Provincial Party Secretary: Avoid 'slogan shouting' in administrative reform implementation

After 10 years of implementing Resolution No. 15/NQ-TU of the Provincial Party Committee (16th term) on the Action Program to implement Resolution No. 5 of the Central Committee (10th term) on promoting administrative reform, improving the effectiveness and efficiency of state apparatus management, the province's administrative reform work has created many positive results and changes.

Regarding administrative procedures, 1,384 administrative procedures (AP) under the state management at all levels were reviewed; of which 772 procedures were proposed to be amended or supplemented; 133 procedures were proposed to be abolished or cancelled; and 23 procedures were proposed to be replaced.

There are 27/27 provincial-level units, 21/21 district-level units and 480/480 communes, wards and towns implementing the "one-stop" mechanism.The modern interconnected “one-stop” model has been implemented in many localities and investment fields. Discipline and administrative discipline in the province’s state agencies have been strengthened.

At the conference, in addition to recognizing positive changes, many delegates also pointed out shortcomings and limitations in the province's administrative reform work. Chairman of the Provincial People's Committee Nguyen Xuan Duong frankly stated: Compared to the requirements, the administrative reform work still has many things that have not met the aspirations of the people and the urgent needs of businesses.

Also according to the Chairman of the Provincial People's Committee, to continue creating changes in administrative reform, the Provincial People's Committee is directing the sectors to review investment procedures, on that basis to consider shortening or abolishing procedures that can be shortened or abolished.

The Provincial People's Committee is also selecting and directing 5 units including: Department of Planning and Investment, Finance, Department of Transport, Department of Construction, Department of Natural Resources and Environment, Provincial People's Committee Office and Vinh City People's Committee to be the focal points in administrative reform.

To truly become the "flag bearer", comrade Nguyen Xuan Duong requested the above units to proactively develop administrative reform projects in their units and sectors, as a basis for implementation and evaluation of implementation results.

The Provincial People's Committee also assigned the Department of Home Affairs to guide and urge units to implement and create real changes in these 7 units, thereby creating a spreading effect throughout the entire system.

Standing Vice Chairman of the Provincial People's Committee Le Xuan Dai commented that the assessment and classification of cadres and civil servants in state administrative agencies is currently very difficult to quantify and ensure accuracy.

Concerned about solutions to promote administrative reform, Deputy Head of the Provincial Party Committee's Organization Board Vo Thi Minh Sinh said that, in addition to enhancing the role of leaders, it is necessary to include the implementation of administrative reform in the criteria for evaluating and classifying units.

Concluding this content, Provincial Party Secretary Nguyen Dac Vinh emphasized: The requirement for administrative reform is first of all to reform the apparatus of each department, branch, agency, and unit; anything that is still inadequate or not in accordance with regulations needs to be streamlined to ensure greater effectiveness and efficiency. Each level and each branch needs to be truly serious and responsible in reviewing and simplifying procedures, but must ensure compliance with legal regulations.

Regarding the human factor, the Provincial Party Secretary said that within the framework of the law, each agency and unit can make requirements for higher quality and professional qualifications for its cadres and civil servants. To have a team with good professional qualifications, in addition to recruiting and attracting good people to work, training to standardize cadres is very important.

The Provincial Party Secretary emphasized that there must be a way and real determination to attract many talented people to state administrative agencies, on the basis of issuing specific regulations and clear criteria, first of all attracting excellent students and high university entrance; resolutely not for any other reason or relationship.

Provincial Party Secretary Nguyen Dac Vinh also requested that administrative reform work must specifically define the work, on the basis of seriously reviewing the implementation stages, avoiding "slogan shouting".

The Provincial Party Secretary also requested the Provincial People's Committee to build a team proficient in administrative reform to advise the province on policies, creating real changes in the coming time.
