The Politburo discussed socio-economic development in four key regions.

The Politburo affirmed that the issuance of the Resolutions was timely and appropriate, with many important policies, tasks and solutions in socio-economic development.

This morning (July 5), at the Party Central Committee Headquarters, General Secretary Nguyen Phu Trong chaired a Politburo meeting to give opinions on summarizing the Resolutions of the 9th Politburo on socio-economic development and ensuring national defense and security of 4 regions: Mekong Delta; Southeast region and Southern key economic region; North Central and Central coastal region; Northern midland and mountainous region. Attending the meeting were representatives of Party committees; steering committees of regions and a number of relevant ministries and branches.

The report summarizing the results of the implementation of the 4 Resolutions of the 9th Politburo in localities affirmed: The issuance of the Resolutions of the Politburo was timely and appropriate, with many correct policies, tasks and solutions as a basis for the Government to direct localities, ministries and branches to implement, contributing to many important results in socio-economic development, ensuring national security and defense and building the political system in the regions.

The average economic growth rate of all regions is higher than the national average and exceeds the targets set in the Resolutions. The average income per capita in the Mekong Delta region increased 2.5 times; the Northern midland and mountainous region reached 12.2 million VND, an increase of 3.6 times compared to 2004; the North Central and Central Coast regions reached more than 17.8 million VND, an increase of 5.5 times compared to 2000; the Southeast region and the Southern key economic region reached 48.6 million VND.

Based on the planning approved by the Prime Minister, the Ministries and local branches have developed urban development plans, especially for large cities; land resource use plans, development plans for sectors, fields and localities. The regions have opened 15,600 km of new roads, upgraded more than 33,000 km of roads of all kinds; completed upgrading of key national highways such as National Highway 1A, National Highway 2, National Highway 6, National Highway 50... invested in completing many car routes to commune centers, contributing to improving the rural mountainous traffic infrastructure system; planned and developed hundreds of economic zones, industrial parks, industrial clusters; created jobs for millions of local workers, increased budget revenue and absorbed new science and technology.
Education, training and vocational training have had many positive changes. By 2010, all provinces and districts in the four regions had general hospitals, nearly 100% of communes, wards and towns had health stations; the fields of culture, information, physical education and sports have been constantly developing, with over 95% of households having access to television and radio. The poverty rate has decreased rapidly; the water pollution situation in the river system in some places has gradually improved.

Implementing the Resolutions of the 9th Politburo, the armed forces of the regions were strengthened, successfully completing the work of recruiting, training, and practicing defense zones. The system of border stations and border posts along the border was strengthened with increased investment; complicated incidents were promptly resolved, political stability was maintained in the area; ethnic and religious issues were well handled, especially in the Khmer, Cham, and Mong ethnic areas. Projects combining economy with defense were gradually implemented well, maintaining and strengthening friendly relations with friendly countries sharing land borders with our country.

The report summarizing the results of implementing the Resolutions of the 9th Politburo in the 4 regions also pointed out the limitations, weaknesses, and obstacles in the implementation process; pointed out the causes, lessons learned, and proposed and recommended a number of major policies and solutions to continue implementing the Resolutions until 2015 and 2020. In which, focusing on renewing the growth model and restructuring the economy, improving the quality and efficiency of rapid and sustainable economic development, creating a foundation to basically become modern industrial zones before 2020, especially the Southeast region and the key economic region in the South.

Along with that, focusing on investment and building a modern, synchronous socio-economic infrastructure system is both a task and a breakthrough solution to accelerate socio-economic development and ensure solid national security and defense of the region. Quickly complete the construction, review and master plan for socio-economic development of the regions until 2020; continue to research, supplement and promulgate policy mechanisms to implement the Resolution, focusing on promptly researching and amending policies and laws on land, site clearance, overcoming unreasonable interests between the state, enterprises and people whose land is recovered; build close, sustainable regional linkages and effective, efficient regional management mechanisms./.
