Seriously evaluate, avoid taking turns to "become" poor households
(Baonghean.vn) - On the morning of April 24, comrade Nguyen Dac Vinh - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation and delegate Hoang Thi Thu Trang - Director of the Provincial Civil Judgment Enforcement Department met with voters of Thinh Thanh commune, Yen Thanh district to prepare for the upcoming 5th session of the 14th National Assembly.

Reflecting to the National Assembly delegates, voter Hoang Van Quan said that supporting the poor is a tradition of our nation. The Party and State have also had policies to help poor households.
However, this voter expressed concern that in reality, there are households, hamlets, and even entire communes that "like to be poor" to enjoy the State's policies and regimes.
In order for the policy to help poor households to be effective and reduce the poverty rate, Mr. Quan said that it is necessary to study and adjust the evaluation mechanism appropriately. "How can we have a mechanism so that people do not like to accept poor households?" - voter Quan wondered.
This is also an opinion that received the agreement of voter Bui Van An. According to him, the regulations on evaluating poor households need to be studied and revised to ensure fairness because now many people want to be classified as poor households.

As a locality whose economy still depends on agriculture and forestry, voters of Thinh Thanh commune reflected many issues surrounding this field. Voter Nguyen Ba Thai said that market prices fluctuate and agricultural output is limited, so agricultural production is facing difficulties. "I hope that National Assembly deputies will consider and work with voters to reflect and coordinate with all levels, sectors and businesses to support farmers more effectively," this voter said.
Some other voters also suggested that it is necessary to strictly manage the construction of permanent houses on forestry land and rice fields; and consider redistributing production forest land to the people.
Many voters of Thinh Thanh commune also shared their excitement at the results of anti-corruption work in recent times and suggested continuing to promote and implement it strongly and drastically at the grassroots level.
"Officials should declare their assets from the time they become civil servants so that later on they can have assets that arise as a basis for comparison and explanation" - voter Hoang Van Quan suggested when referring to the issue of asset declaration of officials and party members.
Contents related to the socialization of education, policies for preschool teachers, and capacity building training for officials at the commune level were also reflected and recommended by voters to the National Assembly deputies.
Responding to voters' petitions on policies for poor households, Deputy Director of the Department of Labor, Invalids and Social Affairs of the province Nguyen Dang Duong commented: The psychological state of some poor households not wanting to escape poverty is a reality because they want to receive support from the State for poor households.
However, to ensure accurate assessment of poor households, the Deputy Director of the Department of Labor, Invalids and Social Affairs of the province repeatedly reminded voters of Thinh Thanh commune that the most important issue is at the grassroots level, because superiors cannot be as close to people's lives as the people in that village or hamlet.
Mr. Duong suggested: When evaluating poor households, the hamlets must do it strictly and seriously, avoid dividing the evaluation and taking turns to "be" considered a poor household.
Provincial Party Secretary Nguyen Dac Vinh directly responded to voters' petitions.
In particular, receiving opinions on the issue of poor households, the Provincial Party Secretary agreed with voters that there should be policies to motivate the poor to escape poverty.
The head of the Provincial Party Committee said that the Central Government, ministries, departments and branches regularly research solutions to create motivation, avoid giving money for free but support "fishing rods" for the poor such as: priority, support for loan policies...
Besides, the Provincial Party Secretary also said that the province is focusing on solutions to help poor households escape poverty such as economic development and job creation.
In particular, the province also proposed that businesses help accept positions requiring simple labor from poor households so that the poor can have stable jobs, creating motivation to escape poverty.
As for poor households that cannot work, are vulnerable in society such as the elderly, orphans, etc., the State provides support; at the same time, it calls on organizations, individuals, and businesses to help these households in the form of socialization.

Regarding the issue of mobilizing people's contributions, Secretary Nguyen Dac Vinh said that the Provincial Party Standing Committee has issued a directive prohibiting the collection of illegal fees, in addition to the prescribed fees.
The Provincial Party Secretary emphasized that it is necessary to propagate, mobilize and gain people's consensus and support before raising the issue of voluntary collection.
Regarding the work of preventing and combating corruption, Provincial Party Secretary Nguyen Dac Vinh affirmed that all levels and sectors must take the work very seriously, with the right people, the right jobs, and the right crimes. Any case where violations are discovered will be strictly handled without leniency.
