The Politburo issued new regulations on training and knowledge updating for leaders and managers at all levels.
The Politburo issued Regulation No. 145-QD/TW dated May 10, 2024 on training and knowledge updating regime for leaders and managers at all levels, replacing Regulation No. 164-QD/TW dated February 1, 2013.

Specifically: Training and updating knowledge and skills is an activity to consolidate and supplement necessary knowledge, new knowledge about political theory, Party building work and the political system; leadership and management skills of cadres to meet the requirements of the new situation (not including training in expertise, profession, professional titles, state management, resource reserve, national defense and security knowledge, resolution implementation,...).
The subjects of application include: Party committees, party organizations, departments, ministries, branches, central agencies, advisory agencies of Party committees at all levels, training and fostering facilities assigned to foster and update knowledge and skills for leaders and managers at all levels.
Leaders and managers at all levels are divided into 3 groups:
- Group 1: Key leaders and senior leaders of the Party and State.
- Group 2: Officials under the management of the Politburo and Secretariat.
- Group 3: Cadres under the management of Party committees, Party organizations, and leaders of agencies and units.
Training content is oriented as follows:
-The results of summarizing practices, developing theories on the Party's viewpoints and guidelines and knowledge contribute to improving capacity, thinking, vision, experience, and skills in leadership, governance, and management science; in building and perfecting institutions and policies.
- New content is issued in the Party's resolutions and documents associated with the Party's guidelines, policies, leadership and governance methods; Party building and the political system; socio-economic development, national defense, security, and foreign affairs at each level, agency, unit, and locality.
- World, regional, domestic and local situation.
- Experience of some advanced countries; experience in handling complex problems arising in leadership, administration and management.
About training time:
Group 1: Specific time is decided by the Politburo.
Group 2: At least 5 days/term decided by the Politburo and Secretariat.
Group 3: At least 7 days/term as decided by the Party Committee, Party organization, and leadership of the agency or unit managing the cadres.
Training is organized in person or in person combined with online.
- Purpose: To foster and update necessary knowledge and skills to contribute to improving capacity, thinking, vision, quality, work efficiency and practical experience for leaders and managers at all levels.
- Requirement: Training and updating knowledge and skills is a mandatory regime for leaders and managers; it is one of the criteria for evaluating cadres and Party committees and organizations. The organization and implementation of training and updating knowledge and skills for leaders and managers at all levels must be practical, effective, and avoid formality.
Training hierarchy
For Group 1 and Group 2:
- The Central Organizing Committee is responsible for advising on the development and implementation of annual training and updating plans for knowledge and skills, and for guiding, inspecting and supervising the implementation.
- The Central Propaganda Department is responsible for guiding the content of training, updating knowledge and skills, and coordinating the assessment of content. Coordinate guidance, inspection, and supervision of annual implementation.
- Ho Chi Minh National Academy of Politics takes the lead in organizing the implementation of the annual training plan to update knowledge and skills; takes the lead in coordinating with the Central Propaganda Department and relevant agencies to organize content appraisal and propose reporters.
For Group 3:
- The Central Propaganda Department is responsible for guiding the content of training, updating knowledge and skills, and coordinating the assessment of content. Coordinate guidance, inspection, and supervision of annual implementation.
- Ho Chi Minh National Academy of Politics presides over coordination and guidance of central departments, ministries, branches, provincial and municipal Party Committees directly under the Central Government to develop and appraise the content of the topic; introduce reporters.
- Central departments, ministries, branches and agencies are responsible for leading and directing their affiliated agencies and units to specify the implementation of the training regime and updating knowledge and skills. Coordinate with the Ho Chi Minh National Academy of Politics to select content and topics. Direct affiliated agencies and units to organize training and updating knowledge and skills for leaders and managers according to their authority.
- The Standing Committee of the Provincial Party Committee, City Party Committee, and Party Committee directly under the Central Committee are responsible for:
Lead and direct the Party committees and subordinate Party organizations to specify, inspect and supervise the organization and implementation of training regimes and updating of knowledge and skills. Coordinate with the Ho Chi Minh National Academy of Politics to select content, topics and organize the implementation of training for cadres under their management.
Direct the provincial Party Committee's organizing committee to coordinate with relevant agencies and provincial political schools to develop plans, select content, evaluate training program content, and organize training and update knowledge and skills according to authority.
Direct the Standing Committee of the district-level Party Committee, departments, branches, sectors, the Vietnam Fatherland Front, socio-political organizations, and provincial-level public service units to coordinate with provincial-level political schools and other relevant training institutions to organize training and update knowledge and skills for leaders and managers according to their authority.
