In the 2023 Public Administration Reform Index (PAR INDEX), Nghe An province leads the North Central region.

(Baonghean.vn) - According to the results of the announcement of the Administrative Reform Index (PAR INDEX) in 2023 by the Government's Steering Committee for Administrative Reform, in 2023 Nghe An achieved 88.48 points, ranked 15th out of 63 provinces and cities, up 1 place compared to 2022.

On the morning of April 17, at the Government Headquarters, the Government's Steering Committee for Administrative Reform (PAR) held a conference to announce the PAR Index 2023 (PAR INDEX) of ministries, branches, and localities and the Satisfaction Index of People and Organizations with the Services of State Administrative Agencies in 2023 (SIPAS).

The results of the 2023 PAR Index of provinces and centrally-run cities are divided into 02 groups: Group A, achieving Index results of 90% or higher, has 07 provinces and cities. Group B, achieving Index results of 80% - below 90%, has 56 provinces and cities.

According to the assessment, the leading group of the 2023 PAR Index rankings of provinces/cities maintained stability. Quang Ninh province continued to lead the PAR Index rankings with a result of 92.18%; from 2012 to present, Quang Ninh has topped the national PAR Index rankings 6 times. Ranked 2nd out of 63 is Hai Phong city, reaching 91.87% and for the 4th consecutive year, Hai Phong achieved an Index result of >90%.

Some other localities have also shown remarkable progress and achieved very positive results in administrative reform, such as: Hanoi, reaching 91.43%, ranked 3rd/63; Bac Giang reached 91.16%, ranked 4th/63 and Ba Ria - Vung Tau, reaching 91.03%, ranked 5th/63. At the bottom of the 2023 PAR Index rankings is An Giang province, reaching 81.32%.

According to the announced results, the PAR INDEX in 2023 of Nghe An province ranked 15th out of 63 provinces and cities nationwide; leading the provinces in the North Central region.

SIPAS Index - people's satisfaction with the service of State administrative agencies in 2023, Nghe An province reached 85.62, ranked 12th/63 provinces and cities nationwide, ranked 2nd among provinces in the North Central region.

The Administrative Reform Index of provinces and centrally-run cities is assessed with 8 component indexes. Including:

1. Administrative reform direction and management (CHCC): 6 criteria and 2 component criteria

2. Developing and organizing the implementation of legal documents in the province: 4 criteria and 6 component criteria

3. Administrative procedure reform: 5 criteria and 19 component criteria

4. Organizational reform: 4 criteria and 12 component criteria

5. Building and improving the quality of staff, civil servants and public employees: 9 criteria and 16 component criteria

6. Public finance reform: 4 criteria and 15 component criteria

7. Administrative modernization: 5 criteria and 17 sub-criteria

8. Impact of administrative reform on people, organizations and socio-economic development indicators of the province: 6 criteria, 8 component criteria.

In 2023, 7/8 component indexes increased in score and 1/8 component indexes decreased in score compared to 2022. Of which, the highest increase was the component index "Building and developing e-Government, Digital Government", with an increase of 6.60%; The only component index with an average value decreasing compared to 2022 was "Impact of Administrative Reform on people, organizations and socio-economic development at the local level", with a decrease of 1.29%.

The report of the Government's Steering Committee for Administrative Reform assessed that the achievements of administrative reform in the past year of ministries, branches and localities have been basically quantified, demonstrated through the results of the scores and rankings of the 2023 Administrative Reform Index of ministries, ministerial-level agencies, People's Committees of provinces and centrally run cities. Since its implementation, the Administrative Reform Index has continued to affirm itself as an important management tool, an important measure to help clearly identify strengths and weaknesses in the implementation of administrative reform tasks of each ministry, branch, province and city; at the same time, individualizing the responsibility of each individual and organization in implementing administrative reform tasks, contributing to improving the effectiveness of leadership, direction and operation of heads of ministries, branches, localities and agencies and units.
