Ministry of Public Security responds to voters' opinions in Nghe An

(Baonghean.vn) - Before the 8th session of the 13th National Assembly, the National Assembly Delegation has compiled and forwarded the opinions of voters of Nghe An province to the Ministry of Public Security on the issue: "Social evils tend to develop such as: drugs, robbery, merciless stabbing, traffic accidents... State management and authorities have not been resolute, there are signs of lack of transparency, protection and cover-up by authorities. Voters request the State to take measures to thoroughly resolve the people's wishes"

The Ministry of Public Security responded as follows:

a) In recent years, under the leadership of the Party Central Committee, the National Assembly, and the Government, the People's Public Security force has focused on advising Party committees and authorities at all levels to direct agencies, departments, and branches, mobilizing the combined strength of the entire political system and the entire population in crime prevention and control, continuously implementing programs, plans, and measures to strengthen prevention, combat, and curb the increase in crimes and law violations, contributing to maintaining national security and order.

In 2013, the police force investigated and discovered 44,033 cases of social order crimes, arrested and prosecuted 88,259 subjects, reaching a rate of 74.49%, 1.09% higher than in 2012; arrested 7,980 gambling cases, 721 prostitution cases, 18,384 drug crimes; dismantled 2,640 criminal gangs. In the first 6 months of 2014, investigated and discovered 22,002 cases of social order crimes, arrested and prosecuted 45,261 subjects, reaching a rate of 75.58%, 0.1% higher than the same period in 2013; arrested 4,569 gambling cases, 351 prostitution cases, 9,347 drug crimes; Destroyed 1,469 criminal gangs, including many dangerous and especially dangerous gangs.

However, the situation of social evils is still complicated, being the source of the emergence and development of crime; gambling in the form of playing "lottery" is common in localities; prostitution tends to expand in scope, scale of activities and participants; the situation of young people using synthetic drugs in restaurants, dance clubs, bars and karaoke is complicated.

The main causes of the above situation are: (1) The economic situation is still difficult, the number of dissolved and inactive enterprises continues to increase, causing many workers to lose their jobs, creating great pressure on social issues. (2) Morality in the family, school, society, pragmatic lifestyle, enjoyment, and pursuit of material benefits, especially among young people, is very worrying. (3) The negative impact of obscene publications and online games on young people who are in the age of cognitive, psychological, and physiological development has not been effectively prevented. (4) The number of drug addicts has not decreased, the number of synthetic drug addicts tends to increase and develop complicatedly, especially in large cities, with many potential factors that give rise to crime (the whole country currently has over 180,000 drug addicts). (5) Social prevention and professional prevention work still has many limitations, state management work in some areas still has many loopholes. (6) The movement to protect national security has not been maintained regularly. (7) Many people's awareness of vigilance and self-protection of property is still limited, subjective, loopholes are exploited by criminals, awareness of law enforcement on traffic safety and order is still low.

Faced with the above situation, the Ministry of Public Security has been focusing on directing the police of units and localities to carry out the following key tasks:

- Advise Party committees and authorities at all levels to continue implementing Directive No. 48-CT/TW, dated October 22, 2010 of the Politburo (10th tenure) on "Strengthening the Party's leadership in crime prevention and control in the new situation"; Directive No. 21-CT/TW, dated March 26, 2008 of the Politburo on "Continuing to strengthen leadership and direction in drug prevention and control in the new situation" in conjunction with implementing Resolution No. 37/2012/QH13, dated November 23, 2012, Resolution No. 63/2013/QH13, dated November 27, 2013 of the National Assembly on strengthening measures to combat crime and national programs on crime prevention and control, drug prevention and control, and human trafficking prevention and control for the 2012-2015 period; continue to implement Directive No. 09-CT/TW, dated December 1, 2011 of the Central Party Secretariat (11th tenure) on "Strengthening the Party's leadership over the movement of the entire people to protect national security in the new situation", Directive No. 18-CT/TW, dated September 4, 2012 of the Central Party Secretariat (11th tenure) on "Strengthening the Party's leadership over the work of ensuring traffic order and safety on roads, railways, inland waterways and overcoming traffic congestion"; promote the combined strength of the entire political system in the work of fighting and preventing crime, eliminating social evils, ensuring security and order.

- Closely coordinate with sectors and organizations to promote propaganda, education, and raise legal awareness among the people; implement programs, resolutions, and joint circulars to improve the effectiveness of crime and social evil prevention, educate people at high risk of crime, law violations, or being harmed by crime; promote the development of mass movements to participate in preventing and combating crime, social evils, and protecting national security such as the models of "People's Patrol", "Social Security Team", "Safe Residential Area in terms of security and order".

- Strengthen patrolling, controlling, ensuring security and order. Continue to maintain and build robbery hunting teams, replicate the model of working groups coordinating 03 forces (Traffic Police, Mobile Police, Criminal Police) in the Public Security of units and localities in preventing and combating crimes, especially preventing and combating robbery, property robbery, possession of weapons, explosives, supporting tools, and cases of public disorder.

- Strengthen state management of security and order, focusing on effectively implementing the Ordinance on Management and Use of Weapons, Explosives and Supporting Tools; Decree No. 72/2009/ND-CP, dated September 3, 2009 of the Government stipulating security and order conditions for a number of conditional business sectors and occupations; Directive No. 08/CT-BCA, dated September 19, 2013 of the Ministry of Public Security on strengthening state management of security and order for pawnshop and debt collection services.

- Effectively organize the implementation of regulations on receiving and handling denunciations and reports of crimes; continue to establish and organize the operation of "hotlines" (phone, email), and crime denunciation mailboxes to promptly receive and process all information and documents related to crimes.

- Continuously deploy high points of attack and crime suppression, focusing on suppressing dangerous criminal gangs, hired stabbing and slashing activities, crimes using weapons to commit crimes, murder, robbery, property snatching; gambling gangs, gambling organizations or gambling sites, prostitution brokerage lines, storing, transporting, buying and selling and organizing illegal use of drugs... Closely coordinate and improve the quality and effectiveness of investigation, prosecution and trial of criminal cases, ensuring objectivity and strictness, not allowing criminals to operate rampantly. Quickly investigate and discover particularly serious cases that cause public outrage; coordinate with the Procuracy and the Court to promptly bring to trial typical cases to deter criminals.

- Focus on reviewing, researching, proposing amendments, supplements and perfecting legal regulations, creating a complete legal corridor to serve the work of preventing and combating crimes and social evils.

b) Regarding voters' petitions on the phenomenon of protection and cover-up of criminals by authorities, the Ministry of Public Security would like to respond as follows:

Building a clean and strong People's Public Security force is the goal, requirement and key task that the Central Public Security Party Committee and the leadership of the Ministry of Public Security always pay attention to, lead and direct the implementation of. In order to prevent, detect and handle negative phenomena of police officers and soldiers in the performance of their duties, on September 28, 2011, the Ministry of Public Security issued Directive No. 12/2011/CT-BCA on strengthening the work of inspection, examination, prevention, rectification and handling of violations and negative phenomena in the performance of duties of police officers and soldiers; At the same time, regularly organize inspection and examination teams to detect, rectify and overcome limitations and shortcomings in the work of fighting against crimes and law violations; resolutely handle officers and soldiers who show negative signs and cover up for criminals.

The Ministry of Public Security requests that voters and the media continue to pay attention to, assist, and monitor the activities of the police force, promptly support, protect, and encourage police officers and soldiers while on duty; at the same time, detect negative manifestations to promptly report to competent authorities for strict handling in accordance with the provisions of law.
