The preferential policy for poor households is one of the highly humane policies to support poor households in the life of our Party and State. However, the above-mentioned method of evaluating poor households should not exist, losing the good value of those policies and the practical benefits of the poor. Not only that, when officials evaluate poor households unfairly, the poor are not included in the list of poor households, but the well-off households are "poor households", causing discontent, resentment, and disunity among the people.
One of the reasons for violations in the process of supporting and evaluating poor households is due to poor guidance and inspection of implementation by local authorities. Some local commune leaders lack responsibility and do not closely supervise, leading to arbitrariness and negligence. Communes only assign targets to hamlets, hamlets evaluate, communes synthesize and report to higher levels but do not score according to criteria, communes do not review and publicly announce to the people. Therefore, people do not know who is poor, near-poor, or escaped poverty to have supervision. On the other hand, the review of poor households has not been carried out seriously and lacks objectivity, so when implementing policies for poor households, they are passive and confused, many places level or miss out on subjects. Through the practice of poor household assessment in localities, it shows that the policy's propaganda to the people is not thorough, so many people do not clearly understand the purpose and meaning of poor household assessment. When villages and residential blocks organize assessment, many households do not participate in meetings, affecting the quality and time of assessment of poor and near-poor households.
In order for the assessment of poor households to be accurate, it is necessary to have close attention and direction from Party committees and authorities at all levels. Strictly implement the democratic regulations at the grassroots level so that people know, discuss, inspect, supervise and implement. The grassroots cadres must uphold their responsibilities and assess according to the correct criteria so that poor households have a real opportunity to improve their lives and escape poverty. In addition, Party committees and authorities at all levels must not only let poor households enjoy incentives and support policies from the State, but also pay attention to assigning assistance and have specific plans to help truly poor households with capital and techniques, and guide them in doing business to escape poverty sustainably. At the same time, it is necessary to propagate and create public opinion to praise households that try to escape poverty and condemn households that wait, rely on, and find every way to become poor households to enjoy preferential policies from the State.
