"Voting for poor households is more exciting than voting for cultural families"?

Explaining these issues, Mr. Cao Dang Vinh acknowledged the shortcomings related to the cultural sector, and shared that Nghe An is a province with many relics with 1,395 relic sites, of which 260 relics have been ranked at the national and provincial levels. Although the regulations on restoration and embellishment of relics are very strict, the relic management team still has many weaknesses (mainly decentralized to the commune level, the Department only manages 17 relics in the whole province); investment resources for restoration and embellishment work are limited, leading to many relics being seriously degraded.
Similarly, festival activities in some localities have shown signs of being unhealthy, especially the situation of begging at festivals has become a "problem". The recognition of cultural titles in some districts has not really followed the grassroots to direct, inspect, evaluate recognition, and re-recognition, so the quality of cultural titles after recognition is not high.
Regarding children's playgrounds, currently there are almost no children's playgrounds in the province, only 9/20 urban districts and communes have playgrounds in the district center. Clarifying the causes leading to the shortcomings and weaknesses, in addition to taking responsibility for the industry such as not paying attention to the planning of children's playgrounds and entertainment venues, not regularly inspecting and supervising the facilities, Mr. Cao Dang Vinh also clarified the responsibilities of the district and commune authorities, because all contents are decentralized to the district and commune levels, such as considering and recognizing the title of family, cultural village; managing festival activities; managing relics...
Providing solutions, Mr. Cao Dang Vinh affirmed that, with the function of State management, in the coming time, the Department will coordinate with all levels and sectors to strengthen education on awareness and responsibility of organizations and individuals in preserving and developing tangible and intangible cultural heritages. Continue to strengthen the work of directing, inspecting, urging, guiding, and closely assessing the recognition and re-recognition of cultural titles in accordance with regulations and with quality. To create conditions for children to have places to play, it is recommended that authorities at all levels strengthen coordination with the Department to organize many recreational activities for children; associated with urban and new rural planning, integrating priority to create recreational areas in each locality...

After the explanation of the Director of the Department of Culture - Sports - Tourism, 14 delegates of the Provincial People's Council directly questioned, becoming the "hottest" issue at the session. Delegate Tran Van Sinh (Nam Dan) asked the Director of the Department to propose a solution to transfer the subject, bringing festival activities back to the people, instead of the government organizing as in the past? Mr. Cao Dang Vinh replied: "Now, to transfer, the best way is to return the true nature of the festival which is of the people, organized by the people, in accordance with the wishes of the local people". Mr. Vinh also admitted "Culture is a rather long story, rice plants only grow within 3 months, not to justify but that is a true story".
Responding to delegate Dinh Thi An Phong (Nghi Loc)'s concerns about the quality of cultural titles, Mr. Vinh said: The Ministry has general regulations on criteria for considering and recognizing cultural titles that are very specific. However, in some localities, adding some criteria to create motivation and progress in each organization and individual is not wrong. The important thing is how we implement it and the survey, assessment, and approval for recognition of cultural titles is the authority of the district and commune levels, the responsibility of the Department is only to do State management work. I hope that the People's Council delegates, voters and people of the province will send specific addresses to the Department to have a basis for verification and early correction.
Also mentioning the quality of cultural titles, delegate Truong Hong Phuc (Do Luong) mentioned that the coordination between the Vietnam Fatherland Front, the Labor Federation and the District Cultural Office to review and recognize cultural titles for agencies and units is not really good. Mr. Vinh promised to take on the task of discussing this issue with relevant departments and branches to do better in the future. Mr. Vinh also responded to Mr. Phuc's opinion about the situation where people are more enthusiastic about voting for poor households than voting for cultural families, saying that this is not only the cultural sector but the entire political system that needs to think about this issue to share responsibility because doing culture is not only about singing and sports but also about hunger eradication, poverty reduction, education, health care, etc.

Regarding children's playgrounds, the opinion of delegate Hoang Xuan Truong (Vinh city) on solutions and policies for children's playgrounds, Mr. Cao Dang Vinh affirmed: Solutions for children's playgrounds have been available for a long time, such as training, organizing many drawing and singing and dancing competitions among young people, sports competitions... through the system of cultural houses, sports fields at commune and hamlet levels. Regarding the policy for children's playgrounds, it has not been possible yet. In the near future, the industry will advise the Provincial People's Committee to more clearly define the functions of the two Departments of Culture - Sports - Tourism and the Department of Labor, War Invalids and Social Affairs in ensuring children's rights to healthy play.
Responding to delegate Le Van Tri (Anh Son) about the current status of entertainment venues in the area, Mr. Vinh said that there is no definition of entertainment venues or entertainment places. Our province has almost no entertainment venues, except for the Central Park in Vinh city. In addition to the participation of the industry in planning entertainment venues, the province and districts need to promote investment attraction in this field. As for the entertainment venues in the districts being transferred to service purposes, the responsibility of the localities needs to be rectified so that these entertainment venues operate properly.
At the question and answer session, Mr. Cao Dang Vinh also clarified issues that many delegates were concerned about regarding the collection and management of donation money at relics that had occurred in some places recently; some cultural works were slow to construct....
Concluding the questioning session with the Director of the Department of Culture, Sports and Tourism, Mr. Tran Hong Chau requested the Department of Culture, Sports and Tourism to implement solutions to gradually overcome the shortcomings and inadequacies in the management field of the industry. Continue to promote socialization, manage well the socialized resources in this field, avoid negative exploitation. Provincial People's Council delegates and functional agencies will closely monitor the movement of the cultural sector.
