Nghe An Provincial People's Committee has just issued a Directive on strengthening discipline, administrative discipline, and improving work efficiency in agencies, organizations, and units in Nghe An province.

Accordingly, in the past time, the Provincial People's Committee and the Chairman of the Provincial People's Committee have issued many documents directing the strict implementation of the Working Regulations of the Provincial People's Committee and rectifying and strengthening administrative discipline and order, and enhancing responsibility in handling work. However, there are still situations of evasion, shirking of responsibility, and lack of initiative of a number of cadres, civil servants, and public employees; coordination between a number of agencies, units, and localities is not close and timely; there are still cases of slow participation in giving opinions or not clearly expressing opinions, prolonging the processing time, affecting the progress and quality of work, reducing the effectiveness and efficiency of state management, and hindering the direction and administration of authorities at all levels for socio-economic development.

To continue to rectify and overcome the above-mentioned shortcomings and limitations, improve the effectiveness and efficiency of direction and administration; strengthen administrative discipline and order; promptly remove difficulties and obstacles for organizations, people and businesses, the Chairman of the Provincial People's Committee requests:

1.Directors of Departments, Heads of provincial-level departments and branches, Chairmen of People's Committees of districts, cities and towns, Heads of state administrative agencies at all levels:

a) Continue to thoroughly grasp and better organize the implementation of the Working Regulations of the Provincial People's Committee, the working regulations of agencies, units, localities and the guiding documents of the Central and the province on promoting administrative reform, strengthening discipline, administrative discipline, public ethics, exemplary responsibility,...

The head must take direct and comprehensive responsibility for all aspects of the agency's and unit's activities; improve the sense of responsibility, discipline, professional capacity, ethical standards, lifestyle, etc. of himself and his staff, civil servants, public employees, and workers.

b) Continue to review, promptly amend and supplement working regulations, assignment procedures and organization of task implementation of agencies and units under authority to closely follow the actual situation, suitability and competence; individualize responsibilities in each stage of the work processing process, ensuring that tasks under authority must be handled quickly, promptly and effectively. Implementing administrative reform, public service reform, codes of conduct and public ethics of cadres and civil servants in state administrative agencies at all levels must ensure substance and effectiveness.

c) Directly direct, regularly urge and inspect the implementation of tasks assigned by the Provincial People's Committee, on schedule, ensuring quality; overcome the situation of slow implementation of the direction and management contents of the Provincial People's Committee; proactively carry out assigned tasks in the work program of the Provincial People's Committee to ensure correct procedures, quality and progress; in case of difficulties or problems leading to slow handling according to the assigned progress or proposing to adjust the progress/withdraw from the work program, it is necessary to report to the Provincial People's Committee, the Chairman of the Provincial People's Committee clearly explains the reasons, and commits to the completion time frame.

d) For consulting on handling and resolving work:

- The presiding agency must proactively handle and coordinate with relevant agencies and units when resolving work. Do not transfer work under the authority of the agency to another agency. During the coordination process, only consult with agencies directly related to the submitted content. The agency being consulted must respond on time, have clear views and opinions, and be responsible for the contents within its management functions and tasks; in case there are still problems, it is necessary to clearly state the handling plan to resolve the problems. In case the time limit has passed and the agency being consulted has not responded, the presiding agency shall summarize and clearly report in the file submitted to the competent authority. For issues with different opinions, the Head of the presiding agency must promote personal responsibility, proactively work directly with the Head of the agency with different opinions to discuss and reach an agreement before submitting to the Provincial People's Committee.

- Documents for consultation and submission to the Provincial People's Committee must have complete documents, ensure quality, clearly state opinions, be within the authority to handle and comply with the provisions of law. Require the direct head to sign and submit (in case of absence, the deputy is authorized) for the following documents: submit to the Standing Committee of the Provincial Party Committee, the Standing Committee of the Provincial Party Committee, the Provincial Party Executive Committee, the Provincial People's Council, the Party Committee of the Provincial People's Committee; advise the Provincial People's Committee to send to the Government, the Prime Minister, ministries, branches, and central agencies (except for documents with simple content); advise the Provincial People's Committee and the Chairman of the Provincial People's Committee to issue decisions; contents on planning (including planning adjustments), plans, programs, projects; investment policies of projects (including adjustments, extensions, withdrawals, etc.); functions, tasks, and organizational structure; personnel work, payroll, inspection, handling of complaints and denunciations and other important contents.

- For documents submitted to the Provincial People's Committee and the Chairman of the Provincial People's Committee: Request agencies and units to send documents to specialized departments and branches (according to assigned functions and tasks) for appraisal and submission to the Provincial People's Committee and the Chairman of the Provincial People's Committee, avoiding sending documents to higher levels.

d) Be determined and resolute in resolving administrative procedures within the authority of agencies and units in a timely, effective, public and transparent manner. Strengthen inspection and supervision of public service activities; promptly review, replace or transfer to other jobs cadres and civil servants with weak capacity, who do not meet job requirements, do not dare to do, avoid, shirk, or are afraid of responsibility, affecting the common tasks; detect and strictly handle agencies, units, heads of agencies and units, and cadres, civil servants and public employees who allow delays, inconvenience, harassment, corruption and negativity to occur.

e) Strictly implement discipline and order when attending meetings, with the correct composition, and do not be absent without a valid reason; in case of inability to attend, report and get the approval of the chair, then send someone with sufficient authority and ability to meet the content and requirements to attend the meeting.

f) Strictly protect state secrets and internal politics according to regulations. Strengthen the work of ensuring security and safety of information systems of state agencies in the province according to the requirements of Directive No. 18/CT-UBND dated May 21, 2024 of the Chairman of the Provincial People's Committee.

2.The Provincial Inspectorate strengthens management and direction of the implementation of inspections of public service activities in accordance with legal regulations. At the same time, it strengthens post-inspection handling, monitoring, urging, and checking the implementation of inspection conclusions. Coordinates with the Department of Home Affairs to advise the Chairman of the Provincial People's Committee to consider and handle according to their authority collectives and individuals who violate the law in the performance of public service.

3.Upon receiving the submission documents of agencies and units that do not meet the requirements of this Directive, within a maximum of 02 working days, the Office of the Provincial People's Committee shall issue a document returning the documents and submissions to the agencies and units; if the first violation is notified, a warning will be issued, if the second violation is reported, the Chairman of the Provincial People's Committee will advise the Chairman of the Provincial People's Committee to criticize the head of that agency or unit, and at the same time send them to the Party Committee of the Provincial Agencies Bloc and the Department of Home Affairs for monitoring and synthesis.

4.Department of Home Affairs:

a) Research and advise the Provincial People's Committee to implement Decree No. 73/2023/ND-CP dated September 29, 2023 of the Government regulating the encouragement and protection of dynamic, creative, daring to think, daring to do, and daring to take responsibility for the common good.

b) Advise on the effective implementation of legal regulations related to public service activities. Monitor, urge, and direct the strengthening of regular and unscheduled inspections of the implementation of this Directive. Monitor and compile a list of heads of agencies and units criticized by the Chairman of the Provincial People's Committee to report at the meeting to propose annual evaluation and classification of the collective leadership and heads.

Requesting Directors of Departments, Heads of provincial-level departments and branches, Chairmen of People's Committees of districts, cities, towns and relevant agencies and organizations to thoroughly grasp and develop plans to seriously and drastically implement the contents of this Directive; periodically report the implementation results to the Department of Home Affairs every 6 months for synthesis and reporting to the Chairman of the Provincial People's Committee.
