The Politburo issued a regulation on piloting the assignment of power and responsibility to leaders in personnel work.
The Politburo regulates the pilot assignment of authority and responsibility to leaders in personnel work. In particular, leaders are allowed to introduce candidates for election, appoint deputies, and appoint and dismiss direct subordinate leaders.
On behalf of the Politburo, Standing member of the Secretariat - Head of the Central Organization Committee Truong Thi Mai has just signed and issued Regulation No. 142 regulating the pilot assignment of authority and responsibility to leaders in personnel work.
The head is introduced to appoint a deputy.
A notable point of Regulation No. 142 is that the head is allowed to introduce candidates for election and appoint deputies based on the policies of competent authorities and regulations of the Politburo.
Specifically, with personnel from local sources, the head, based on the quantity, structure, standards, conditions, task requirements and personnel list in the selection planning, introduces 1 personnel for 1 position for the Party Committee, Party organization, and collective leadership of the agency or unit to consider and include in the list, and proceed with the next steps.

In case of personnel from other sources, the head, based on the quantity, structure, standards, conditions, and task requirements, recommends 1 personnel for 1 position so that the Party Committee, Party organization, and collective leadership of the agency or unit can consider and carry out the personnel process.
When there is a vacancy in the number of members of the Standing Committee, the head shall base on the criteria, conditions, congress personnel work plan, and planning list to select and introduce personnel for the Standing Committee to consider and submit to the Executive Committee to introduce additional members of the Standing Committee.
If the personnel are unanimously recommended by the executive committee, the standing committee will submit a request for approval from the competent authority before conducting the election.
The head also has the right to consider appointing and dismissing the heads of organizations, agencies and units at the administrative level under his/her direct management according to regulations.
This is done based on standards, conditions, requirements, and tasks, after discussing and reaching consensus with the Party Committee, Party organization, and collective leadership of the competent agency or unit, and the head decides to appoint the cadre.
When there is a basis for considering the dismissal of an official according to regulations, within 15 working days, the head shall issue a decision to dismiss the official and send a document to the Party Committee, Party organization, and collective leadership of the agency or unit directly managing the official.
Be responsible even when transferring jobs or retiring
Regulation 142 of the Politburo also clearly stipulates the responsibilities of leaders in personnel work.
Specifically, the head must be responsible for ensuring the standards, conditions, political qualities, ethics, lifestyle, and working capacity of the personnel he/she recommends; strictly implementing regulations on personnel work, regulations on controlling power, and preventing and combating corruption and negativity in personnel work.
In particular, the leader is responsible for his decisions even after transferring jobs or retiring in 2 cases.
Firstly, introducing cadres for election and appointment lacks impartiality and objectivity; does not ensure standards, conditions, political qualities, ethics, lifestyle, and working capacity.
Second, dismissing officials without ensuring the basis and procedures according to regulations.
The consideration and handling of responsibilities of leaders in case of violation of this regulation shall be carried out in accordance with the regulations on inspection, supervision and discipline of the Party and relevant regulations.
Scope, subjects, principles, authority, and responsibilities of the head in the pilot implementation of personnel work, including: Introducing candidates for election, appointing deputies of the head; electing additional members of the standing committee of the same-level Party Committee; appointing and dismissing subordinate leaders directly under their management authority.
The pilot assignment of authority and responsibility to leaders in personnel work is carried out with Party committees, Party organizations, agencies and units from the district level and above. The Central Military Commission and the Central Public Security Party Committee have separate regulations.
The pilot period for delegating authority and responsibility to leaders in personnel work is 5 years.
3 principles of piloting delegation of authority to leaders in personnel work
- Ensure the Party's unified leadership in personnel work and management of the staff; the principle of democratic centralism; impartiality, objectivity, openness, transparency, maintaining internal solidarity; promoting the responsibility of leaders and Party committees, Party organizations, and collective leadership of agencies and units in the political system.
- The head may or may not exercise the authority assigned under this Regulation and is responsible for his or her decisions.
- Party committees, Party organizations, and collective leadership of competent agencies and units shall review and implement personnel work procedures for personnel introduced by their heads according to regulations.
