Nghe An Provincial People's Committee has just issued a document implementing Directive No. 16/CT-TTg dated May 20, 2024 of the Prime Minister on continuing to reduce and simplify administrative procedures at ministries, branches and localities to serve people and businesses.

Accordingly, implementing Directive No. 16/CT-TTg dated May 20, 2024 of the Prime Minister on continuing to promote the reduction and simplification of administrative procedures at ministries, branches and localities to serve people and businesses, the Provincial People's Committee requests directors of departments, heads of provincial-level departments and branches; Chairmen of People's Committees of districts, cities and towns to focus on directing and organizing the strict, complete, timely and effective implementation of tasks and solutions on administrative procedure reform in programs, projects, plans, directives and resolutions approved by the Government and the Prime Minister..., Directive No. 43/CT-UBND dated December 28, 2023 of the Provincial People's Committee on promoting solutions to reform and improve the efficiency of handling administrative procedures, providing public services to serve people and businesses in Nghe An province, focusing on the following contents:

Departments, branches and sectors with internal administrative procedures announced in Decision No. 2219/QD-UBND dated July 25, 2023 of the Provincial People's Committee Chairman on announcing internal administrative procedures between State agencies under the management scope of Nghe An Provincial People's Committee shall continue to review and study proposals to reduce internal administrative procedures according to the guidance of the Government Office in Official Dispatch No. 6828/VPCP-KSTT dated October 12, 2022; Official dispatch No. 1927/VPCP-KSTT dated March 25, 2024 on the implementation of the task of announcing, reviewing and simplifying internal administrative procedures to ensure the minimum criteria as prescribed in Decision No. 1085/QD-TTg dated September 15, 2022 of the Prime Minister promulgating the plan to review and simplify internal administrative procedures in the state administrative system for the period 2022 - 2025 and Plan No. 793/KH-UBND dated December 14, 2022 of the Provincial People's Committee on reviewing and simplifying internal administrative procedures in the state administrative agency system of Nghe An province for the period 2022 - 2025. To be completed before October 2, 2024;

The Department of Justice, based on its assigned functions, tasks and powers, shall coordinate with the Provincial People's Committee Office and relevant agencies to improve the quality of appraisal of regulations on administrative procedures (AP) in draft legal documents, ensuring that only truly necessary, reasonable, legal, and cost-effective ADs are issued and maintained.

Provincial departments, branches and sectors; People's Committees of districts, cities and towns:

  • Continue to effectively implement the innovation of the one-stop shop and inter-connected one-stop shop mechanism in handling administrative procedures, focusing resources on accelerating the number of records and results of handling administrative procedures, linking digitalization with the performance of tasks of cadres, civil servants and public employees in the process of receiving and handling administrative procedures; promote the reuse of digitized data between sectors and localities through connection and data sharing; upgrade the information technology infrastructure system at agencies, units and localities in accordance with the requirements of digital transformation, ensure information security and safety, promote connection, integration and data sharing between information systems to serve the direction, operation and handling of administrative procedures, and provision of public services;
  • Departments, branches and sectors focus on implementing priority groups of online public services to review and restructure the integrated process provided on the National Public Service Portal in 2024 according to Decision No. 206/QD-TTg dated February 28, 2024 of the Prime Minister. At the same time, review and evaluate the process restructuring for online public services being integrated and provided on the National Public Service Portal, ensuring the principle of taking users as the center;
  • Focus on successfully implementing the Project "Developing the application of population data, identification and electronic authentication to serve national digital transformation in the period of 2022-2025, with a vision to 2030" approved with Decision No. 06/QD-TTg dated January 6, 2022 of the Prime Minister, especially the tasks and solutions in Directive No. 04/CT-TTg dated February 11, 2024 of the Prime Minister to thoroughly handle bottlenecks in institutions, information technology infrastructure, data, human resources, and funding; Strictly organize the timely reception and settlement of feedback and recommendations from people and businesses; increase and strengthen dialogue, thoroughly resolve difficulties and obstacles in mechanisms, policies, and administrative procedures; improve the quality of human resources performing the work of handling administrative procedures.

The Department of Home Affairs shall preside over and coordinate with relevant agencies to continue to carry out inspection and examination of administrative reform, administrative procedure reform, and compliance with administrative discipline and order at agencies, units, and localities to improve public ethics, strengthen administrative discipline and order, promptly handle or advise on handling cases of avoidance, shirking, fear of mistakes, and fear of responsibility;

The Department of Information and Communications shall preside over and coordinate with the Provincial Police and relevant agencies to advise competent authorities to arrange resources and invest in infrastructure to meet requirements, and be ready and proactive in implementing tasks. In particular, in the immediate future, it shall preside over and coordinate with the Provincial Police, the Provincial People's Committee Office, the Department of Justice and relevant units to urgently advise the Provincial People's Committee to deploy close coordination with the Ministry of Public Security and the Government Office to complete the conversion to using VNElD as the only account in performing administrative procedures and providing public services in the electronic environment from July 1, 2024 according to the provisions of Decree No. 59/2022/ND-CP of the Government on electronic identification and authentication and the expansion of the issuance of criminal records on the VNelD application; regularly learn and refer to good experiences and innovative models in other localities for effective implementation, suitable to the actual conditions of the locality.

Provincial People's Committee Office:

  • Take the lead in coordinating with relevant agencies to strengthen the inspection of administrative procedure control activities and the implementation of the one-stop and inter-connected one-stop mechanisms at agencies, units and localities according to the set plan;
  • Direct the Provincial Electronic Information Portal to monthly publicize the results of service quality assessment for people and businesses according to Decision No. 766/QD-TTg dated June 23, 2022 of the Prime Minister on the Provincial Administrative Procedures Information System and the provincial electronic information portal.
  • Requesting Directors of Departments, Heads of provincial-level departments and branches, Chairmen of People's Committees of districts, cities and towns to seriously implement the above contents, report the implementation results to the Provincial People's Committee (through the Provincial People's Committee Office) and integrate them into periodic reports on administrative reform and control of administrative procedures for synthesis and continued direction to effectively perform the tasks.
