The Ministry of Public Security issued a Directive to improve the quality of the movement "All people protect national security" in agencies, enterprises and educational institutions.

The Directive clearly states: The goal and requirement for the movement of All people protecting national security in agencies, enterprises and educational institutions is to improve the quality and effectiveness of the movement to meet the requirements and tasks of ensuring security and order in the new situation, creating a secure and safe environment for agencies, enterprises and educational institutions to operate and do business effectively to serve the socio-economic development of the country in the new era, the era of national development.

To achieve the above goals and requirements, the Minister of Public Security requests the Public Security of units and localities to focus on deploying and performing well the following key tasks:

1. Raising awareness of the entire political system about the movement of All People Protecting National Security in agencies, enterprises and educational institutions

- Organize to thoroughly grasp and effectively implement the Party's guidelines and policies, the State's policies and laws on the work of building a movement for the entire people to protect national security, including the movement in agencies, enterprises, and educational institutions associated with the tasks of ensuring security, order, and developing science, technology, innovation, and national digital transformation.

- Raise awareness among cadres, civil servants, public employees, workers, students about the position, role and importance of building the movement for the whole people to protect national security. Organize and implement training programs, foster knowledge of science, technology, digital transformation, digital skills, digital technology to serve the movement building work in agencies, enterprises and educational institutions.

Clearly identifying the improvement of the quality and effectiveness of the movement "All people protect national security" in agencies, enterprises and educational institutions is a regular task of Party committees, authorities, ministries, branches, localities and agencies, enterprises and educational institutions; in which the Public Security forces at all levels play a core role in advising and guiding implementation.

2. Innovate the content and form of propaganda measures to build the movement of All people protecting national security in accordance with the characteristics of agencies, enterprises and educational institutions.

The police of units and localities proactively advise Party committees and authorities to direct and guide agencies, enterprises and educational institutions to implement policies and measures to improve the quality and effectiveness of security and order assurance work and build the movement of All people protecting national security. Constantly innovate the content and forms of propaganda measures to build the movement of All people protecting national security in accordance with the characteristics of agencies, enterprises and educational institutions.

- Focus on applying digital technology, applying population data, identification, identification, electronic authentication in propaganda and mobilization work (on the Party's guidelines and policies, the State's policies and laws, methods and tricks of hostile and reactionary forces and all types of crimes; information on security and order, information on receiving and handling reports and denunciations of crimes, law violations, fire prevention, fire fighting and rescue, environmental protection, ensuring order and traffic safety...) so that cadres, civil servants, public employees, workers, students and pupils can promptly grasp and voluntarily and actively participate in the movement of the People to protect the security of the Fatherland.

- Develop and organize the implementation of propaganda programs on the movement of All People Protecting National Security in agencies, enterprises, and educational institutions; diversify propaganda forms through newspapers, radio, television, digital platforms, social networks, and other electronic media; specify propaganda content for each group of cadres, civil servants, public employees, workers, students, and the People.

3. Improve the effectiveness of building and replicating advanced models and examples in the movement of All People Protecting National Security in agencies, enterprises and educational institutions.

Focus on building and replicating advanced models and typical examples in agencies, enterprises and educational institutions that operate substantially and effectively in the direction of increasing socialization with the form of self-management, self-prevention, self-protection, self-reconciliation regarding security and order in each agency, enterprise and educational institution, attracting a large number of cadres, civil servants, public employees, workers, students and the masses to respond and participate.

- Connect and integrate models with emulation movements in agencies, enterprises, educational institutions and in accordance with the fields, topics, and economic conditions of agencies, enterprises, and educational institutions, creating conditions for cadres, civil servants, public employees, workers, students, and people to participate more and more actively and directly in ensuring security and order.

- Improve the effectiveness of coordination between forces in building linkage models to ensure security and order inside and outside agencies, enterprises, educational institutions, with authorities and mass organizations where agencies, enterprises and educational institutions are located.

4. Pay attention to building, consolidating and promoting the effectiveness of security forces for agencies, enterprises and educational institutions; self-governing mass organizations in agencies, enterprises and educational institutions.

Advise the Party Committee and the Government to continue to strictly implement the Government's Decree on the protection of agencies and enterprises and relevant legal provisions; guide activities and regularly organize training and professional and legal training for security forces of agencies, enterprises and educational institutions with sufficient capacity to meet task requirements.

Coordinate the organization of training courses, foster knowledge on security, order and build the movement of the People to protect the security of the Fatherland for officials working in management and unions in agencies, enterprises and educational institutions. Guide the development of internal rules, regulations, conventions and provisions on security and order in agencies, enterprises and educational institutions.

5. Improve the effectiveness of coordination between forces in building the movement of All people protecting national security in agencies, enterprises and educational institutions.

Improve the quality and effectiveness of coordination between the People's Public Security force, the People's Army, ministries, branches, political and social organizations in performing the task of ensuring security and order and building the movement of All people protecting national security in agencies, enterprises and educational institutions:

- Coordinate to mobilize cadres, civil servants, public employees, workers and students to strictly implement the Party's guidelines and policies, the State's policies and laws, internal rules, regulations and provisions on protecting the safety of agencies, enterprises and educational institutions; raise vigilance in crime prevention and control; prevent and combat degradation in political ideology, ethics and lifestyle; "self-evolution", "self-transformation", bureaucracy, corruption, waste and negativity among cadres, civil servants and public employees; overcome loopholes and lack of vigilance; proactively prevent and defeat all plots and tricks of hostile forces and all types of crimes; participate in protecting foreign security, internal political security, cultural and ideological security, economic security, information security, network security, human security, and protecting state secrets; Actively participate in fire prevention, fire fighting, rescue, environmental protection, ensuring order and traffic safety, protecting property, maintaining order and discipline in agencies, businesses and educational institutions.

- Coordinate and guide the work of consolidating the system of party organizations, unions and mass organizations in agencies, enterprises and educational institutions; focus on promoting the role of trade union organizations in the movement of the entire people protecting the national security in foreign-invested enterprises, private enterprises, non-public educational institutions, and launching the movement of the entire people protecting the national security among workers, business owners, teachers, pupils and students.

Strengthen the protection of agencies, offices, key political, economic and diplomatic targets, especially economic zones and clusters with foreign investment and foreign workers.

- The Public Security of provinces and centrally-run cities advises Party committees and authorities to issue directives and plans to direct departments, branches, organizations, agencies, enterprises, and educational institutions to closely coordinate with the Public Security force in organizing the implementation of the movement "All people protect national security".

6. Carry out well the work of guiding, inspecting, summarizing and concluding the movement in agencies, enterprises and educational institutions.

- Annually organize inspection, evaluation and classification of the National Security Protection Movement in agencies, enterprises and educational institutions; guide agencies, enterprises and educational institutions to register and report to competent authorities for approval and recognition of agencies, enterprises and educational institutions that meet the standards of "Security and order safety"; meet the typical criteria of the National Security Protection Movement. Enhance the effectiveness and spread of the "National Security Protection Day".

Pay attention to advising and guiding the preliminary and final summaries of advanced models and examples in agencies, enterprises and educational institutions; promptly propose to commend and reward collectives and individuals with outstanding achievements; inform about experiences, good practices, effective operating models and advanced examples in the movement of All People Protecting National Security for replication.

Advise and propose to include the content of implementing the work of protecting security and order and building the movement of the People to protect the security of the Fatherland as one of the criteria for scoring the level of task completion of collectives and individuals, heads of agencies, enterprises, educational institutions and not consider emulation and rewards for agencies, enterprises, educational institutions classifying the movement of the People to protect the security of the Fatherland at the level of "Average" and "Weak".
