's household is 95m from the fence, Mr. Dao Cong Ban's household is 78m from the fence and Mr. Nguyen Ba Ty's household is 74m.

At the meeting, leaders of Do Luong District People's Committee, Department of Natural Resources and Environment, Vice Chairman of Provincial People's Committee Le Ngoc Hoa also gave related opinions.

Vice Chairman of the Provincial People's Committee Le Ngoc Hoa stated that it is necessary to focus on emission sources to calculate and assess the environmental impact on households around the project, not based on the 50m range from the fence.

Concluding this content, Provincial Party Secretary and Chairman of the Provincial People's Committee Thai Thanh Quy pointed out: The assessment of environmental impacts on households around the project needs to focus on the center of noise, smoke and dust emissions to calculate and propose a plan, possibly increasing the number of households to be relocated but ensuring that it is reasonable, reasonable and has a legal basis; and cannot be based on the distance from the factory fence.

Therefore, the Department of Natural Resources and Environment needs to stop the proposed plan to relocate 14 households within 50m of the factory fence, and coordinate with Do Luong district to thoroughly review, based on the practical situation to come up with the most optimal plan to propose to the Ministry of Natural Resources and Environment.

The Department of Natural Resources and Environment will work with the Song Lam Cement Factory to discuss the situation and determine responsibilities, with the spirit of asking the investor to participate. The provincial leaders will also consult with the group's head.

After completing the survey and reporting to the Ministry of Natural Resources and Environment, the Provincial Party Secretary and Chairman of the Provincial People's Committee assigned the Department of Natural Resources and Environment to stick to the issue and actively work with the Ministry to promptly and decisively handle it.

After calculation and approval of the plan, the relocation process needs to calculate the resettlement land fund, ensure feasible financial resources and implement in a rolling manner.

Also at the citizen reception session, Mr. Nguyen Vinh Dong, Hamlet 3, Da Son Commune, Do Luong District requested clarification of some contents related to the background of Mr. Nguyen Vinh Dung (his biological father), in which he stated that his father was a member of the Executive Committee of the Do Luong District Party Committee, Term III and Vice Chairman of the District People's Committee.

Regarding this content, the Organizing Committee of Do Luong District Party Committee responded in writing and the Organizing Committee of the Provincial Party Committee presided over and coordinated with the Organizing Committee and the Propaganda Department of Do Luong District Party Committee to dialogue and issue documents responding to each petition but has not yet received Mr. Dong's consent.

Concluding this content, Provincial Party Secretary, Chairman of the Provincial People's Committee Thai Thanh Quy requested that the Provincial Party Committee's Organizing Committee and Do Luong district continue to search and review to find related records; guide citizens to re-establish records of relatives; the Provincial Party Committee's Organizing Committee review the timely regulations on the responsibility of managing records... Thereby, to respond to citizens satisfactorily; in addition, Mr. Nguyen Vinh Dong needs to continue to consolidate related documents and records to submit to relevant agencies for further consideration.

The Provincial Party Secretary received citizen Do Thi Cuong, hamlet 12, Nghia Hanh commune, Tan Ky district, related to a land dispute, and issued a land use right certificate to her family.

Comrade Thai Thanh Quy requested the People's Committee of Tan Ky district to urge Nghia Hanh commune to implement Conclusion 07/KL - UBND, dated March 8, 2019 of the People's Committee of Tan Ky district concluding the content of the denunciation against the People's Committee of Nghia Hanh commune.

After that, the relevant agencies carried out the steps to grant Land Use Right Certificates to the relevant households, including Ms. Do Thi Cuong, in accordance with the provisions of the law, ensuring objectivity; continued to rectify the working style and manner of Nghia Hanh commune;...

Next, Mr. Nguyen Duy Chuong, hamlet 5, Thanh Luong commune, Thanh Chuong district requested the competent authority to return land plot number 661, map sheet number 10 in Ao Bau area, hamlet 5, Thanh Luong commune to be used as a memorial place for 3 martyrs.

Sharing with Mr. Nguyen Duy Chuong's family, Provincial Party Secretary and Chairman of the Provincial People's Committee Thai Thanh Quy requested Thanh Chuong district to urgently study the dossier carefully in a positive direction; at the same time, closely coordinate with his family to consolidate the dossier completely and closely to see if there is a basis to resolve it according to the family's wishes.

In case the dossier has been consolidated but according to the law, it cannot be resolved according to the family's wishes, Thanh Chuong district needs to discuss fully and clearly with Mr. Nguyen Duy Chuong to see the efforts of the government, and at the same time propose solutions to make the most of preferential land policies for people with meritorious services in order to have solutions to implement, demonstrating the Party and State's policies towards people with meritorious services.

Comrade Thai Thanh Quy also asked Mr. Nguyen Duy Chuong to closely coordinate with Thanh Chuong district authorities to supplement complete land records for joint research and resolution.
