The Ministry of Industry and Trade prescribes the form of the Household Electricity Purchase and Sale Contract.

(Baonghean) - On June 18, 2014, the Ministry of Industry and Trade issued Circular No. 19/2014/TT-BCT promulgating the model of Electricity Purchase and Sale Contract for domestic purposes.

Specifically, Circular No. 19/2014/TT-BCT stipulates that at a location for registering to buy electricity, the electricity buyer is a household using a household registration book or temporary residence book to register to buy electricity and can only sign 1 contract; in case the household registration book or temporary residence book is not used, the electricity buyer can only use one of the following documents: Certificate of house ownership or house allocation decision; Valid house sale and purchase contract; Certificate of land use rights; Notarized or authenticated house management and use authorization contract.

In the Model Contract issued under this Circular, the retail price of household electricity is applied according to the regulations of the competent State agency; when the change in electricity price is approved by the State agency, the new price is applied and the parties do not have to re-sign the Contract. In case of stopping or reducing the level of electricity supply for repair, maintenance, overhaul, and construction of electrical works, the electricity seller must notify the buyer at least 5 days in advance by announcing for 3 consecutive days on the mass media. At the same time, the electricity seller has the right to unilaterally terminate the contract when the electricity buyer does not use electricity for more than 6 consecutive months without prior notice to the seller...

This Circular takes effect from August 5, 2014.
