Ministry of Industry and Trade responds to the issue of handing over rural low-voltage power grid

(Baonghean) - Before the 8th session of the 13th National Assembly, the National Assembly Delegation compiled and forwarded the opinions of voters of Nghe An province to the Ministry of Industry and Trade.

Among the problematic contents: “Voters request the Ministry of Industry and Trade to coordinate with the Ministry of Finance to amend Circular 32/2013/TTLT-BCT-BTC dated December 4, 2013 to suit the actual situation. For communes that have not yet handed over the power grid and require delivery according to the principle of capital repayment, according to the instructions in Article 11, Chapter IV, the delivery party must collect all documents and papers before taking the next steps. However, currently, most households no longer keep documents and papers, causing difficulties for the facilities in the implementation process."

The Ministry of Industry and Trade responded as follows:

The process of handing over rural low voltage grids in cases where documents and papers are no longer available or are not complete is stipulated in Clause 5, Article 6 of Joint Circular No. 32/2013/TTLT-BCT-BTC: “In cases where documents are no longer available or are not complete as prescribed in Clause 1, Article 3 above, the Transferring Party and the Receiving Party need to make a record describing the specific current status of the documents of the transferred assets (especially for loan and capital mobilization documents of organizations and individuals) and carry out an assessment of the actual remaining value of the transferred assets according to the methods stated in Article 4 of this Joint Circular, report to the Appraisal Council to submit to the People's Committee of the province/city for consideration and decision”.

Therefore, voters are requested to follow the instructions stated in Joint Circular No. 32/2013/TTLT-BCT-BTC. In case of difficulties or problems, voters are requested to clearly state the content of the problems during the handover process to the Provincial/Municipal People's Committee or the Ministry of Industry and Trade for further guidance.
