Ministry of Industry and Trade holds urgent meeting on petroleum management and trading

On the morning of June 5, the Ministry of Industry and Trade held an urgent meeting with media agencies on issues related to the management and trading of petroleum.

This meeting was held because of information about "powerful gas stations" on Highway 20 accepting bribes from traffic police in Dong Nai and Lam Dong; the illegal mixing and trading of gasoline in Quang Ninh; and a fire at a military gas station on Tran Hung Dao Street, Hanoi.

Mr. Vo Van Quyen, Director of the Domestic Market Department (Ministry of Industry and Trade) said that after the above phenomena occurred, the Ministry of Industry and Trade directed by phone and document, coordinated with the Market Management to find out the cause, determine the violation to coordinate handling and sent a working group to the area to investigate and handle the incident.

Regarding the fire at the Army gas station at 2B Tran Hung Dao, according to Mr. Quyen, this station had been granted a certificate of eligibility to trade in gasoline. Since 2011, the Army gas station has requested to return the location and no longer trade in gasoline.

Therefore, considering the 2012 construction planning, Hanoi has removed this location from the planning. This place is only the location of the Army's petrol station - no longer a petrol business store, so it is not adjusted according to the provisions of Decree 84/2009/ND-CP dated October 15, 2009 of the Government on petrol business, but only an internal petrol distribution point.

To strengthen the inspection and control of the petroleum market, the Ministry of Industry and Trade requires the Departments of Industry and Trade to urgently and seriously review the planning of the petroleum store network in the area, thereby detecting and revoking the Certificate of Eligibility for wholesale petroleum business for violating stores, and resolutely eliminating stores not included in the planning.

In addition, the Ministry also proposed to review all petroleum business establishments, especially areas near warehouses, ports, main transportation routes..., strictly manage establishments that are prone to embezzlement; illegal blending and trading of petroleum.

On the other hand, there are plans to inspect, control and coordinate with local authorities to promptly handle violations according to the provisions of law.

In addition, the Ministry requested that functional forces proactively coordinate with fire prevention and fighting agencies to regularly organize fire and explosion prevention inspections at petroleum business establishments and resolutely handle violations in business, including revoking the Certificate of eligibility for petroleum business according to the provisions of law.

In particular, the Ministry of Industry and Trade directed market management forces to coordinate with local authorities to review, inspect and strictly handle according to the law those gas stations that protect and collect bribes from vehicle owners and drivers who violate the Road Traffic Law./.
