(Baonghean.vn) - Based on the forecast information of the Central Hydrometeorological Forecasting Center on the development of storm No. 4, this afternoon, July 23, 2012, Nghe An Border Guard Command has deployed a plan to prevent storm No. 4 with the motto: active, proactive, quick and effective response, minimizing losses and damage caused by the storm. Implementing well the motto 4 on-site, mobilizing the combined strength of the entire force, unit and localities, coordinating units stationed in the area to effectively prevent the storm.
Specific tasks: Organize the dissemination of directives and orders from all levels on storm prevention and control work No. 4. Strictly maintain on-duty regimes, strengthen search and rescue information monitoring, coordinate synchronously working measures to grasp the situation of people and means of transport operating at sea, especially offshore fishing vessels operating in dangerous areas, together with the families of ship owners and captains, call and guide ships to take shelter from the storm. Organize the firing of storm warning flares at Squadron 2. Strictly implement sea bans when there is a ban order from the Provincial People's Committee.
Monitor the storm's developments on the mass media, promptly review and supplement flood and storm prevention plans, search and rescue, prepare forces and means to join the locality in timely and effective rescue. Strengthen the leadership of the Party Committee, attach importance to political and ideological education for officers and soldiers to overcome all difficulties and hardships to successfully complete assigned tasks.
Proactively advise local authorities in implementing storm and flood prevention; propagate and mobilize the masses to raise awareness of storm prevention and control, and work with localities and organizations to evacuate people in dangerous areas to safe areas. Have protection plans, prevent bad guys from taking advantage of storms and floods to steal... Ensure absolute safety for people and equipment; prepare adequate facilities, food, medical supplies, drinking water, and have plans to overcome power outages or be separated and isolated. After the storm, organize inspection teams to assess the damage of units and localities and direct measures to stabilize life.
