Ministry of Public Security: No fines for lack of fire extinguishers in cars

On January 13, discussing issues related to the regulation that cars with 4 seats or more must be equipped with fire extinguishers according to Circular 57/2015/TT-BCA effective from January 6, 2016, Colonel Doan Huu Thang, Deputy Director of the Fire Prevention and Fighting Police Department (C66), Ministry of Public Security, said that when this legal document comes into effect, it will be possible to impose penalties, but currently the authorities are only checking and reminding vehicle owners.

C66 is continuing to consider factors to implement penalties for violations of regulations on fire extinguisher equipment according to Circular 57 at the most appropriate time.

Through the inspections carried out in the past, drivers have been very cooperative in stopping their vehicles to check for fire and explosion prevention equipment. Many drivers have a good awareness of the equipment and are conscious of protecting their property and the safety of people in the vehicle. However, many people still do not understand and grasp the regulations.

Therefore, C66 is directing localities to increase propaganda so that people understand the regulations, and at the same time survey the purchase of fire-fighting equipment by vehicle owners.

To facilitate people in installing fire extinguishers in their cars, C66 is completing detailed instructions on how to install and use them and widely disseminating them for vehicle owners, agencies, and businesses to refer to.

Colonel Doan Huu Thang added that Circular 57/2015/TT-BCA aims to implement and specify the Law on Fire Prevention and Fighting and the Law on Road Traffic with the main purpose of ensuring safety for vehicle drivers, traffic participants, and ensuring the safety of vehicles and people's property.

The authorities have researched and considered the timing of issuing the Circular based on economic and social development conditions and the market's ability to supply technical equipment and means to ensure sufficient quantity, quality, and variety...

Colonel Doan Huu Thang recommends that people buy equipment and fire extinguishers that have inspection stamps to ensure effectiveness and safety in use.

In addition, people also need to improve their knowledge and understanding of fire safety, and have skills in handling fires and explosions, and using fire prevention and fighting equipment. In the coming time, management agencies need to strengthen inspection and supervision of businesses and services related to fire prevention and fighting equipment./.
