(Baonghean.vn) - On the afternoon of August 27, at the Party Central Committee headquarters, Comrade Nguyen Sinh Hung, Politburo member and National Assembly Chairman, chaired a working session with the Standing Committee of Nghe An Provincial Party Committee on the draft documents and personnel plan for the 18th Nghe An Provincial Party Congress, term 2015 - 2020.

Overview of the working session.

At the working session, on behalf of the Standing Committee of Nghe An Provincial Party Committee, Comrade Ho Duc Phoc, Secretary of the Provincial Party Committee reported on the implementation of Directive No. 36 of the Politburo on Party Congresses at all levels towards the 12th National Party Congress; the basic and key contents of the draft documents of the Provincial Party Executive Committee, term XVII (term 2010 - 2015) submitted to the 18th Provincial Party Congress (term 2015 - 2020).

Comrade Ho Duc Phoc, Secretary of the Provincial Party Committee, reported on the preparation process for the Congress of Nghe An province.

Up to this point, Nghe An has implemented the progress, time and quality of organizing Party Congresses at all levels. Congresses of grassroots Party organizations and Party Committees under the province have been carried out seriously, in accordance with principles, procedures, regulations, promoting democracy, maintaining discipline and achieving great success.

Leaders of the Ministry of Home Affairs, the Ethnic Committee, and the Ministry of Finance attended the working program.

Leaders of the Central Propaganda Department and the Central Internal Affairs Department attended the working program.

Implementing the Resolution of the 17th Provincial Party Congress for the 2010-2015 term, the province has completed and exceeded 28/34 main targets set by the congress, including 5/9 economic targets; 14/15 socio-cultural targets; 4/4 environmental targets; 3/3 national defense and security targets; and 2/3 Party building targets.

The economy continued to grow well, the average GDP growth rate in the 2011-2015 period was estimated at 7.89%; the average GDP in 2015 reached 29 million VND/person/year, nearly 2 times higher than in 2010. The economic structure shifted in the right direction; industry and construction were stable and growing; services and trade developed rapidly, diversified and effectively; agricultural, forestry and fishery production developed and had a good growth rate; budget revenue increased rapidly compared to the beginning of the term, 2.5 times higher, achieving the set target.

Comrade Vuong Dinh Hue, member of the Party Central Committee, Head of the Central Economic Commission and representatives of ministries, departments and branches attended the working program.

There have been many positive changes in social culture, the material and spiritual life of the people has been improved; education and training have continued to develop. The theme of the 18th Congress, term 2015 - 2020 is determined as: Improving the leadership capacity and fighting strength of the Party Committee, promoting the strength of great national unity, mobilizing and effectively using all resources to comprehensively promote the innovation process, building Nghe An into a fairly prosperous province in the Northern region, a center of finance, trade, tourism, education and training, science and technology, health care, culture, sports, and high-tech industry in the North Central region.

In particular, the draft documents and personnel plans submitted to the 18th Provincial Party Congress for the 2015-2020 term were carefully prepared, listening to the people and scientists and receiving full comments from agencies, departments and branches at all levels from the central to local levels; The personnel preparations for the Congress were thorough, achieving high consensus and unity.

Concluding the meeting, Comrade Nguyen Sinh Hung, Politburo member and National Assembly Chairman, affirmed that the Politburo and the Secretariat approved and agreed with the preparation of documents and personnel plans for the 18th Provincial Party Congress of Nghe An province for the 2015-2020 term. He acknowledged the efforts of Nghe An province in the process of developing economy, culture, society, education, health, national security and defense, attracting investment, building new rural areas, etc. He emphasized that the Congress needs to discuss and identify its own internal advantages and difficulties to create a new determination, taking the goal of improving people's lives as the center for sustainable development.
