Through actual investigation, the people's complaint is well-founded.
We went to Hamlet 4, Tru Son Commune (Do Luong) to survey some households in the area, such as the families of Mr. Phan Van Thi, Nguyen Dinh Thanh, Pham Ba Hung... which are classified as poor households as reported. Witnessing the daily life as well as the economic conditions of these households, the people's reflections are indeed well-founded. Most of the families have houses built, roofed with corrugated iron, surrounded by fences, and fully equipped with living amenities such as sofas, televisions, motorbikes... Every family raises livestock and produces. Mr. DX, Hamlet 4, was upset: Although the assessment of poor households is public, in reality it is not based on poor household criteria, but on other reasons. According to Mrs. V, Hamlet 4: In the case of Mr. Nguyen Dinh Thanh, it is because his family has an elderly mother, although she lives separately but is sick, so the hamlet gives Mr. Thanh the poor household regime; in the case of Mr. Phan Van Thi, it is because he has many children (6 people - PV)...
Regarding the reflection, non-disabled subjects were included in the list of disabled. In the case of Ms. Nguyen Thi Dong, Hamlet 5, currently her mobility, daily activities and work are normal, but in the "Summary of results of disability assessment" of the Council for determining the level of disability of Tru Son commune, it is written "Nguyen Thi Dong, Hamlet 5, mentally ill, severely disabled".
The case of Ms. Nguyen Thi Phuong, Hamlet 4, after having an appendectomy was also considered to be classified as having a mobility disability, although in reality, Ms. Phuong still walks, lives, and works normally... While according to the provisions of the law on people with disabilities, it is clearly stated: "People with severe disabilities are those who, due to disabilities, have lost part or reduced function, cannot control themselves or cannot perform some activities of walking, dressing, personal hygiene and other activities to serve their daily personal needs and need someone to monitor, assist, and care for them".
Regarding the above issues, Mr. Nguyen Dinh Toi, policy officer of Tru Son commune, said: The assessment of poor households was proposed by the hamlets. After synthesizing, the commune posted it publicly at the commune People's Committee headquarters. However, after receiving feedback from the people, the commune went to hamlet 4 to verify, and indeed, the households that were reported to be not poor were classified as poor with a basis.

According to regulations, if the total family asset score exceeds 43 points, it is not considered a poor household. But in reality, the families that people reported all had scores exceeding the regulations, in which Mr. Nguyen Dinh Thanh's household had 46 points, Pham Ba Hung's 49 points, Dao Tat Ky's 56 points... Therefore, the Council concluded that the above households were not poor. Mr. Nguyen Thuy Dou - Chairman of the People's Committee of Tru Son commune also said: This is first of all due to the hamlet, we will review the direction of the poor household assessment for Mr. Nguyen Van Tu, Secretary, hamlet chief of hamlet 4, which has not been implemented in accordance with the process and regulations. Regarding the determination of disabled people, Mr. Toi and Mr. Dou said: Although the commune established a Council to determine the level of disability consisting of 9 members, meaning that 1 disabled person will have 9 members to evaluate, but it is only based on observation, so the results are difficult to be accurate...
Thus, it can be seen that the process of assessing poor households in hamlet 4, Tru Son commune is not realistic, causing public discontent. This issue first needs to consider the responsibility of the hamlet cadres, specifically hamlet chief Nguyen Van Tu, who proposed the wrong poor households. In addition, it is necessary to see that the cause of the above situation is due to poor guidance and inspection of the implementation of poor household assessment by the Party Committee and commune authorities. Commune leaders are still lax and do not closely supervise, leading to arbitrariness and irresponsibility in assessing poor households, as well as assessing the level of disability. Therefore, the Department of Labor, Invalids and Social Affairs of Do Luong district needs to promptly check and review the poor households and disabled people who have been assessed in the recent past in Tru Son commune to promptly adjust and reduce before making a decision on eligibility, in order to ensure fairness, correct subjects, and avoid future complaints; At the same time, inspect, clarify and strictly handle individuals and groups that commit violations.
