Nghia Dan district needs to make efforts to improve its administrative reform index ranking.
(Baonghean.vn) - The inspection team of the Department of Home Affairs requested Nghia Dan district to direct the focus on overcoming shortcomings and limitations in administrative reform work, improving the ranking of local administrative reform work in the coming time.
On the morning of May 14, the Administrative Reform Inspection Team of the Department of Home Affairs, led by Ms. Nguyen Thi Mai Thuong - Deputy Director of the Department of Home Affairs, had a working session with Nghia Dan district, one of the 7 units selected by the Provincial Steering Committee for Administrative Reform as a pilot for administrative reform in 2024.

Strengthening leadership and direction
To strengthen leadership over administrative reform, the Standing Committee of Nghia Dan District Party Committee issued Directive No. 08-CH/HU dated April 1, 2024 on strengthening the Party's leadership over administrative reform and reorganization of commune-level administrative units in the district for the period 2023-2025.
The District Administrative Reform Steering Committee has more comprehensive solutions in directing administrative reform work in the district. At the same time, to focus on leading and directing the implementation of administrative reform work in 2024, the District Steering Committee has selected 6 units to direct the pilot areas. As a result, the selected units have developed programs and plans to implement and carry out the required contents.

Regarding administrative procedure settlement, the District People's Committee issued Directive No. 01/CT-UBND dated January 15, 2024 on promoting solutions and improving the efficiency of administrative procedure settlement to provide public services to people and businesses in the district, along with many other relevant leadership and directive documents.
In addition, regularly monitor and inspect the reception and settlement of administrative procedures by departments under the District People's Committee, communes and towns on the province's administrative procedure settlement information system; thereby promptly urging and reminding units to speed up the process of handling records, limiting delays.

The District People's Committee has installed a camera system to monitor administrative procedure settlement activities in 23 communes and towns. Through monitoring, it has promptly urged and reminded in administrative procedure settlement activities.
In addition, the district strengthens discipline and order in state administrative agencies. Promotes the effective application of information technology in receiving and handling administrative procedures, creating the "best, fastest, most convenient" conditions for people and businesses when carrying out administrative procedures, helping the direction and operation of agencies and units to be timely.
Results of administrative procedure settlement in the first 4 months of 2024, district level: Total number of received records: 619 records (498 newly received records, 121 records transferred from the previous period), of which 02 records were directly received, accounting for 0.4%; 496 records were received online, accounting for 99.6%.
Commune and town level: Total number of received records 3,968 records (newly received 3,958 records, records in stock at the beginning of the period standardized to 10 records), of which 1,221 records were directly received, accounting for 30.6%; 2,747 records were received online, accounting for 69.4%. 3,863 records have been resolved (of which 3,848 records were before the deadline, accounting for 99.6%; 15 records were late, accounting for 0.4%); the number of records being resolved is 105 records.

Digital transformation activities continue to receive attention from the district, gradually improving the operational efficiency of agencies in the entire political system, and being open and transparent in providing public services to the people.
At the same time, the district led, directed and well implemented Project 06, contributing to changing the method of citizen management from manual, using documents to modern, applying information technology; managing the entire population through personal identification codes; overcoming the lack of uniformity and improving the quality, efficiency and accuracy in managing basic information of citizens.

Overcoming existing problems and limitations
In addition to the achieved results, the administrative reform process in the district still has some shortcomings and limitations. Specifically, administrative reform work in some commune-level units is still ineffective; the results of handling administrative procedures for organizations, people and businesses still have a situation of delayed records, the rate of online reception at the commune level has not met the requirements; the rate of online payment in some communes is still low.
Some cadres, civil servants and public employees have not strictly complied with discipline and administrative rules. The application of information technology and digital transformation in some commune-level localities of the district has not met the requirements.
Through on-site inspections at a number of localities and the District's Reception and Results Department and working with district leaders, Comrade Nguyen Thi Mai Thuong - Deputy Director of the Department of Home Affairs requested that Nghia Dan district leaders focus on overcoming the shortcomings and limitations in the district's administrative reform work that have been pointed out by the Department of Home Affairs in 2023.

"From the results of the administrative reform index ranking of the district in 2023, ranked 10th out of 21 districts, cities and towns (down 4 places compared to 2022), the district needs to analyze and evaluate the remaining limitations in the index to have solutions to overcome and improve the ranking of administrative reform in the coming time" - Deputy Director of the Department of Home Affairs emphasized.
The district needs to closely follow the tasks of the Provincial Steering Committee for Administrative Reform for the provincial pilot units to direct the departments under the District People's Committee and communes and towns to promptly implement. In particular, focus on prioritizing the implementation of tasks of reforming administrative procedures, public services, civil servants, digital transformation, building and developing e-government; balance the budget to upgrade the one-stop shop at the district, commune and town levels.
At the same time, focus on effectively implementing Resolutions, Programs, Projects, and Administrative Reform Plans of the province. Especially Resolution 05-NQ/TU of the Provincial Party Committee on promoting administrative reform in Nghe An province in the period of 2021-2030; Resolution 09-NQ/TU on digital transformation in Nghe An province in the period of 2021-2025, with a view to 2030.

In addition, continue to strengthen inspection of discipline, administrative discipline and public service regime at agencies and units in the district. Resolutely handle and transfer cadres, civil servants and public employees who violate public ethics, cause public trouble, harassment or are sluggish and weak.
At the same time, the locality needs to deploy the Job Position Project to implement the new salary policy. Implement the Resolutions on the regime for commune-level officials, civil servants, and non-professional officials according to Decree 33/2023 and the Resolutions of the Provincial People's Council.
