Party Central Committee Secretary Nguyen Xuan Thang: Nghe An develops rapidly but must be sustainable

The working session aimed to survey, collect information, and prepare the draft documents of the 13th National Congress of the Party.

Indicators of rapid and sustainable growth

The average GRDP growth rate in the period 2016 - 2018 increased by an average of 8.0%. In 2018, the proportion of industry - construction reached 34.25%, services reached 45.25%; striving for GRDP growth of about 9-9.5% in 2019 and about 9.5-10% in 2020. GRDP in 2020 at comparable prices is estimated to increase 2.15 times compared to 2011 and is estimated to increase 1.41 times compared to 2016. GRDP per capita in 2018 reached 38 million VND, in 2020 is estimated to reach about 48 million VND, 1.7 times higher than 2015.

Results of implementing 3 strategic breakthroughs

Nghe An province has perfected its institutions, focusing on administrative reform, creating a healthy and equal competitive business environment.The Provincial Competitiveness Index has been continuously improved over the years: 32nd in 2015, 21st in 2017, 19th in 2018, leading the 6 North Central provinces, the highest position ever. The PAPI index in 2019 rose to 4th out of 63 provinces and cities.

Regarding human resource development, the province has directed the implementation of the approval of the Human Resource Development Plan for Nghe An province for the period 2011 - 2020; issued policies to encourage the development of high-quality human resources. The policy mechanism on training and vocational training has been supplemented and improved. Synchronous solutions have been implemented to enhance job creation and labor export. The proportion of trained workers in the total workforce has increased from 48% in 2013 to 61% in 2018.

Regarding the construction of a synchronous infrastructure system, the direction focuses on mobilizing resources and diversifying investment capital sources; taking advantage of central capital sources, ODA capital sources, mobilizing contributions from people and the business community. Prioritizing investment in important areas such as transportation, irrigation, agricultural and rural infrastructure, industrial parks, and new urban areas. Mobilizing resources for infrastructure investment has been focused on and implemented effectively, with an average increase of 18.94%/year.

Private economic development

In the period 2011 - 2018, private enterprises in Nghe An province increased sharply in both quantity and scale (ranked 2nd in the North Central region, after Thanh Hoa province). The number of newly established enterprises increased by an average of 6-7%/year, with an average registered capital of 4.82 billion VND/enterprise.

Party building and political system work

The Provincial Party Committee and Party Committees at all levels have seriously organized the study, dissemination, propaganda and popularization of the Party's resolutions and policies; creating unity within the Party and consensus in society.

Directive No. 05-CT/TW of the Politburo (12th tenure) on Studying and following Ho Chi Minh's ideology, morality and lifestyle in conjunction with implementing Resolution No. 4 of the Central Committee (11th and 12th tenures) has been seriously and synchronously led and directed by Party committees at all levels, achieving positive results.

The consolidation and development of the Party organization system and the development of Party members, especially in special areas, in private enterprises have been focused on. The implementation of the organizational arrangement, streamlining of staff and restructuring of the contingent of civil servants and public employees according to Resolution 6 of the 12th Central Committee has achieved initial results.

Sustainable economic development, strengthening the grassroots political system

Reporting to Party Central Committee Secretary Nguyen Xuan Thang and the working delegation on the achievements of Nghe An after 3 years of implementing the above policies, Nghe An provincial leaders said that there are still macro issues regarding policies that have not been adjusted in a timely manner, affecting the goals and strategies for socio-economic development.

Specifically, administrative reform has not been unified nationwide; there are difficulties in public investment activities; criteria for rapid and sustainable development have not been specifically regulated. In addition, practice shows that the implementation of economic development policies is also affected by overlapping laws and other legal documents.

Regarding the private economy, although Nghe An is the second province in the North Central region in terms of the number of enterprises, there is still a lack of appropriate policies for this economic sector, especially small and micro enterprises. Attention to the cooperative economic model and the application of science and technology in production and life is still limited and needs to be added to strategic breakthroughs.

Regarding the goal of rapid and sustainable development, speaking at the meeting, Mr. Thai Thanh Quy - Chairman of Nghe An Provincial People's Committee said that in recent years, Nghe An has proposed many solutions for implementation. In particular, the province has focused on attracting investment and collecting budget but at the same time paid attention to environmental issues and people's lives. The Chairman of the Provincial People's Committee also said that promoting the new rural construction program with the result of more than 50% of communes being recognized, holding the top position in the country is also the concretization of the goal of sustainable development for regions in the province.

Complying with regional planning in economic development, Nghe An also consistently follows the direction and guidance of the Central Government. In addition, the province also calls on economic groups to support and advise on planning work to limit planning adjustments. Nghe An focuses on making breakthroughs in administrative reform, in which 2019 is chosen by the province as the year of administrative reform.

Emphasizing the importance of building and perfecting the grassroots political system to promote socio-economic development and ensure national defense and security, speaking at the working session, Provincial Party Secretary Nguyen Dac Vinh said that Nghe An province, with its large population, large area, and clear regional differentiation, the consolidation of the grassroots political system is very important in all socio-economic activities of the locality. In recent times, Nghe An Provincial Party Committee has regularly assessed, reviewed, and inspected the grassroots political system. That is the implementation of grassroots democracy regulations, public reception work, interaction, and dialogue between Party committees, authorities, and people. Thereby, solving problems arising from practice.

Solving practical problems harmoniously

Acknowledging the contributions of Nghe An province, speaking at the working session, comrade Nguyen Xuan Thang said that the province's socio-economic orientations are very clear, with selection and determination of regions, areas and areas for key and appropriate economic development.

The Party Central Committee Secretary also emphasized that Nghe An must develop rapidly but must ensure sustainability, which is a specific and long-term goal, not only focusing on growth rate but also paying attention to social security, hunger eradication and poverty reduction, and people's quality of life. The province also needs to pay attention to exploiting potential advantages, associated with promoting the valuable role of culture, tourism, and natural potential factors.

Regarding resource mobilization, the Chairman of the Central Theoretical Council acknowledged that the province has focused on exploiting people's potential, promoting investment, and having innovation in economic approach thinking.

Regarding Party building and grassroots political system building, comrade Nguyen Xuan Thang requested Nghe An not to leave empty Party cells and Party members in villages and hamlets. Implementing this requirement is to ensure political sustainability from the grassroots, contributing to resolving emerging hot spots.

Regarding the goal of human resource development, the Party Central Committee Secretary said that Nghe An has long been known as a land of education and talent promotion. The province has contributed a large human resource to the Central Government, contributing labor resources to participate in foreign markets and many provinces and cities across the country. To promote this potential, the province needs to continue to improve education, discover and nurture talents, and train human resources to serve long-term goals...

Comrade Nguyen Xuan Thang said that the limitations and shortcomings arising from the incomplete or existing policy mechanisms that have not kept up with life as raised by the leaders of Nghe An province are very important issues, with theoretical and practical value. This is the basis for the Central Theoretical Council to absorb in the process of building, drafting and perfecting the draft documents of the upcoming 13th National Party Congress.
