In recent times, through professional measures and a sense of responsibility, local police have actively coordinated to effectively resolve situations, in order to minimize all types of crimes, contributing to stabilizing the situation right at the grassroots level.

Coming to Dong Dai hamlet, Nam Kim commune (Nam Dan), we felt the peace and prosperity of a rural area. Mr. Dang Cong Ly, Party Secretary of the hamlet, said: The hamlet has a natural area of ​​2.7 hectares, 107 households, with 463 people, and is an area bordering the cemetery area of ​​Truong Son commune and the mountainous area bordering Son Tan commune (2 communes in Duc Tho district and Huong Son district, Ha Tinh), so it is inevitable that there will be conflicts and disagreements. Previously, it was often difficult to resolve incidents because there was no coordination between localities. Since the police of the 3 communes implemented the coordination regulations for border areas, the security and order situation in the hamlet has stabilized. The most reassuring thing is that the youth in the hamlet and neighboring communes do not have conflicts like before, but are increasingly connected and affectionate.

It is known that not only Dong Dai hamlet, in the years before 2003, the security and order situation in general, especially in the border area of ​​3 communes Nam Kim, Truong Son, Son Tan belonging to 3 districts of 2 provinces Nghe An and Ha Tinh was quite complicated such as: land encroachment, burial of graves across the border, property theft, gambling, disturbing public order... occurred frequently. However, the coordination to resolve the issue was extremely difficult, there were cases that had to be prolonged, causing panic and anxiety for the people. In that situation, the local police advised the Party Committee and authorities to establish a coordinated cluster to ensure security and order in the border area.

According to Mr. Phan Tuan Anh - Head of Truong Son Commune Police: On the first day of implementing the coordination regulations, due to not understanding each other and not grasping the characteristics of the area, some obstacles were encountered. However, up to now, right from the beginning of the incident in Truong Son Commune, not only Truong Son Commune Police have monitored and intervened, but it is also the task and responsibility of Son Tan Commune Police (Duc Tho), Nam Kim Commune Police (Nam Dan). Therefore, the incident and the subjects were quickly clarified. For example, the loss of dozens of cigarette cartons at the house of Mr. Thai Truong Giang (Truong Son commune) occurred on November 10, 2013. After receiving information that the subjects were taking them to neighboring areas for consumption, the police of 3 communes joined together to verify and find the consumer, Dang Thi Hoai, residing in Dong Dai hamlet, Nam Kim commune, to recover the property for Mr. Giang's family, and at the same time arrested 3 subjects including Nguyen Trung Kien, Le Van Truyen, Nguyen The Hien and handed them over to the Truong Son commune police for settlement.

Up to now, after 10 years of implementing the coordination regulations to ensure security and order in border areas, the police of Nam Kim, Truong Son and Son Tan communes have coordinated to handle 1 criminal case, 6 cases/9 administrative violations, 1 case/3 subjects of border area disputes, 3 cases/9 subjects of gambling, 3 cases of property theft, 1 case of firecracker trading,... According to Mr. Nguyen Nhu Khoi, Chairman of Nam Kim Commune People's Committee: Along with the results achieved through coordination work, the police of the communes have advised the Party Committee and the People's Committee to properly resolve conflicts, disputes and complaints among the people, not allowing them to become complicated and become hot spots. Therefore, the majority of people have well implemented the Party's guidelines, policies and the State's laws, thereby actively contributing to the construction of new rural areas and ensuring security and order.

Not only the border cluster in Nam Kim commune (Nam Dan), in Quynh Luu district, in the past 3 years, the communes of Quynh Tho, Son Hai, Quynh Long, Quynh Thuan, Quynh Dien, Quynh Hung have well implemented the regulations on border areas with Dien Hoang and Dien Hung communes of Dien Chau district; Quynh Giang commune with Dien Doai commune (Dien Chau);... Lieutenant Colonel Truong Dinh Tuan, Team leader of the Movement Building Team and in charge of the commune's security and order, Quynh Luu District Police, said: Implementing the regulations on coordination in border areas is a necessary task. Especially, with the characteristics of coastal communes, it is even more important, only then can we promptly prevent and arrest cases related to the transportation and trade of smuggled and prohibited goods. From close coordination, the commune police also grasped and promptly prevented complicated incidents occurring in each locality, especially during the time when students were on holiday, during Tet, and when fishermen returned from sea... In the past 3 years, the commune police directly investigated and handled 36 cases of property theft, 45 cases of intentional injury, 39 cases of public disorder, and 22 cases of gambling. They confiscated 2 motorbikes, 1 cow, and many other properties, worth 100 million VND, and returned them to the victims, and administratively punished 238 subjects.

Assessing the effectiveness of the border security clusters, Lieutenant Colonel Dinh Bat Cam, Deputy Head of the Department of Building the Movement for the Whole People to Protect the National Security, Provincial Police, affirmed: Border clusters in the province, specifically border security clusters from the commune level, have coordinated smoothly in the past time, bringing high efficiency in ensuring security and order. Because this level thoroughly understands the nature of the border areas, is closely involved in practical implementation, so it is easy to coordinate to solve arising problems. The border security clusters have formed a closed belt, contributing significantly to ensuring political security, order stability, and social safety in each locality in particular, and the province in general. Therefore, on the basis of promoting the achieved results, along with overcoming limitations, in the coming time, the Provincial Police will continue to direct local police to replicate this model, at the same time, build pilot models for localities to learn and follow.
