On July 15 and 16, 2024, in Hanoi, the Central Inspection Commission held its 43rd meeting under the chairmanship of Mr. Tran Cam Tu - Politburo member, Secretary of the Party Central Committee, Chairman of the Central Inspection Commission.
At this Session, the Central Inspection Commission (CIC) reviewed and concluded a number of contents.

Specifically, after reviewing the inspection results when there were signs of violations and reviewing, proposing disciplinary action against the Party Committee of the People's Committee of An Giang province, the Central Inspection Commission found that: The Party Committee of the People's Committee of An Giang province violated the principle of democratic centralism and working regulations; lacked responsibility, loosened leadership and direction, allowing the Provincial People's Committee and a number of organizations and individuals to violate Party regulations and State laws in the management and exploitation of natural resources and minerals in the province; a number of cadres and party members were disciplined and criminally prosecuted.
The above violations have caused serious consequences, risking large losses of the State budget, causing bad public opinion, reducing the prestige of the Party organization and local government, to the point of requiring consideration and disciplinary action.
The main responsibility for the above violations and shortcomings belongs to the Standing Committee of the Provincial Party Committee for the terms 2015-2020, 2020-2025; the Party Committee of the Provincial People's Committee for the terms 2016-2021, 2021-2026; the Party Delegation of the An Giang Provincial People's Council for the term 2016-2021 and the following individuals: Nguyen Thanh Binh - former Deputy Secretary of the Provincial Party Committee, Secretary of the Party Committee, Chairman of the Provincial People's Committee (expelled from the Party and criminally prosecuted); Vuong Binh Thanh - former Deputy Secretary of the Provincial Party Committee, Secretary of the Party Committee, Chairman of the Provincial People's Committee; Le Van Nung - Standing Deputy Secretary of the Provincial Party Committee, Secretary of the Party Committee, Chairman of the Provincial People's Council; Le Van Phuoc - Member of the Standing Committee of the Provincial Party Committee, Deputy Secretary of the Party Committee, Standing Vice Chairman of the Provincial People's Committee; Lam Quang Thi - Member of the Provincial Party Standing Committee, Secretary of Chau Doc City Party Committee, former member of the Party Executive Committee, Vice Chairman of the Provincial People's Committee and a number of other Party organizations and Party members.
Considering the content, nature, level, consequences, and causes of the violation; based on Party regulations, the Central Inspection Committee decides to take disciplinary action:
- Warning to the Party Committee of An Giang Provincial People's Committee for the terms 2016-2021, 2021-2026 and the following individuals: Vuong Binh Thanh; Nguyen Trong Thanh, Deputy Secretary of the Party Committee, Deputy Director of the Department of Natural Resources and Environment; Pham Thanh Nhon - Deputy Secretary of the Town Party Committee, Chairman of Tinh Bien Town People's Committee; Dinh Minh Hoang - Deputy Director of the Center for Trade and Investment Promotion of An Giang Province.
- Reprimand the Party Delegation of the People's Council of An Giang province for the 2016-2021 term and comrades: Le Van Nung, Le Van Phuoc, Lam Quang Thi; comrade To Hoang Mon - Deputy Director of An Giang Urban Environment Joint Stock Company.
The Central Inspection Commission proposed that competent authorities consider and discipline the Standing Committee of the An Giang Provincial Party Committee for the terms 2015 - 2020 and 2020 - 2025.
The Central Inspection Commission requested the Standing Committee of the Provincial Party Committee and the Party Committee of the An Giang Provincial People's Committee to promptly remedy the violations and shortcomings pointed out; consider and handle organizations and individuals with violations according to their authority.
Also at this session, the Central Inspection Commission considered the proposal of the Standing Committee of the Party Committee of the Central Agencies on disciplining party members who violated the law. The Central Inspection Commission found that Mr. Le Thanh Van - Standing Member of the Finance and Budget Committee of the National Assembly, Delegate of the 15th National Assembly, had degraded in political ideology, ethics, lifestyle, "self-evolution", "self-transformation"; violated Party regulations and State laws in performing assigned duties and tasks; was negative, took advantage of his position and power for personal gain, and violated the Law on Anti-Corruption.
Mr. Van also violated regulations on what party members are not allowed to do and the responsibility to set an example; causing very serious consequences, negatively affecting the reputation of the Party organization and the agency and work unit, to the point that disciplinary action must be considered.
Based on Party regulations, the Central Inspection Committee decided to expel Mr. Le Thanh Van from the Party.
Considering the Report proposing disciplinary action against a number of Party members who violated the Party Committee of Binh Thuan province, the Central Inspection Commission found that Mr. Phan Doan Thai - former Provincial Party Committee member, Party Committee Secretary, Director of the Department of Education and Training; Mr. Xa Duong Thang - former Provincial Party Committee member, Party Committee Secretary, Director of the Department of Construction, former Secretary of the Bac Binh District Party Committee, Binh Thuan province, had degraded in political ideology, morality, and lifestyle.
These men also violated Party regulations and State laws in performing their assigned duties and tasks; violated regulations on what Party members are not allowed to do and the responsibility to set an example, causing very serious consequences, public outrage, and very bad effects on the reputation of the Party organization, agency, and work unit, to the point that disciplinary action must be considered and taken.
Based on Party regulations, the Central Inspection Committee proposed that competent authorities consider and discipline two men: Phan Doan Thai and Xa Duong Thang.
Continuing to implement the conclusion of the Central Inspection Commission at the 40th Session regarding the Standing Committee of Vinh Phuc Provincial Party Committee and a number of related Party organizations and Party members; based on Party regulations, the Central Inspection Commission decided to take disciplinary action:
- Warnings to individuals: Bui Hong Do - Party Secretary, Director of the Department of Culture, Sports and Tourism; Phan Tue Minh - Party Secretary, Chairman of the Provincial Union of Science and Technology Associations; Le Nguyen Thanh Trung - Deputy Secretary of the District Party Committee, Chairman of the People's Committee of Vinh Tuong District; Dinh Van Muoi - Deputy Director of the Department of Labor - Invalids and Social Affairs; Do Trang Quang - former Standing Deputy Secretary of the City Party Committee, Chairman of the People's Council of Phuc Yen City; Dang Quang Thuy - former member of the Standing Committee of the District Party Committee, Vice Chairman of the People's Committee of Vinh Tuong District, Vinh Phuc Province.
- Reprimanded individuals: Dao Anh Dung - Standing Deputy Secretary of the City Party Committee, Chairman of the People's Council of Phuc Yen City; Tran Ngoc Hai - Member of the Standing Committee of the City Party Committee, Chairman of the People's Council of Vinh Yen City; Hoang Trong Loi - Member of the City Party Committee, Vice Chairman of the People's Committee of Phuc Yen City, Vinh Phuc Province.
Implementing the conclusions and directions of the Central Inspection Commission, after reviewing the results of the review of the responsibilities of a number of Party members who committed violations and shortcomings related to projects and bidding packages implemented by the International Progress Joint Stock Company (AIC) at the Ministry of Finance and localities and units: Hanoi, Nghe An, Ha Tinh, Ben Tre, Hau Giang, Vinh Long, the Government Office, the Central Inspection Commission requested Party organizations and Party members to continue to promptly correct the violations and shortcomings that have been pointed out.
In addition, the Central Inspection Commission also reviewed the results of the supervision of the Central Secretariat of the Ho Chi Minh Communist Youth Union and the First Secretaries and Standing Secretaries of the Central Youth Union.
The Central Inspection Commission requested the Central Youth Union Secretariat and supervised party members to continue promoting their strengths; review their responsibilities, promptly overcome violations and shortcomings in leadership, direction, development and implementation of the Operating Regulations; organization and personnel work; management, use of finance, assets, investment and declaration of assets and income.
Considering the results of the inspection of the implementation of inspection, supervision, and disciplinary tasks within the Party, the inspection of Party finances for the Provincial Party Standing Committee and the Provincial Party Committee's Inspection Commission; and the inspection of asset and income declarations for cadres under the management of the Politburo and the Secretariat in the provinces of Ha Nam and Khanh Hoa, the Central Inspection Commission found that:
In addition to the basic advantages, the inspected Party organizations and Party members also had a number of violations and shortcomings in leadership, direction, organization of the implementation of inspection, supervision and Party discipline enforcement tasks; in the management and use of Party finance and assets; and in the declaration of assets and income.
The Central Inspection Commission requires inspected Party organizations and Party members to continue promoting their strengths; seriously review, learn from experience, promptly correct violations and shortcomings that have been pointed out, and report the results to the Central Inspection Commission.
Also at this session, the Central Inspection Commission resolved 1 Party disciplinary complaint and considered and concluded a number of other important contents.
