Ministry of Public Security calls on farmers who fall into the trap of depositing high interest money to report crimes

March 15, 2018 is the deadline for farmers who fell into the trap of sending high interest payments to report the crime to the investigation agency.

Today, the Security Investigation Agency - Ministry of Public Security has issued a second notice to individuals who are victims who have paid money to the Center for Supporting the Poor to participate in the programs "Vietnam Heart", "Tripartite Linkage" and other related people.

The notice calls on these individuals to file a crime report and express their wishes to the Security Investigation Agency - Ministry of Public Security; the deadline is March 15, 2018 for consideration and resolution.

The Ministry of Public Security stated that the denunciation is to have a basis to clearly determine the damage of each individual, serve the conclusion of the investigation of the case and ensure the investigation period according to the provisions of law.

Previously, in mid-April, the Security Investigation Agency prosecuted and arrested Mr. Tran Duc Trung (56 years old, former director of the Center for Supporting the Poor in New Rural Development under the Vietnam Association of Small and Medium Enterprises in Rural Sectors) and Ms. Le Thi Hang (54 years old, former deputy director), and Bui Thi Oanh (former deputy head of the Center's Economic Department). The defendants were all prosecuted for the crime of Fraudulent appropriation of property (Article 139 of the Penal Code).

Authorities accused the defendants Tran Duc Trung, Le Thi Hang, and Bui Thi Oanh of taking advantage of the name of the Center for Supporting the Poor under the Vietnam Association of Small and Medium Enterprises in Rural Industries to organize the programs "Millionaires' Club, Accumulating Wealth", "Vietnam's Heart", "Tripartite Linkage", mobilizing participants to pay money to the Center to receive support with high profits, then appropriating it for personal use.

In 5 months, tens of thousands of poor farmers in Bac Giang, Nam Dinh, Thanh Hoa, Hai Phong, Hai Duong, Nghe An... have paid tens of billions of dong.

In early 2016, discovering signs of irregularities in the Center, the Ministry of Home Affairs confirmed that the Center was operating illegally. Afterwards, the Chairman of the Association of Small and Medium Enterprises in Rural Industries of Vietnam decided to close the Center.
