Provincial Party Secretary receives citizens at regular session in March 2021

The Provincial Party Secretary received Mr. Nguyen Van Hong, Hamlet 5, Hung Xuan Commune (old), now Xuan Lam Commune, Hung Nguyen District, regarding his two petitions and reflections.

He requested that the construction of the residential road section of the Lam River Road Project in Hamlet 5, Xuan Lam Commune, which has lasted for 15 years, has not been completed, and that no resettlement compensation records have been prepared for the family of his son, Nguyen Thanh Van.

Citizen Nguyen Van Hong also reported that during the construction of Road 8B from Hung Thinh Commune to the Lam River road passing through Hamlet 8, Hung Xuan Commune (old), the site clearance committee of Hung Xuan Commune and Hung Nguyen District prepared a compensation file for 2 households of officials that was not in accordance with the law.

Information at the meeting showed that: A part of Mr. Van's family's land area is within the scope of the residential road under the Lam River Road Construction Project from Cua Hoi to Nam Dan town. However, because Mr. Van's family at that time had not agreed on the compensation and site clearance plan, the road section passing through Mr. Van's family could not be completed.

In April 2011, the Provincial People's Committee issued a document to stop the above project for locations with land clearance problems (residential access roads) to hand over the project for use as planned; at the same time, the People's Committee of Hung Nguyen district was assigned to be responsible for receiving the handover from the Department of Transport to continue investing in the remaining volume of land that has not been cleared.

After that, Hung Nguyen District People's Committee authorized Hung Xuan Commune People's Committee (old) to be the investor to build the remaining uncleared access roads in the commune. The cost of clearing the land, buying sand and gravel, and renting concrete mixers was taken from the district budget.

Speaking at the citizen reception session, Chairman of Hung Nguyen District People's Committee Le Pham Hung said: The area affected by the residential road project passing through Mr. Van's house is more than 15m.². In total, the project at that time affected more than 100 households, of which 13 were resettled.

"The resettlement process ensures the right subjects," the Chairman of the People's Committee of Hung Nguyen district affirmed and added that currently the residential road only has the section passing through Mr. Van's house and the district has assigned the People's Committee of Xuan Lam commune to prepare an economic and technical report to proceed with the construction steps of this road section.

After listening to the opinions of the leaders of Xuan Lam Commune People's Committee, Hung Nguyen District People's Committee, Provincial Party Committee's Internal Affairs Committee, Department of Natural Resources and Environment, the Provincial Party Secretary concluded the content related to the citizens' recommendations and reflections.

Accordingly, although the Department of Transport received the handover to continue investing in the remaining uncleared land since 2011, the residential road section has not yet been completed. The Provincial Party Secretary assessed that the determination of the commune and district is not high in this issue; thereby requesting the district to focus on completing it to serve the people on the basis of correct and clear implementation according to the provisions of the law.

Based on citizens' feedback, the Provincial Party Secretary assigned the Provincial People's Committee to direct the Department of Natural Resources and Environment to establish a provincial working group to independently review the compensation and site clearance process of the residential road under the Lam River Road Construction Project; as well as the reflection in Mr. Nguyen Van Hong's petition on the inventory, review, and site clearance compensation work being unclear, not ensuring principles, and unfair when constructing Road 8B through Hung Xuan Commune (old).

The Provincial Party Secretary noted that the review work must be conducted independently, approaching the scene and people to understand the nature of the problem and assigning a time limit of 1.5 months to complete the above work contents from the time of receiving citizens, and at the same time requesting the Provincial Party Committee's Internal Affairs Committee to monitor.

Regarding citizen Nguyen Van Hong, the Provincial Party Secretary requested to coordinate with the Provincial People's Committee's Working Group to provide relevant documents. On the other hand, regarding the community road, the Provincial Party Committee leader also requested citizens to create conditions to complete the remaining section in the spirit of community service to bring general convenience to the people, including his family.
