Politburo calls on overseas Vietnamese to eliminate inferiority complex and prejudice
"It is necessary to build a spirit of openness, respect, sympathy, mutual trust, and looking towards the future; eliminate inferiority complexes and prejudices; and accept differences that do not go against the common interests of the nation," the Politburo's Directive clearly stated.
On May 19, the Politburo issued Directive No. 45 on continuing to implement Resolution No. 36 on working with overseas Vietnamese in the new situation.
Accordingly, after more than 10 years of implementing Resolution No. 36, work with overseas Vietnamese has achieved many important results. "The role of the overseas Vietnamese community is increasingly enhanced, truly an inseparable part of the Vietnamese ethnic community, a bridge of friendship between our country and host countries; at the same time actively contributing to building the homeland and the country", the Politburo's directive clearly stated.

The Directive also pointed out that the implementation of Resolution 36 in the past still has some limitations such as slow promulgation and implementation of some mechanisms and policies to create favorable conditions for overseas Vietnamese to preserve and promote the national identity and culture; some people still have prejudiced and inferiority complex attitudes; a few still have thoughts and actions that are not in line with national interests.
The above limitations and shortcomings are mainly due to the fact that some central and local agencies do not have a complete and unified awareness of the work for overseas Vietnamese; the agencies directly doing this work do not coordinate closely, and have overlapping functions and tasks; the organizational apparatus, staff and funding for this work do not meet the requirements of the task.
The Politburo believes that in the process of increasingly deep international integration, the Vietnamese community abroad will continue to increase in both quantity and residential area. Work with Vietnamese people abroad must be strengthened, so that the Vietnamese community can develop strongly, actively participate in strengthening the friendly and cooperative relations between Vietnam and the host countries; and actively contribute to the cause of building and defending the Fatherland.
"It is necessary to build a spirit of openness, respect, sympathy, mutual trust, and looking towards the future; eliminate inferiority complexes and prejudices; accept differences that do not go against the common interests of the nation; all Vietnamese people, regardless of ethnicity, religion, origin, social status, or reason for going abroad, who wish to contribute to the realization of the above goals, are gathered in the great national unity bloc," the Directive clearly stated.
The Politburo also affirmed that overseas Vietnamese are an inseparable part and a resource of the Vietnamese national community. All overseas Vietnamese are encouraged and facilitated to return to visit their homeland, invest in production and business, and contribute to the cause of national construction and defense. Outstanding issues will be resolved in a spirit of openness and sincerity, closing the past and looking towards the future. Persistently mobilizing and persuading those who still hold prejudices and inferiority complexes.
The State will continue to closely coordinate with countries where Vietnamese people live to support them to have a solid legal status, ensuring a long-term life in their place of residence. Improve the effectiveness of citizen protection, labor management, international students, and Vietnamese people married to foreigners.
Those who qualify will also soon be granted citizenship, making it easier to own houses in Vietnam; simplifying procedures for entry and exit, investment, transfer, receipt and use of remittances. Overseas Vietnamese also regularly contribute opinions and participate in major political and social events of the country.
Mechanisms, policies and laws will be reviewed, creating a favorable legal corridor for overseas Vietnamese to return to invest, produce and do business, while attracting investment and technology transfer from other countries to Vietnam and promoting exports and supporting Vietnamese investment abroad. The State will also have policies to attract and employ overseas Vietnamese experts and intellectuals, especially in essential fields, to meet the requirements of national construction and defense; Early implementation of online Vietnamese language teaching programs suitable for each locality.
Forms of gathering and mobilizing overseas Vietnamese, especially the younger generation, will be emphasized by expanding mobilization, contacting prestigious and influential individuals in the community, piloting research to recognize overseas Vietnamese branches as members of the Front, Women's Union, Youth Union, Vietnam Union of Friendship Organizations... and promoting rewards for overseas Vietnamese who have contributed to the country and community work.
