Ministry of Public Security awarded the decision to promote to the rank of General, the first batch of 2013
The Ministry of Public Security has just held a ceremony to announce and present the Prime Minister's Decision on promoting the rank of General to leaders and commanders of Public Security units and localities in the first phase of 2013.
On behalf of the leadership of the Ministry of Public Security, General Tran Dai Quang, Politburo member and Minister of Public Security, expressed deep gratitude to the Party, State, departments, branches, organizations and people for always caring, coordinating, helping and building a clean and strong People's Public Security force.

Congratulating the comrades promoted to the rank of General in the first batch of 2013, Minister Tran Dai Quang emphasized that the decision to promote the rank of General to the senior officers of the People's Public Security Forces is the recognition and appreciation of the Party, State and people for the great contributions of the People's Public Security Forces in the cause of protecting security and order; marking the maturity and development of the People's Public Security Forces. This honor and pride belongs not only to the comrades promoted to the rank of General but also to the entire People's Public Security Forces.
General Tran Dai Quang requested that the comrades promoted to the rank of General this time continue to promote the glorious tradition of the heroic People's Public Security force, train and maintain revolutionary ethics, be absolutely loyal to the Party, wholeheartedly serve the Fatherland, serve the people, and uphold the ethics of a General as beloved Uncle Ho taught: "Wisdom - Courage - Humanity - Trust - Integrity - Loyalty".
Notably, among those promoted to the rank of General this time is comrade Bui Tuyet Minh, Director of Kien Giang Provincial Police, the first female officer in the People's Public Security force, to be promoted to the rank of Major General.

Comrade Bui Tuyet Minh was born in 1962, joined the People's Public Security force and became a reconnaissance soldier at the age of 19.
From a reconnaissance soldier, he was assigned as Deputy Head of the Offline Reconnaissance Team under the Director, Deputy Head of the Security Command Staff in 1989, then Head of the Political Work Department in 1996, Head of the Organization Department in 1999, and Deputy Director of Kien Giang Provincial Police in 2004.
In June 2011, Comrade Bui Tuyet Minh was appointed by the Ministry of Public Security as Director of Kien Giang Provincial Police. Thus, she is also the first woman to hold the position of Deputy Director of Provincial and City Police.
