Ministry of Public Security builds Circular to guide vehicle owners
According to the Circular of the Ministry of Public Security, vehicle users must declare and commit that the vehicle they are using is theirs.
On December 13, informing the press about the implementation of Decree 71/ND-CP regulating administrative sanctions in the field of road traffic, Major General Do Dinh Nghi, Deputy Director General of the General Department of Administrative Police for Social Order and Safety, Ministry of Public Security, said that after more than 1 month of implementation, Decree 71/CP has brought about remarkable initial results, notably reducing common traffic safety violations such as speeding, drinking alcohol while participating in traffic... that occurred in the previous period.
The car user must commit that the car he uses is his own.
However, the implementation of Decree 71/CP has also encountered some unfeasible problems such as handling vehicles without owners and the Ministry of Public Security has not yet directed to impose penalties for this behavior. To resolve the problem, the Ministry of Public Security has drafted a Circular, consulted with local police, units within the Ministry and related ministries and branches and will submit it to the Minister for promulgation.
According to the Circular of the Ministry of Public Security, vehicle users must declare in the declaration form, commit that the vehicle they use is their own, with confirmation from the police at the commune or ward level where they register their permanent residence. Then pay the registration tax and complete the application and send it to the vehicle registration management agency. If the application is complete, the registration agency will issue an appointment within 30 days and notify the vehicle owner, post it at the registration agency, and if there is no response within 30 days, the registration will be issued to the citizen.
The issuance of the Circular guiding this content by the Ministry of Public Security will be carried out simultaneously with the Circular of the Ministry of Finance regulating the reduction of vehicle registration fees.
Regarding this issue, Senior Lieutenant General Dang Van Hieu, member of the Party Central Committee and Permanent Deputy Minister of Public Security, affirmed that the content of Decree 71/CP is completely correct, and the initial results achieved are the clearest proof of the spirit of the Decree.
