The Politburo has disciplined Deputy Prime Minister Le Minh Khai.

On August 13th, at the Party Central Headquarters, the Politburo and the Secretariat reviewed and imposed disciplinary measures on Party organizations and members who had committed violations and shortcomings.

After considering the proposal of the Central Inspection Committee, the Politburo and the Secretariat of the Central Committee found that: The Standing Committee of the Lam Dong Provincial Party Committee for the 2015-2020 term violated the principle of democratic centralism and the Working Regulations, failing to report to the Provincial Party Committee to seek approval for the planning of three types of forests in the province; lacking responsibility, neglecting leadership and direction, and failing to inspect and supervise, allowing the Standing Committee of the Provincial People's Council to issue a document replacing the Provincial People's Council's resolution on the planning of three types of forests in violation of regulations and beyond its authority.

The Standing Committee of the Lam Dong Provincial Party Committee also allowed the Provincial People's Committee to issue decisions and documents on the planning of three types of forests, changing the purpose of forest land and residential land use, fulfilling financial obligations, managing projects, and construction order at three projects without legal basis, contrary to regulations, exceeding authority, and posing a risk of revenue loss and misappropriation of state budget funds; many Party organizations and Party members were disciplined.

The Standing Committee of the Lam Dong Provincial Party Committee for the 2020-2025 term violated the principle of democratic centralism and the Working Regulations by failing to convene a meeting to approve the continued conversion of forest land to residential land in the Dai Ninh Urban Area Project (Dai Ninh Project).

This agency also unanimously approved the construction of the Golf Club building, which violated legal regulations; showed irresponsibility, lax leadership and direction, and lacked inspection and supervision, allowing the Standing Committee of the Provincial Party Committee to approve the report to the Prime Minister, agreeing with the results of the inspection and verification by the Government Inspectorate, for the Dai Ninh Project to be extended and continue implementation in violation of regulations; the Provincial People's Committee was slow in determining the financial obligations regarding land for the Dai Ninh Project, posing a significant risk of revenue loss for the State budget.

In addition, many officials and Party members, including key provincial leaders, have been disciplined or prosecuted in the case of "Giving bribes, receiving bribes, and abusing positions and powers while performing official duties" that occurred at the Dai Ninh Project in Lam Dong province and related units and localities.

The Politburo also concluded that the Party Committee of the Government Inspectorate for the 2016-2021 term violated the principle of democratic centralism, Party regulations, and the Working Regulations; lacked responsibility and neglected leadership and direction, allowing the Government Inspectorate to resolve the petition of Saigon Dai Ninh Company in violation of the Law on Inspection; and recommended extending the project's progress and land use rights in violation of regulations; many officials and Party members were disciplined and prosecuted.

The Politburo also concluded that Mr. Le Minh Khai - Deputy Prime Minister, former Secretary of the Central Committee of the Party; former member of the Central Executive Committee of the Party, Secretary of the Party Committee, and Inspector General of the Government - had violated Party regulations and State laws in performing his assigned duties and responsibilities.

Mr. Khai also violated regulations on what Party members are not allowed to do and the responsibility of setting an example; causing serious consequences, negative public opinion, and diminishing the prestige of the Party organization and the Inspection sector.

Based on the content, nature, extent, consequences, and causes of the violations committed by the aforementioned Party organizations and Party members, and in accordance with the Party's regulations on disciplinary action against Party organizations and members who have committed violations, the Politburo has decided to issue a Warning to the Standing Committee of the Lam Dong Provincial Party Committee for the terms 2015-2020 and 2020-2025, and to Mr. Le Minh Khai.

The Secretariat of the Central Committee decided to issue a Warning disciplinary measure to the Party Committee of the Government Inspectorate for the term 2016-2021.

The Politburo and the Secretariat of the Central Committee requested that relevant agencies promptly and consistently implement administrative disciplinary measures in conjunction with Party discipline.
